Notice is hereby given that the City Council of the City of Eugene, Oregon will receive sealed bids until Tuesday, March 26, 2019, until the Bid Closing time of 2:00 p.m. at the office of the City Engineer, 99 East Broadway Suite 400, Eugene, Oregon. The Bid Opening will be at 2:05 p.m., on Tuesday, March 26, 2019, at the above location, at which time and place those Bids will be opened and read.

107 EA CIPP Service Lateral Connection Liner, 8 Inch; 7 EA CIPP Service Lateral Connection Liner, 12 Inch; 31 EA CIPP Service Lateral Connection Liner, 15 Inch; 299 FT CIPP Service Lateral Liner, 4 Inch; 4,140 FT CIPP Service Liner, 6 Inch; 6 EA Service Lateral Video Inspection, Push Camera; 150 EA Service Lateral Video Inspection, Launch Camera; 1 LS Main Line Video Inspection
All Work must be completed within 100 Work Days.
Plans and Specifications may be reviewed and/or obtained at the office of the City Engineer, 99 East Broadway, Suite 400, Eugene, Oregon 97401, for a non-refundable fee of $15.00 plus $6.50 postage or obtained online from the Oregon Procurement Information Network (ORPIN) at http://orpin.oregon.gov.
The Agency reserves the right to issue Addenda making changes or corrections to the Plans, Specifications or quantities. The Agency will provide Addenda only by publishing them on the Agency’s web site and on the Oregon Procurement Information Network (ORPIN) website. (See 00110.05(e).) No additional notification of addendum issuance will be provided.
Submit paper bids to Matt Rodrigues, City Engineer as follows:
Bids shall be accompanied by a certified check, cashier's check or bidder's bond payable to the City of Eugene in an amount equal to ten percent of the amount bid. Filing of a qualification questionnaire before bidding will not be required. Contingent or conditional bids will not be considered for acceptance.
This public works improvement project is subject to payment of prevailing rate of wages, per BOLI ORS 279C.800 to 279C.870. No bid will be received or considered unless the bid contains a statement by the bidder that provisions of ORS 279C.800 to 279C.870 pertaining to prevailing wage rates shall be complied with.
Bidders are required to submit a First-Tier Subcontractor Disclosure form, substantially as described in ORS 279C.370, within two working hours of the bid closing date and time. For this project the first-tier subcontractor disclosure statement must be submitted regardless of the bid amount.
No bid will be accepted by the City unless it contains a statement by the bidder as a part of the bid that the bidder in carrying out the contract will comply with all applicable laws.
The City may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids or to waive any specification or requirement upon a finding of the City that it is in the public interest to do so.
