Notice is hereby given that the City Council of the City of Eugene, Oregon will receive sealed bids until Wednesday, June 20, 2018, until the Bid Closing time of 2:00 p.m. at the office of the City Engineer, 99 East Broadway Suite 400, Eugene, Oregon. The Bid Opening will be at 2:05 p.m., on Wednesday, June 20, 2018, at the above location, at which time and place those Bids will be opened and read. 


5092 1 LS Temporary Work Zone Traffic Control, Complete; 1 LS Illumination Complete; 1 LS Electrical Supply - New Cabinet; 1,842 SF 5.5” Concrete Surfacing; 126 SF 5.5” Concrete Surfacing – Type 2 Pad; 4 EA 6’ Bench; 1 EA Irrigation Repair and Relocation; 1 LS Lawn Seeding.        

All Work must be completed by October 26, 2018.  

Purchase Bidding Plans, Special Provisions, and Bid Booklets at the office of the City Engineer, 99 East Broadway, Suite 400, Eugene, Oregon 97401, or by calling (541) 682-5291, for a non-refundable fee of $15.00 plus $6.50 postage.  Informational Plans and Special Provisions are available for review, free of charge, at the office location and/or on the Agency website  For other reviewing locations and any question regarding the project please call (541) 682-5291. Bidders shall purchase Plans, Special Provisions, and Bid Booklets from the City. Bids will only be accepted from Bidders recorded as “Holders of Bidding Plans.”

Addendum, when issued, will be posted to the project-specific City of Eugene Engineering bid website.  Bidders may sign up for electronic (email or text) notification of modifications to bid postings at the website above.  No additional notification of addendum issuance will be provided.  

Submit paper bids to Mark Schoening, City Engineer as follows:

Bids shall be accompanied by a certified check, cashier's check or bidder's bond payable to the City of Eugene in an amount equal to ten percent of the amount bid.  Filing of a qualification questionnaire before bidding will not be required.  Contingent or conditional bids will not be considered for acceptance. 

This public works improvement project is subject to payment of prevailing rate of wages, per BOLI ORS 279C.800 to 279C.870.  No bid will be received or considered unless the bid contains a statement by the bidder that provisions of ORS 279C.800 to 279C.870 pertaining to prevailing wage rates shall be complied with.               

Bidders are required to submit a First-Tier Subcontractor Disclosure form, substantially as described in ORS 279C.370, within two working hours of the bid closing date and time.  For this project the first-tier subcontractor disclosure statement must be submitted regardless of the bid amount.

No bid will be accepted by the City unless it contains a statement by the bidder as a part of the bid that the bidder in carrying out the contract will comply with all applicable laws.

The City may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids or to waive any specification or requirement upon a finding of the City that it is in the public interest to do so.
