Notice to Proposers
Pursuant to ORS 279B.060 and City of Eugene Administrative Order 44-14-08F, Public Contracting Rule (City Rule)
, sealed proposals for Bike Share Program Equipment Supplier & Operations Administrator for the City of Eugene will be accepted by the Purchasing Office, 100 West 10th Avenue, Suite 400, Eugene, Oregon 97401 until Tuesday, March, 8 2016 at 2:30 PM, PDT. Proposals will be opened immediately thereafter and a record of proposals received will be made. Proposals will not be accepted after the proposal closing time and date. Proposals shall be valid for 180 days after opening unless otherwise specified in the specifications. This Request for Proposals (RFP) does not commit the City to pay any costs incurred by any Proposer in the submission of a proposal.
In general, work includes provision of equipment and operator services to develop a bike share system in the Eugene, OR area. The City of Eugene, in coordination with Lane Transit District and the University of Oregon, is interested in developing a modern bike share system from the university campus through downtown Eugene. A feasibility study has been prepared recommending a non-profit operator but other models may be explored through this solicitation if a mechanism for community oversight is identified by Proposers. More detail can be found in Section V. Requirements/Specifications and Appendix B. Proposers should expect to launch the bike share system by Fall 2017. There is $1.2M available for capital expenditures. Proposers should identify a business plan to fund operations. The city will issue a separate RFP for sponsorship of the bike share system.

. Vendors select commodity category “Transit Equipment and Related Services, Mass” upon registration.
A paper copy of the Solicitation may be obtained at the City’s Purchasing Office at 100 West 10th Avenue, Suite 400, Eugene, Oregon 97401.
Vendors must submit a total of 1 original proposal, 7 hard copies of the proposal, and a digital copy of the proposal directly to the City’s Purchasing Office at 100 West 10th Avenue, Suite 400, Eugene, Oregon 97401 before the due date and time specified in the request for proposal. Proposals must be sealed.
An optional pre-proposal meeting is scheduled for 10:00 AM PDT, Monday, February 17, 2016 with GoToMeeting. Proposers must contact Purchasing Analyst Clayton Stilwell no later than Thursday, February 11 to notify City of planned attendance and to coordinate meeting access.
Prevailing Wage Requirements
The City of Eugene has determined that this project is not subject to Prevailing Wage Requirements.
Form of Agreement
Work for this project will be executed on a City of Eugene Contract and with the City of Eugene Standard Contract Provisions, an example of which is included in Attachment A – City Standard Contract Provisions.
