Do I have a better chance of being enrolled if I sign up on the first day of the lottery?

No. Everyone who signs up for the lottery has the same chance of being picked for enrollment. You do not need to rush and sign up as soon as the lottery opens; however, do not wait until the last minute in case you have any questions or if errors pop up. Once the lottery is closed, no late entries will be accepted.
