What’s different about the proposed Willamette River Greenway Overlay in the draft River Road-Santa Clara Special Area Zone?

The proposed zoning and land use code changes that are part of the River Road-Santa Clara Special Area Zone include a Willamette River Greenway Overlay. The proposed Willamette River Greenway Overlay includes standards to enhance public access and connections to the river, recognize the significance of the Greenway’s natural, scenic, historic, and recreational qualities, and provide a buffer between the Willamette River Greenway Setback and new development. This overlay applies to properties with proposed Corridor Mixed-Use or Corridor Residential zoning that are within the previously adopted Willamette Greenway boundary. Some key differences in the River Road-Santa Clara Special Area Zone compared to the citywide Willamette River Greenway Code Amendments, include:

  • Applies to all development (not just housing)
  • Limits building height with proposed zoning
  • Establishes maximum length of building wall located within 50 ft. of greenway setback
  • Increased public access requirement (pedestrian connections required within 300’ instead of 500’ for new development)
