EPD on the Beat - February 2018

On February 27, EPD responded to 255 calls for service and made 14 arrests. The average number of calls for service over the last seven days is 237 and the average number of arrests over the last seven days is 22. The number of calls for service on this day last year was 278, and the number of arrests was 13. Over the last three years, the average number of calls for service received on February 27 is 256, and the average number of arrests, 35.

DUII, Reckless Endangering, Reckless Driving – Case 1803368

Officers were called to I-105 and Delta Highway after a vehicle struck a guardrail. When they arrived and contacted the driver, Lisa Marie Overton, age 56, of Eugene, they suspected impairment. After an investigation, she was charged with DUII, Reckless Driving and Reckless Endangering. She was also cited for Open Container and Driving Uninsured.

Criminal Trespass 1 – Case 1803339

Officers responded to a report of a possibly intoxicated man who was reported to be pounding on the front door of a residence, and attempting to force his way inside. When they got there, they found a man,

Simon Ross Brizzee, age 31, of Eugene, leaned face-first up against the front door while pounding on it. Officers detained Brizzee in handuffs. The 72-year-old male resident was visibly shaken and reported that when the man first pounded on the door, he opened it and Brizzee forced his way inside. Since the resident had never met Brizzee before, he pushed him back out, got the door shut and held the door shut to keep Brizzee from re-entering. Brizzee was charged with Criminal Trespass 1.

Hit and Run – Case 1803294

A 69-year-old man driving a Kia with a 74-year-old female passenger came to a stop at a yield sign in order to merge from Beltline Hwy. eastbound to Delta Highway northbound as there was heavy traffic and no one was allowing him to slowly merge. A driver in a Ford truck rear-ended him, pushing his vehicle about 10 feet. The driver of the truck, later identified as Joshua Manuel Guerrero, age 40, of Eugene, got out and fled the scene on foot without exchanging information. The Kia’s occupants had been wearing seatbelts and did not report injuries. Officers contacted Guerrero by phone and he agreed to come in to Eugene Police Headquarters, where he was cited for Hit and Run.

Theft 2 – Case 1803287 

Bricks and Minifigs called police to report several shoplifting incidents committed by two suspects over the previous week. Bricks and Minifigs buys and sells new and used Lego-brand toys. The suspects, George Lee Wallace, age 45, of Springfield, and Wendy Antoinette Teigen, age 41, of Eugene, were reported to have worked together to conceal toys, and then leave the store without paying. During the course of the investigation, it was found the pair also had done the same thing at Brick Builders, 1133 Willamette. An officer and detective responded there and noticed Wallace’s vehicle out front, so they went in and charged him with Theft 2. Teigen came into the Eugene Police Headquarters with Wallace and provided back some property. Teigen was charged with Theft 2, and both Teigen and Wallace were trespassed from the Bricks and Minifigs store.


Last week (Sunday, February 18 – Saturday February 24) EPD responded to 1,682 calls for service and made 153 arrests. The average number of calls for service over the last four weeks is 1,803 with 170 arrests. The number of calls for service during the same week last year was 1,749 with 193 arrests. Over the last three years, the average number of calls for service for this period was 1,627 and there were 195 arrests.

 

On February 25, EPD responded to 170 calls for service and made 20 arrests. The average number of calls for service over the last seven days is 240 and the average number of arrests over the last seven days is 22. The number of calls for service on this day last year was 259, and the number of arrests was 28. Over the last three years, the average number of calls for service received on February 25 is 237, and the average number of arrests, 40.

Criminal Trespass, Warrant Arrest – Case 1803244

An officer was on routine patrol and saw a large camp in an area, which had recently been having issues with trespassers. The officer contacted four people who were directly under a “No Trespassing” sign and advised them that officers had been flagged down recently by business employees regarding garbage, needles and other biohazardous materials left behind. One of the individuals had no warrants and was cited for Criminal Trespass. The other three had warrants: Eden Rose Benson, age 26, had a Probation Violation for Possession of Heroin. Another, Justin Michael Glenn, age 29, had a Eugene Municipal Court Warrant for Failure to Appear on a Criminal Trespass 2 charge. The fourth individual, later identified as John Eugene Littrell, age 47, of Eugene, provided false information and became uncompliant, struggling with an officer, who had to draw his taser and admonish Littrell. Littrell provided his true name and officers found he had a warrant for arrest from the Oregon State Parole Board for a Parole Violation ( Indecent Exposure). Littrell threatened a potential suicide by cop situation in the future. He and the two others with warrants were taken to the Lane County Jail.

DUII, Careless Driving – Case 1803241

A 26-year-old Eugene man was driving his Honda Accord and had stopped at the light facing south on N. Danebo Road in the left turn lane for eastbound Roosevelt Boulevard. He was rear-ended by a woman who was driving a Range Rover. The man and woman agreed to pull over to exchange information and she left the scene. The victim followed the woman and saw her go into a residence on Iowa Street. The victim called police. Police responded to investigate and in the course of that responded to the woman’s residence. Cindy Ellen Goggin, age 38, of Eugene, was charged with DUII and Careless Driving.

Criminal Trespass – Case 1803238

Officers were sent to the Valley River Center Regal Cinema Movie Theater after a man was found sleeping in a bathroom stall. When officers got there, they found the man, later identified as Casey Christian Westell, age 26, of Eugene, on the ground in the stall. He refused to open the door, so officers pulled him out. There was drug paraphernalia on the floor nearby. Westell was charged with Criminal Trespass 2.

Menacing, Harassment, Criminal Trespass 2 – Case 1803233

An officer was flagged down by University District Hospital staff regarding a disorderly trespasser, Lawrence Savedra, age 29. Savedra had been treated at the hospital and was subsequently asked to leave by security. On the way out, he hit a 35-year-old employee in the face with a bloody glove. He was trespassed from the hospital. Savedra walked to the parking structure owned by UDH and was told to leave by two other employees. He pulled out a knife and threatened them. An officer located Savedra walking south from the gare into E. 13th Aly. He was compliant with the officer and then when told he was under arrest became argumentative and belligerent. He was in possession of a knife. Savedra was charged with Trespass 2, Menacing, and Harassment.

Theft 1, Criminal Mischief 2, Resisting Arrest, Escape 3 – Case 1803234

A man, later identified as Adam Guy Whitson, age 26, was reported taking numerous items from Fred Meyer, concealing them and then throwing items over a fence in the garden supply area. He cut a 10-foot fence in an attempt to flee from loss prevention employees. When officers arrived, Whitson was hiding behind a pallet. He was ordered to show his hands, but he refused and continued to crouch down. When he was told he was under arrest, he stood up and ran east toward the store. A sergeant encountered Whitson near a hanging tarp and ordered Whitson to the ground, but he began to walk away and was pepper sprayed. Other officers took him to the ground and he continued to resist and yell. It took three officers to get his arms out from under him and place him in handcuffs. He was treated by officers for the pepper spray application, and also evaluated by medics prior to transport to the Lane County Jail. He was charged with Theft 1, Criminal Mischief 2, Resisting Arrest, and Escape 3.

Unlawful Possession of Firearm, Unlawful Use of a Weapon – Case 1803229

Police responded to the Embers Bar and Grill for suspicious circumstances and found that a man had fired a round from a firearm into the floor of the Embers Bar and Grill. Officers responded and after investigating, identified the man as Richard Lloyd Davis, age 62, of Eugene, who had already left the establishment. They contacted him at home and charged him with Unlawful Use of Weapon, five counts of Reckless Endangering, Unlawful Possession of Firearm.

Criminal Mischief 3, Interfering with Police, and PCS Methamphetamine – Case 1803195

An officer was patrolling the alley behind 159 E. 15th Avenue and saw a man, later identified as

Gerardo Ortiz Arciga, age 30, crouched down next to an upside-down bike. The bike had the tire removed. The officer contacted Ortiz-Arciga and during the contact Ortiz-Arciga got up and ran off. The officer pursued him on foot commanding Ortiz-Arciga to stop. Eventually Ortiz-Arciga ran into a corner with no outlet and he fell down, which allowed the officer to pin him and detain him in handcuffs. Other officers arrived. During a search incident to the arrest, Ortiz-Arciga was found to be in possession of meth. He was charged Criminal Mischief 3, Interfering with Police, and PCS Methamphetamine.

DUII – Case 18903194

An officer was sent to the location of a possible hit and run crash. When he got there, he found a Toyota truck parking in front of a Kia. It appeared the Toyota had backed into the parked Kia. The Kia was registered to a vehicle rental company. A bystander reported that the driver of the Toyota entered an adult store nearby after the crash. Officers went inside and contacted the driver of the Toyota and identified him as Randy Richard Ritter, age 62, of Eugene. They took Ritter outside the store and also when speaking with him suspected Ritter was impaired. After an investigation, Ritter was charged with DUII.

Assault, Harassment – Case 1803191

Officers were dispatched to a fight at Taylor’s Bar. A woman, later identified as Deborah Elizabeth Fenn, age 28, of Eugene, advised she was there with her husband, Turki Alyan M Alshagaa, age 33, of Springfield, when they got into a verbal argument with another group that included a 24-year-old woman, later identified as the victim. Both groups had been pushed out of the bar due to their disorderly behavior. When they got outside, Fenn is reported to have grabbed an unidentified man by the hair and choked him. The victim approached Fenn and tried to separate Fenn from the man and Fenn grabbed the female victim by the hair. Alshagga is reported to have been the aggressor during an altercation with another man, age 23, in which the two were pushing each other. Fenn, was charged with Assault and Disorderly Conduct. Alshagaa was charged with Physical Harassment.

Resisting Arrest – Case 1803181

An officer was sent to a possible disorderly subject outside the theatre, who was reported to be drinking alcohol, throwing glass containers at people, yelling at patrons, trying to start fights, and yelling racial and sexual slurs at patrons. When the officer arrived, he found the suspect, Eusebio Chaparro, Jr., age 29, of Eugene, following a man and appeared as if he wished to fight. When the officer tried to contact Chaparro, Chaparro tried to leave. He was told to sit on the ground, but refused. While the officer was speaking with Chaparro, a member of the public walked up to report a possible bike theft and Chaparro raised his hand toward the individual. The officer grabbed Chaparro to take him into custody and he pulled out of the officer’s grasp. Chaparro continued to resist and once other officers arrived, they were able to get him into custody. He refused to walk, so he had to be carried to the patrol vehicle. Once in the vehicle, he intentionally struck his head against the vehicle’s center partition. Chaparro was charged with Disorderly Conduct, Interfering with Police, and Resisting Arrest.


On February 22, EPD responded to 248 calls for service and made 20 arrests. The average number of calls for service over the last seven days is 252 and the average number of arrests over the last seven days is 24. The number of calls for service on this day last year was 255, and the number of arrests was 32. Over the last three years, the average number of calls for service received on February 22 is 227, and the average number of arrests, 25.

DUII, Hit and Run, Reckless Driving – Case 1803127

A woman reported her parked vehicle had been hit and the force of the crash caused it to collide into another parked vehicle. This occurred on the north side of E. 19th Avenue, just west of Columbia Street. A bystander had seen the crash and reported a woman driving a Honda CRV had hit the vehicle and left the scene. He was able to report a license plate and an officer responded to the address listed for the vehicle. The officer contacted the owner, Suzanne Catherine Fairchild, age 54, of Eugene, and after an investigation, found that she had been driving the vehicle while intoxicated. She was charged with DUII, Hit and Run, and Reckless Driving.

Warrant, Menacing, Possession of Methamphetamine – Case 1803123

Officers were dispatched to the First Christian Church to assist CAHOOTS, as there had been a dispute in Oak alleyway between a 43-year-old man and a woman, later identified as Ramona Joy Drumm, age 29, of Eugene. It was reported that Drumm menaced the victim with a machete. An employee at the warming center went to speak with Drumm and found her swinging a machete around, with no one nearby. Drumm put it down when asked. Police arrived and contacted Drumm. During a search incident to arrest, they found she was in possession of meth and had a warrant for Criminal Trespass 2 (Failure to Appear, Municipal Court). She was charged with Menacing and Possession of Methamphetamine.

Assault, Criminal Mischief – Case 1803095

Police were called to a dispute between a 59-year-old woman and a man, later identified as James Harold Martin, age 30, of Eugene. Martin had been yelling inside her house and she tried to calm him without success. During the course of the dispute, he shut a door on her hand, injuring it. Officers arrived and by this time, Martin had gone into his RV, which is on the victim’s property. He came out of his RV wrapped in a sheet and when officers asked him to take his arms out so they could see his hands, he threw the sheet off and ran back inside the RV. He initially refused to come out, then when he did come out, asked to be tazed. Officers advised they just wanted to speak with him. Martin threw tools on the ground, grabbed a hammer, and hit the side of another RV that was also on the property, putting holes in its side. He walked back and forth between the two RVs and grabbed items. He broke a glass item on the side of the RV he lives in and the broken glass and items he was throwing out of the RV created a hazardous scene for officers to approach in. Martin indicated he would not come without a fight and went back into the RV. A taser was deployed when Martin came back out, but was ineffective due to what Martin was wearing at the time. Martin ran back into the RV, and threatened officers. An officer deployed a taser through a window that was already broken out and this application was effective in getting Martin into custody. After Martin was in custody, investigating officers found there was damage to the home, Martin’s RV, and another RV on the property. Martin was charged with Assault and Criminal Mischief.


On February 21, EPD responded to 232 calls for service and made 19 arrests. The average number of calls for service over the last seven days is 254 and the average number of arrests over the last seven days is 24. The number of calls for service on this day last year was 236, and the number of arrests was 20. Over the last three years, the average number of calls for service received on February 21 is 220, and the average number of arrests, 26. 

 

02/21/18 22:02, 2299 W 18TH AVE/CITY VIEW ST

DUII, Reckless Driving, Hit and Run, Reckless Endangering, Driving Uninsured, Expired Registration – Case 1803066

A 25-year-old Eugene man, was driving his Toyota Camry southbound on City View, near W. 18th Avenue, when he was rear-ended by another car. The victim pulled over to the side of the road to exchange info, but the other driver turned onto W. 18th and drove away. He reported the vehicle that hit him was driving the wrong way without headlights on, and then had crashed over a curb and against a power box, almost hitting a pedestrian, who had been walking on the sidewalk. The vehicle kept going and the victim followed it. EPD patrol was able to locate the suspect car, driven by Oscar Carbajal, age 20, of Eugene. A sergeant reported his patrol vehicle was almost hit by Carbajal’s car, even though the patrol vehicle had the emergency lights on. Another responding officer was able to work with the sergeant to block the vehicle. Carbajal was detained and after an investigation he was charged with DUII, Reckless Driving, Hit and Run, Reckless Endangering, and Driving Uninsured, Expired Registration.

Theft 3 From Vehicle, Warrant – Case 1803015

An alert community member noticed two men trying the door handles of vehicles in the area, and that they entered one of the vehicles and appeared to be rifling through the contents. Officers responded and stopped the suspects, Jack Vincent Hoyt, age 23, of Eugene, and Maxwell Henry Schilling, age 25, of Eugene. Schilling had a warrant out of Eugene Municipal Court for Theft in the Third Degree (Failure to Appear). After an investigation, some property was recovered and returned to the vehicle’s owner. Schilling was taken into custody on his warrant and both he and Hoyt were charged with Theft 3, and Unlawful Entry Motor Vehicle.

DUII, Hit and Run – Case 1803012

An area resident reported hearing a crash and then spotted a pick-up truck on the south side of Crescent Avenue, stopped and facing westbound. The truck left the scene of the crash and went eastbound. Two large, metal post office boxes were dislodged from their cement base and a ‘caution’ street sign was also damaged. The pick-up’s driver, Vanessa Abygail Ramirez, age 25, of Springfield, called to report involvement in a hit and run crash where a small vehicle struck her truck and caused her to crash. Officers responded to her location and developed suspicion that Ramirez was intoxicated and that there had not been another vehicle involved. After an investigation she was charged with DUII and Hit and Run.

Robbery 3 – Case 1803006

Fred Meyer Loss Prevention called to report a man, later identified as Richard Daniel Ogle, age 30, had taken items and left the store without paying. The also reported that when two loss prevention staff members contacted Ogle outside the store and asked him to come back inside, he tried to punch one of them, and in the process dropped a backpack. He was then reported to have fled from the location in a Nissan Sentra. The employees were able to get the plate number and a backpack Ogle dropped while trying to punch the employee. Ogle was arrested on a Lane County Parole and Probation detainer and lodged at the Lane County Jail. While he was in custody, Eugene Police charged him with Robbery in the Third Degree.


On February 19, EPD responded to 235 calls for service and made 15 arrests. The average number of calls for service over the last seven days is 265 and the average number of arrests over the last seven days is 23. The number of calls for service on this day last year was 207, and the number of arrests was 27. Over the last three years, the average number of calls for service received on February 19 is 221, and the average number of arrests, 34.

DUII/Reckless Driving – Case 1802945

A police officer patrolling the area observed a white BMW sedan turn from East Broadway onto Hilyard Street traveling in the wrong direction, and nearly struck another vehicle before turning around, turning east onto East Broadway and driving between two lanes of travel. The officer conducted a traffic stop of the vehicle and contacted the driver, Jeffry Charles Hardinger, age 40, of Eugene. After further investigation, he was arrested for Reckless Driving and DUII.

Criminal Mischief 2 – Case 1802943

Police responded to the area regarding a disorderly subject who was walking up and down the sidewalk yelling and received information that the man struck a car window with his arm, damaging the window. Police contacted the subject, Keith Allen Lane, age 22, of Eugene, and arrested him for Criminal Mischief in the Second Degree.

Harassment – Case 1802902

Police responded to a dispute between two female subjects at an apartment and received information that the dispute escalated when the suspect, Dana Michelle Bonora, age 55, pushed the 53-year-old victim. Following contact with Bonora, she was cited in lieu of custody for Harassment.

Fraudulent Use Credit Card/Identity Theft/Warrant – Case 1802794/ Possession Heroin/Warrants – Case 1802944

Police responded to a reported Identity Theft and Fraudulent Use of a Cred Card, and received information that the card had been stolen and used at various locations in Eugene. Police investigated the incident and found the suspects who had been observed using the card and were able to identify them as Colby Russell Jongeward, age 23, of Eugene, and Caitlin Marie Eisen, age 27, of Eugene. Jongeward was located as a passenger during a traffic stop on River Loop 2 and contacted regarding the Theft. He was arrested and transported to the Lane County Jail for Possession of Heroin and two Warrants (Case 1802944), and for Identity Theft and Fraudulent Use of a Credit Card. Eisen was contacted at a residence on the 500 block of Clairmont. She was arrested and transported to the Lane County Jail for Identity Theft and a warrant.


Last week (Sunday, February 11 – Saturday February 17) EPD responded to 1,866 calls for service and made 166 arrests. The average number of calls for service over the last four weeks is 1,749 with 174 arrests. The number of calls for service during the same week last year was 1,869 with 177 arrests. Over the last three years, the average number of calls for service for this period was 1,693 and there were 196 arrests.

 

On February 18, EPD responded to 228 calls for service and made 19 arrests. The average number of calls for service over the last seven days is 267 and the average number of arrests over the last seven days is 24. The number of calls for service on this day last year was 267, and the number of arrests was 34. Over the last three years, the average number of calls for service received on February 18 is 225, and the average number of arrests, 32.

Driving While Suspended, Possession of Methamphetamine – Case 1802868

An officer patrolling the area saw a Hyundai Genesis whose driver did not signal prior to making a lane change. A quick records check of the vehicle found the registered owner was suspended for DUII, and the person driving the vehicle appeared to be the owner. The officer initiated a traffic stop and found that the driver, Joseph Matthew Homkow, age 26, of Eugene, was driving while suspended. During a search incident to the arrest, Homkow was found to be in possession of meth. He was charged with Driving While Suspended, Possession of Methamphetamines, and cited for Improper Right Turn.

DUII – Case 1802847

An officer was sent to investigate a vehicle that backed into a parked car, where the driver of the vehicle was reported to possibly be intoxicated. The driver was also reported to have gotten out of the vehicle and gone into an apartment. Officers made contact with the driver, Aner Misael Zacarias, age 39, of Eugene, and suspected intoxication. Zacarias was charged with DUII and also taken into custody on a Municipal Court warrant (DUII Failure to Appear).

Possession Heroin, Possession of Methamphetamine, Criminal Trespass 2, Warrant – Case 1802836

While conducting a patrol check, an officer found three people trespassing at the location and conducted a stop. Two of the subjects were cooperative and were cited for Criminal Trespass 2. The third subject argued with the officer and initially provided a false name. He did provide his true name, Martinn Kinta Dubriel, age 40, of Cottage Grove, when advised he could be charged for providing false information. Dubriel ended up having a warrant and when the officer advised him of this, he became upset. The officer allowed him a smoke before handcuffing him. He tried to bargain his way out of the arrest, although the officer provided him with information about the benefits of attending Eugene Community Court. During an inventory search pursuant to the arrest, it was found that Dubriel was in possession of heroin and meth. He complained of illness and an ambulance was called to transport him to a local hospital, and then after that he was taken to Lane County Jail. He was charged with Possession of Heroin, Possession of Methamphetamine, Criminal Trespass 2, and the warrants.

Assault 2 APA, Unlawful Use of a Weapon – Case 1802832

A 23-year-old man and a 29-year-old woman in a relationship had a dispute. The woman, Josaline Alba Ramirez, age 29, of Eugene, was reported to have followed the man after he left the home to get away and then stabbed him. The victim had non-life threatening injuries. Ramirez fled north on foot and EPD Patrol plus an SPD K9 team responded. The K9 tracked Ramirez to a storage closet behind a vacant apartment at 130 River Avenue. She was arrested for Assault in the Second Degree APA and Unlawful Use of a Weapon.

Disorderly Conduct – Case 1802828

Officers were sent to W. 6th Avenue and Olive Street after reports of a man was waving a stick and had struck a street sign. Officers found the man, Rodney Lee Retzman, age 54, near 6th Avenue and Willamette Street and he was hitting his stick on a curb and yelling incoherently. They were able to take him into custody without incident and charged him with Disorderly Conduct.

Resisting Arrest, Reckless Driving – Case 1802826

Officers were sent to investigate report of a crash at Hwy. 99N and Barger. A pickup truck had crashed into a ditch near a pond, and bystanders reported the occupants were leaving. As officers arrived, they spotted a man and woman, later identified as Brian Stephen Plowman, age 41, of Eugene, and Kelli Renee Piek, age 48, of Eugene. The couple was close to where the crash happened and they were both walking away. Officers initiated a stop and Plowman continued to walk away. At one point Plowman began walking toward the officer, appearing as if he would fight, yelling and calling the officer names. He wouldn’t respond to commands and the officer applied pepper-spray without success. Piek stepped in between the officer and Plowman and began yelling at the officer. Other officers arrived and attempted to take Plowman into custody, but he resisted attempts to take him to the ground and he pulled them toward some bushes and kicked his legs upward, freeing himself. Piek was ordered to step back. An officer displayed his taser towards Plowman, and Piek stepped between the officer and Plowman again. Plowman walked toward the officer yelling and the officer had to push him back several times as he approached, and then the officer resorted to pepper spray. Plowman continued to resist but was finally taken into custody by several officers. Plowman was charged with Reckless Driving, Resisting Arrest, and Interfering with Police Officer. Piek was charged with Interfering with a Police Officer.

Interfere with Police Officer, Prohibited Camping, Warrant – Case 1802797

Officers followed up on several weeks of reports of disorderly subjects, drug use, drug dealing, and assaults occurring within the multiple tent campsite that had been erected at the location. This area is surrounded by a temporary orange fence and metal signs are in place stating `no camping.’ The goal was to contact each person in a tent to advised them and issue Prohibited Camping (first offense) citations. During the contacts, one man, Jordan Ryan Ausmus-Lovell, age 27, was asked to walk to an officer, but instead walked away. Officers commanded him to stop but he didn’t and a sergeant had to climb through boulders to detain him. Ausmus-Lovell was found to have warrants and charged with Interfering with Police Officer, and cited for Prohibited Camping (first offense). Six other individuals also received citations for Prohibited Camping (first offense).

Unlawful Possession of Heroin, Unlawful Possession of Methamphetamine.

An officer responded to a call where three men and two bikes were reported to be inside the Port-a-Potty at 10th Avenue and Oak Street. Officers approached and knocked and indeed, there were three men and two bikes inside. There was also evidence of drug use inside. Daysean Muhammed D Price-Clark, age 23, of Eugene, was found to be in possession of heroin and cited in lieu of custody for Unlawful Possession of Heroin. Jesse Stephen Share, age 35, and Alexander Joseph Holland, age 24, of Eugene, were cited in lieu of custody for Unlawful Possession of Methamphetamine.

Assault in the Third Degree – Case 1802784

Officers responded to the area of E. 13th and Kincaid after a man was reported to be on the ground and in the process of being assaulted by two other men. When the first officer arrived in the area he was given the suspects’ descriptions and direction of travel. Bystanders directed officers to the suspects and both were taken into custody at E. 14th and Alder. They were identified as Trevor Vaughn Thompson-Flesher, age 21, of Eugene, and Jesse David Jaffe, age 21, of Springfield. Officers also located the victim, a 35-year-old Eugene man, who was going in and out of consciousness on the ground in front of the UO Bookstore. The victim was taken to a local hospital with serious injuries. Jaffe and Thompson-Flesher were arrested and charged with Assault in the Third Degree.

Police responded to the 3900 block of Barger Drive regarding a male subject who had exposed himself to passing school buses. Police located the described subject, Clarence Arlie Thompson, age 66, of Eugene, who was at the intersection of Barger Drive and Taney Street and contacted him regarding the incident. He was arrested for Public Indecency and transported to a local hospital for evaluation.

Menacing/Interfering With Police/Criminal Trespass 2 – Case 1802608

Police responded to Lane Community College regarding a female subject who was trespassing at the location and refused to leave. Police contacted the subject, Kori Ann Vert, age 53, of Eugene, and she aggressed toward the officer with a pointed object. The officer was able to control the movement of Vert to avoid being struck and arrested her for Menacing, Interfering With A Police Officer, and Criminal Trespass in the Second Degree. She was transported to the Lane County Jail on the charges.

Police responded to the location regarding a disorderly subject who had previously been trespassed from the property, refused to leave and continued to yell and cause a disruption at the location. Police contacted the subject, Phillip Francis McLaughlin, age 45, who continued to behave aggressively toward officers. He was arrested and transported to the Lane County Jail for Criminal Trespass in the Second Degree and Disorderly Conduct.

A police officer patrolling the area observed a black 1998 Toyota Rav4 traveling at a high rate of speed on River Loop 2, and subsequently observed the vehicle weave within its lane and make an improper lane change on River Road. The officer conducted a traffic stop of the vehicle and contacted the driver, Wendy Joanne Clarke, age 49, of Eugene, who had a passenger in the vehicle, and arrested her for DUII, Reckless Driving and Reckless Endangering. She was transported to the Lane County Jail.

Police responded to an apartment regarding a male subject who was observed inside the mail room without permission and had opened packages. Police contacted the subject, Keith Joseph Randel, age 28, of Eugene, near the location and found him in possession of stolen property. He was arrested and transported to the Lane County Jail for Burglary in the Second Degree.

Police responded to the area regarding a male subject who was behaving aggressively, chasing neighbors and causing a disruption to traffic in the roadway. Police received information that the subject, James Harold Martin, age 30, of Eugene, hit a van with a metal object and caused damage to a decoration in the front yard of a residence. Martin was contacted at his RV and arrested for Criminal Mischief in the Second Degree, Disorderly Conduct and Criminal Trespass in the Second Degree. He was transported to the Lane County Jail on the charges.

Burglary 2/Criminal Mischief 3 – Case 1802468

Police responded to an apartment at the location regarding a burglary in progress and found that several items had been removed from cabinets in the office. Police also observed electronic items that had been staged in the gym and a television that had been removed from the wall, causing damage to the wall. The suspect, Travis Raymond Duer, age 25, of Eugene was located inside the building and contacted by police. He was arrested and transported to the Lane County Jail for Criminal Mischief in the Second Degree and Burglary in the Second Degree.

Police responded to the area regarding a disorderly male subject without clothing who was fighting with another male subject at the location. Police contacted the subject, Joseph Fredrick Kramer, age 18, of Eugene, who was being restrained by the other man and received information that Kramer had jumped from an upper level of the apartment complex and caused damage to the awning, which he had landed on. Kramer was subsequently yelling, removed his clothing and displayed combative behavior before police arrived and contacted him regarding the behavior. He was arrested for Disorderly Conduct and Criminal Mischief in the Third Degree.

A police officer conducted a traffic stop of a vehicle after it was observed with a severely cracked windshield. The officer contacted the driver, Jordan Matthew Alexand Henson, age 20, of Eugene, and found him to have a warrant for arrest and was in possession of a handgun and illegal drugs. He was arrested and transported to the Lane County Jail for Felon In Possession of a Firearm and Misdemeanor, Possession of Marijuana and the warrant. He was also cited for Obstruction of Vehicle Window and Driving While Suspended.

A police officer observed a male subject riding a bike in the roadway without required lighting and conducted a traffic stop. The officer contacted the suspect, Noble Cole Hathaway, age 23, of Eugene, and found information to arrest him for Possession of Methamphetamine and three warrants. He was transported to the Lane County Jail.

Police responded to the area regarding a disorderly subject on an LTD bus. The officer observed the described subject, Raymond Dean Kapp, age 57, of Eugene, in the front area of the bus behaving aggressively toward other people on the bus. Police contacted Kapp, and he continued to behave aggressively and disregarded direction from officers. He was arrested for Disorderly Conduct and transported to the Lane County Jail.

Police responded to a two-vehicle crash involving a 2002 Dodge Ram 1500 and a 2003 Mazda Protégé, and observed a tire missing from the Dodge. Police received information that the Mazda was traveling westbound on Barger Drive through the intersection of North Terry Street on a green light when it was struck by the Dodge Ram that was turning onto North Terry Street from Barger Drive, and failed to yield to oncoming traffic. Police contacted the involved drivers and arrested the driver of the Dodge Ram, Alexander Earl Sievers, age 33, of Eugene, for DUII and Reckless Driving.

A police officer conducted a traffic stop of a black 2014 Jeep Cherokee near the intersection of Country Club Road and Club Road after observing the vehicle make multiple traffic violations. The officer contacted the driver of the vehicle, Koree James Anderson, age 34, of Eugene, and after further investigation, arrested him for DUII and Reckless Driving. He was transported to the Lane County Jail and also cited for Fail to Drive in a Single Lane and for Fail to Signal Lane Change.

Police responded to the area regarding a possible DUII driver in a silver 2000 Honda CR-V, and conducted a traffic stop of the vehicle after it was observed swerving in the roadway. The officer contacted the driver, Maggie Michelle Fluhrer, age 30, of Eugene, and after further investigation, arrested her for DUII and Reckless Driving.

An police officer patrolling the area conducted a traffic stop of a blue 2007 Subaru Outback after it was observed failing to stay in its lane and crossed over the center lane into the oncoming lane of travel. The officer contacted the driver of the vehicle, Charles Austin McCook, age 26, of Johnson City Tennessee, and after further investigation, arrested him for DUII and Reckless Driving.

Robbery 1 – Case 1801899

Police responded to the parking lot of the Silver Dollar Club regarding an Oregon Taxi driver who was menaced by a customer, and received information that the suspect, who had been in the backseat, held a knife to the 53-year-old male victim’s neck, cutting him and leaving a small laceration, and also grabbed him by the throat. The described suspect Alejandro Lara, age 25, of Eugene, subsequently exited the taxi at the Silver Dollar Club without paying, and was contacted at the location by police. He was arrested and book-in at the Lane County Jail, he kicked and hit the cell door and yelled at deputies. He was charged with Assault in the Fourth Degree, Unlawful Use of a Weapon, Menacing and Robbery in the First Degree.

On January 23, police investigated a burglary at the Downtown Athletic Club, and received information that personal items, including credit cards had been stolen from a locker. Police received information that the stolen credit cards had been used at multiple locations, and identified the described suspect, Ashley Ann Lusk, age 36, of Eugene, who had been observed using the cards. Police located Lusk on February 1 at the Circle K on East 13th Avenue and contacted her regarding the burglary at the DAC. She was arrested her on two charges of Identity Theft and Burglary in the Second Degree, and transported to the Lane County Jail.

Hit and Run/Reckless Driving – Case 1801843

Police responded to a single vehicle crash on eastbound Beltline involving a possible DUII driver who was observed leaving the area after crashing his Ford F-150 into a guard rail and nearly striking a woman who was in the area. Police located the damaged vehicle, which had been reported stolen, in a ditch west of the off-ramp, and found a large section of guard rail that was detached. Police eventually contacted the suspected driver, Dalton James Pachano, age 22, of Eugene, at EPD headquarters on Country Club Road and arrested him for Hit and Run, Reckless Driving and Reckless Endangering. He was transported to the Lane County Jail and also charged with Initiating a False Report, regarding the report of the stolen vehicle.

Warrant – Case 1801839

An officer was walking to his vehicle after a call and heard tires squealing. Then he saw a Honda Civic traveling fast and making a turn onto Highway 99 from Royal. The officer caught up to the car and contacted the driver, Brendon Cody Post, age 26, of Eugene. During the contact the officer found that Post had a suspended driver’s license and a warrant out of Multnomah County for DUII and Reckless Driving. Post was cited for the warrant and also for Driving While Suspended.

Disorderly Conduct, Criminal Trespass (Bias Crime) – Case 1801796

On January 31 at 11:37 a.m., officers were sent to 100 W. 10th Avenue after a man was reported to be yelling racial slurs at patrons. A security guard had responded first and found a man, Donald Robert Haney, age 35, in a heated dispute with an unknown female subject. Haney was reported to have called the female’s friend by a racial slur. The security guard, who is African-American, reported when she stepped in to diffuse the situation, the female appeared scared as Haney was clinching his fist in her face. Haney began to call the security guard by racial slurs after she told him to leave the property for the day. As he left and was walking outside the library, Haney continued to yell and curse toward the security guard, with racial slurs and threats to come back and shoot or stab her. During the incident there were children present and the scene was upsetting to them. When officers arrived, they did not find Haney, however he was located by officers early this morning, February 1 at 12:06. He was charged with Disorderly Conduct and Criminal Trespass.

Warrant – Case 1801837

Officers responded to the area after a man, later identified as Jack Henry Davidson, age 21, was reported to be swinging a large wrench and had almost struck a passerby in the head. When officers contacted Davidson, they found a wrench and that Davidson had six warrants for arrest. He was taken into custody.

Interfere with Police Officer, Warrant – Case 1801834

An officer spotted a man, later identified as Kevin Todd Millard, age 40, of Eugene, riding his bike after dark without lights. The officer activated his lights to do a traffic stop and Millard continued to ride away even though the officer used his intercom to tell him to stop. Millard dropped his bike near a ditch and rant into the parking lot of the Service Station, then jumped over a fence. The officer pursued on foot, but also called for additional officers. A responding Springfield Police K9 found Millard a half hour later near the end of Figueroa. He was taken into custody without incident and found to have a warrant (Failure to Appear on Theft 3 out of Florence Municipal Court). He was charged with Interfering with Police.

Non-criminal Hold – Case 1801822

A 35-year-old woman was reported to be throwing items at moving vehicles, as well as parked vehicles, throwing trash from a garbage can and running in front of traffic. When officers arrived, she was standing on a stump, yelling and moving in an animated way. The woman saw the first responding officer a half block away and starting coming toward him walking the solid white line that separates the bike lane and vehicular traffic on Jefferson Street. The officer backed away to keep distance and the woman sprinted toward his patrol vehicle. There was a train track nearby and the officer could see the train lights of an approaching train. The woman threw her boot in the road and then dropped to the ground. The officer was able to coax her to crawl to the sidewalk. Another officer arrived to help and she stood up and charged his vehicle and then once she got there, she dropped and lay down. They were able to get the woman into custody and while waiting for administrative matters, she stomped on an officer’s foot and then struggled, clamping down on an officers hand. She was placed on a Non-criminal Hold as she was unable to care for herself.

Harassment, Disorderly Conduct – Case 1801790

A 38-year-old woman reported she was driving her van in the area and a woman on a bike, later identified as Natalie Lynn Moran, age 29, stopped on Olive Street just south of Broadway and dropped her bike in front of the van. The driver got out and confronted Moran, and the pair exchanged words. Moran spat on the other woman, who left in the van and made a report at the Downtown Public Safety Station. Officers responded and located Moran, and then after investigating, cited her for Harassment and Disorderly Conduct.

Reckless Driving – Case 1801788

A Dodge Ram pickup had been reported swerving toward a vehicle and doing ‘brake checks,” on an Oregon Taxi (Toyota Prius). Officers responded to the area and stopped the pick-up and contacted that driver, as well as the driver of the taxi, a 38-year-old Eugene man. The pickup’s driver was identified as Evan Lloyd Rees, age 56, of Eugene. The taxi driver reported that without any known provocation, Rees cut him off and brake checked him, then cut in front of him and come close to hitting him. He also was reported to have brake checked him, and also had driven alongside him and at a red light moved his truck within inches of the taxi. The incident began at about the 2100 block of Hilyard Street. The taxi driver followed Rees onto W. 6th Avenue and W. 7th Avenue to keep an eye on him as he was on the line with 911. As there were stopped, Rees exited his truck and argued with the victim. Rees was cited for Reckless Driving.
