EPD on the Beat - January 2018

 

On January 30, EPD responded to 269 calls for service and made 22 arrests. The average number of calls for service over the last seven days is 246 and the average number of arrests over the last seven days is 26. The number of calls for service on this day last year was 258, and the number of arrests was 23. Over the last three years, the average number of calls for service received on January 30 is 237, and the average number of arrests, 35.

Burglary 2, Warrant – Case 1801755

An officer responded to a call at U-Haul regarding a burglary. It was reported the same suspect had been on the property on multiple occasions and tried to enter the building and a contractor’s equipment trailer. Some of the property had been damaged when the suspect tried to enter. During the investigation, the officer identified the suspect as Robert Dean Hawkins, age 46, of Eugene, who also had a warrant out of Eugene Municipal Court for Failure to Appear for Theft in the Third Degree. Officers went to Dean’s home and contacted him. After further investigation, Hawkins was arrested for Attempted Burglary in the Second Degree.

Possession of Methamphetamine Prior Felony Conviction, Criminal Trespass – Case 1801771

An employee at the 7-Eleven store called after a man came into the store and began throwing trash at her. He had been trespassed from the store a week before. Officers arrived and contacted the suspect, Thomas Bryan Wade, age 48. He was found to be in possession of methamphetamine. He was charged with Possession of Methamphetamine Prior Felony Conviction and Criminal Trespass.

Elude Vehicle – Case 1801748

A woman, Lisa Michelle Decker, age 18, of Portland, was reported to have stolen a Dodge Ram and was last seen in the Bailey Hill Road area. An officer found the vehicle going east on W. 7th Avenue and then get onto the eastbound I-105 Highway. The vehicle passed the officer and the officer followed her and initiated a traffic stop. Decker failed to yield, but was going with the flow of traffic. Springfield Police were advised as she approached I-5 and took her into custody. Eugene Police charged Decker with Elude Vehicle. There were also charged from Lane County Sheriff’s Office for the Unauthorized Use of Vehicle.


On January 29, EPD responded to 224 calls for service and made 20 arrests. The average number of calls for service over the last seven days is 249 and the average number of arrests over the last seven days is 26. The number of calls for service on this day last year was 203, and the number of arrests was 16. Over the last three years, the average number of calls for service received on January 29 is 204, and the average number of arrests, 28.

Failure to Register as a Sex Offender, Warrant – Case 1801736

An officer was patrolling the area near Albertson’s and as he pulled into the parking lot, he saw a car drive straight across Royal and into a cul-de-sac, then partially park in a driveway, blocking a vehicle at the residence. As the hour was late, these actions struck the officer as odd and he went to investigate. The vehicle’s registered address did not return to the residence where it was left, and there was an open gate. A short time later, he saw someone leave the backyard of another residence and walk out of view. Other officers responded and they stopped the two involved individuals and identified them as Kenneth Lee Wilson, age 43, of Springfield, and Shantell Brook Goodright, age 39, of Eugene. Goodright had warrants. Wilson had been driving, but his driving privileges are suspended and he is a registered sex offender and had not reported in. He was taken into custody and charged with Failure to Register as a Sex Offender. He was also cited for Driving While Suspended and Driving Uninsured. Goodright was taken into custody on her warrants.

Disorderly Conduct – Case 1801734

A man, later identified as Rodney Lee Retzman, age 54, was reported to be yelling, cursing, and ‘mooning’ employees at the Lane County government building. Officers arrived and contacted Retzman at E. 8th Avenue and Oak Street. He was told to leave, but he refused. Retzman became angry and began aggressing officers and he was arrested for Disorderly Conduct. He became more disorderly the patrol vehicle and was lodged at the Lane County Jail. Retzman had been the subject of other calls within the past two days.

Fugitive From Justice – Case 1801732

An officer saw a man trespassing on the south side of South Eugene High School and contacted him. The man, later identified as Christopher Allen Huff, age 33, was wanted on two Springfield Municipal Court warrants, a Lane County Parole and Probation warrant, and five warrants out of Redding, California. Huff was taken into custody as a Fugitive from Justice and on his local warrants.

Interfere with Police, Escape from Custody – Case 1801723

An officer on patrol was flagged down by Dining Room staff and Charles Russell Murray, age 55. Murray had been the source of numerous calls for service that day for assaults and disorderly behavior in which he was reported to have been trying to pick fights with staff and patrons, and trying to spit on people. He had been trespassed from the Dining Room. Murray was never located for these previous calls and the potential victims declined prosecution. When the officer was flagged down and then got out of his vehicle, Murray started backing away into the street. When he was told he was under arrest, he fled. He ignored commands to stop and other officers were called to help. He was found hiding the back yard of a residence in the 800 block of Lawrence by a sergeant and an officer. They put him in handcuffs and he acted as if he was going to spit on the officers and tried to kick one. They put a spit hood on him. While enroute to jail, he started kicking in the back of the vehicle. He was charged with Interfere with Police Officer and Escape from Custody.

Criminal Trespass 2 – Case 1801704

Multiple officers responded in emergency mode to the 5th Street Market after a disorderly trespasser was reported to be chasing a 24-year-old male employee and throwing items at him. When officers got there, they found the suspect, Brian Peter Warzinik, age 39, of Corvallis, and detained him. The employee reported hearing someone inside a secured building and then saw Warzinik on the floor sleeping. When the employee told Warzinik to leave, Warzinik got up and began chasing the employee. Warzinik was charged with Criminal Trespass in the Second Degree.


Last week (Sunday, January 21 – Saturday January 27) EPD responded to 1,731 calls for service and made 183 arrests. The average number of calls for service over the last four weeks is 1,577 with 169 arrests. The number of calls for service during the same week last year was 1,675 with 213 arrests. Over the last three years, the average number of calls for service for this period was 1,555 and there were 198 arrests.

 

On January 28, EPD responded to 229 calls for service and made 26 arrests. The average number of calls for service over the last seven days is 247 and the average number of arrests over the last seven days is 26. The number of calls for service on this day last year was 261, and the number of arrests was 24. Over the last three years, the average number of calls for service received on January 28 is 229, and the average number of arrests, 33.

Possession Controlled Substance Schedule 3, Warrants – Case 1801696

A caller reported a possibly impaired driver and officers went to search for the involved Ford Mustang. An officer spotted the vehicle at Hwy. 99N and Royal Avenue and along with another officer performed a traffic stop. During the contact, the driver, Nickolas Don White, age 31, of Eugene, did not appear intoxicated, but was found to have warrants out of Eugene Municipal Court and Lane County Circuit Court. White was driving while suspended. White’s passenger, Angela Keesaman, age 32, of Eugene, also had a warrant out of Lane County Circuit Court. During book-in at the Jail, White was found to be in possession of Soboxone, a controlled substance. He was charged with Possession/Manufacture/Delivery of a Controlled Substance Schedule 3.

Warrant – Case 1801694

An officer was working at the Eugene Airport and was called to the TSA checkpoint, as there was a man at the checkpoint who possibly had a warrant. The officer contacted the man, Michael Joseph Reason, age 41, of Eugene, and after an investigation, found he had a warrant out of Marion County. He was taken into custody.

Possession of Methamphetamine, Criminal Trespass 1, Tampering with Physical Evidence, Warrant – Case 1801690

Approximately two weeks ago, two individuals, Kayla Renee Hampton, age 30, of Eugene, and Kallan Mitchel Hampton, age 24, of Eugene, were evicted from a residence. On January 26 Kayla and Kallan were both arrested when they returned to the residence. On January 28, a silver van arrived and four people got out. One of them, Kayla Hampton, entered the residence through a dog door. Officers responded and found the van leaving south on Taney Street at Elmira Road. All the occupants were detained and after an investigation were found to have entered and taken property from inside. The occupants: Brian Keith George, age 58, of Eugene, Kallan Hampton, Kayla Hampton, and Kymbreona Leean Hampton, age 27, were charged with Criminal Trespass 1. While enroute to the jail, it was found that Kallan had just ingested a bag of meth. Police called medics and he was taken to a local hospital. He was charged with Criminal Trespass 1, Possession of Methamphetamine Prior Felony Conviction, and Tampering with Evidence.

Disorderly Conduct – Case 1801689

A man was reported to be throwing himself in front of cars in an attempt to get hit. Officers responded while more callers phoned in about the situation. They spotted the man, Corey Daniel Anderson, age 33, of Eugene, running out in front of cars just north of 7th Avenue and High Street. He had an injury to his forehead. Officers told him to stop and he eventually complied. Anderson was handcuffed and then he flopped himself on the ground and banged his forehead on the asphalt. Officers restrained him to protect his head and called medics. He was taken to a local hospital and cited in lieu of custody for Disorderly Conduct.

DUII, Reckless Endangering, Reckless Driving – Case 1801662

Officers were dispatched to the area after a possibly impaired and reckless driver was reported. It was swerved and hit the center median. An officer found the involved vehicle in front of a residence on Bailey Hill Road, and contacted the driver, Yanely Jaqueline Becerril Nava, age 27, of Eugene. After an investigation, Becerril Nava was charged with DUII, Reckless Endangering, Reckless Driving, and Driving While Suspended.

Disorderly Conduct – Case 1801653

Multiple callers reported a man, later identified as Eric Gregory Sage, age 31, walking in the roadway with vehicles having to swerve to avoid hitting him. Officers arrived to find Sage in the middle of the highway’s traffic lane, just north of an on-ramp. An officer tried to stop him and Sage turned and screamed and swore at the officer, calling him by homosexual slurs. Sage had a handcuff pouch with handcuffs on his vest. He was charged with Disorderly Conduct and taken to jail.

Parole Violation – Case 1801655

Police were called to Clear Lake Elementary School’s rear baseball field after a man with a sword was reported. Officers found the man, Christopher Dale Bell, age 39, and discovered he was carrying a large metal pipe and had been swinging it around. The implement was not a sword, but it turned out Bell had Parole and Probation warrants and he was taken into custody on those.

Criminal Trespass 2 – Case 1801645

An officer was sent to Fred Meyer regarding a trespassing woman, who was reported to be yelling at customers, disrupting business and refusing to leave when asked. Officers arrived and contacted the women, Yvonne Tara Gower, age 42, of Eugene. He had contracted her earlier in the day at Taco Bell regarding similar complaints. Gower was told she needed to leave and then the officer gave her time to do this. However she continued to not leave. When she finally did, she grabbed shopping carts and tried to leave the property with them. Gower was charged with Criminal Trespass 2.

Criminal Trespass 2, Dog at Large, Prohibited Park Activities – Case 1801640

Officers conducted a patrol check at the Downtown Park Blocks and saw a large group of about people with property spread out across the sheltered East Park area. One officer conducted a person stop on four of the 12 people there. Another officer contacted Patrick James Parker, age 41, who she knew was excluded from the park for 30 days. She cited Parker for Criminal Trespass 2. The other officer contacted Samuel Alexander Haddaway, age 23, regarding his dog, which is large and appears to be a pit-bull type and was tied to a post. The officer had already warned him several times recently about controlling the dog as he had previously seen it barking at people in the area. Haddaway was cited for Dog at Large. The officer then contacted Nicole Marie Diehoff, age 35, and Shannon Lorraine Lopez, age 58. They were both sleeping in the area and were advised about illegal camping. They had previously been warned and were cited for Prohibited Park Activities.

Possession of Methamphetamine – Case 1801637

Area residents and park patrons reported illegal campers in Alton Baker park near the Quail Run Home Owners Association area. The camp was reported to have been contacted on a previous day and notices to move out issued. Upon arrival, they found a shelter with a man and woman inside. The man, later identified as Jesse Michael Killgallon, age 50, tried to hide in some tarps. After a time, he came out. While the officer was speaking with the woman, Brittney June Stockstill, age 36, Killgallon walked off and refused to stop when told to stop. The officer caught up to him as Killgallon got to the slough and detained him. Two other campers in the area were also identified as Mary Ellen Schulz, age 43; and Jeremy Lee Linville, age 42. Killgallon and Linville had warrants and were taken into custody on the warrants. Additionally, Killgallon was charged with Interfering with Police. Stockstill was cited for Possession of Methamphetamines, and Schulz was cited for Violation of Park Rules. All four were issued park exclusions.

DUII, Reckless Driving – Case 1801619

An officer was sent to check on a vehicle that was reported to be driving into oncoming traffic and speeding. It was also reported to have run a stop sign. The officer found the vehicle, which stopped at a red light, then proceeded through it while it was still red. He performed a traffic stop and contacted the driver, Jacob Ronald Scherer, age 22, of Beaverton. The officer suspected Scherer was impaired and after an investigation charged him with DUII and Reckless Driving.

Felon in Possession of Restricted Weapon (Stun Gun), Warrant – Case 1801617

Officers were sent to apartments after trespassers were reported inside. An officer knocked on the door and two people came out. One was Tyler James Denny, age 33, and the other a 36-year-old woman. The woman was warned about trespassing and released. Tyler had two warrants and was taken into custody. During a search pursuant to arrest, the officer found Tyler had a stun gun in his pocket. He was charged with Felon in Possession of a Restricted Weapon.


On January 25, EPD responded to 261 calls for service and made 27 arrests. The number of calls for service on this day last year was 245, and the number of arrests was 41. Over the last three years, the average number of calls for service received on January 25 is 233, and the average number of arrests, 30.

Unlawful Use of Weapon/DUII/Disorderly Conduct 2/Menacing – Case 1801525

A police officer traveling westbound on West 6th Avenue observed two male subjects in a dispute in the 7-Eleven parking lot. The officer contacted both men and received information that the suspect, Mario Joseph Pirastru, age 38, of Eugene, drove to the 7-Eleven convenience store and was told to leave and was escorted from the store after bringing an item to the counter and not having a method for payment. Pirastru subsequently became aggressive, retrieved a bat from his Ford Focus, threatened and approached the employee. Another male subject with Pirastru diffused the situation until police arrived and contacted Pirastru regarding the incident. Following contact with Pirastru, he was arrested and transported to the Lane County Jail for Unlawful Use of a Weapon, DUII, Menacing and Disorderly Conduct in the Second Degree.

Prohibited Noise – Case 1801527

Police responded to the area regarding a loud party and located the described residence. The officer observed several people coming and going from the location and loud music, voices and people screaming. Police contacted the tenants, Tyler James Howell, age 21, and Sean Theodore Richeson, age 21, and cited them in lieu of custody for Prohibited Noise.

DUII/Reckless Driving – Case 1801463

Police responded to the area regarding a motor vehicle crash and observed a 1988 Lincoln with severe front end damage and a 2014 Kia a short distance to the west with severe right front end damage. Police contacted the involved drivers and received information that the Kia was traveling west on West 24th Avenue and entered the intersection of Monroe Street and was struck by the Lincoln, which was traveling northbound. Following contact with the driver of the Lincoln, Bruce Merijohn Andrew Hartnell, age 56, of Eugene, he was arrested for DUII and Reckless Driving. Hartnell was also cited for Failure to Obey Stop Sign.

DUII/Reckless Endangering/Reckless Driving/Driving While Suspended – Case 1801459

Police responded to a two vehicle crash involving a 2011 BMW 323 and a 2006 Jeep Commander and received information that the Jeep had failed to stop at the stop sign on High Street and continued to travel west on East 14th Avenue, and was subsequently struck by the northbound BMW. Police contacted the involved drivers and arrested the driver of the Jeep, Korinne Marie Francine Frier, age 24, of Eugene, for DUII, Reckless Endangering, Reckless Driving and Driving While Suspended. She was transported to the Lane County Jail.


On January 24, EPD responded to 253 calls for service and made 18 arrests. The average number of calls for service over the last seven days is 236 and the average number of arrests over the last seven days is 25. The number of calls for service on this day last year was 253, and the number of arrests was 22. Over the last three years, the average number of calls for service received on January 24 is 214, and the average number of arrests, 22.

Theft 1 – Case 1801453

Police received information of an employee who stole cash from Oregon Essentials on several occasions since November, 2018. Police contacted the suspect, Jacob Quinn Telford, age 29, of Eugene, and cited him in lieu of custody for Theft in the First Degree.

Disorderly Conduct – Case 1801425

Police responded to the area regarding a disorderly subject who was observed striking a 17-year-old male in the face. The teen was part of a group of students with a teacher from a local school who were walking to Amazon Park. Police received information that the man struck the teen after a brief verbal exchange, and both of them struggled with each other on the ground. Following the dispute, the suspect, Jacob Scott Rasmussen, age 45, subsequently screamed and chased the group back to the school. Police observed Rasmussen standing in the middle of East 24th Avenue, between Amazon Parkway and Willamette Street, blocking eastbound traffic and contacted him regarding the incident. He was arrested for Disorderly Conduct and transported to the Lane County Jail.

Burglary 2 – Case 1801403

Police responded to the Downtown Athletic Club regarding a customer who had personal items stolen after entry was forced into their locker at the facility. Police contacted the suspect, Alaina Rose Pack, age 19, of Eugene, who was observed in the area of the incident and had been previously trespassed from the location. Following contact with Pack, she was arrested for Burglary in the Second Degree, Possession of Methamphetamine, Possession of Burglary Tools and Theft in the First Degree. She was transported to the Lane County Jail on the charges.


On January 23, EPD responded to 233 calls for service and made 16 arrests. The average number of calls for service over the last seven days is 240 and the average number of arrests over the last seven days is 26. The number of calls for service on this day last year was 234, and the number of arrests was 27. Over the last three years, the average number of calls for service received on January 23 is 235, and the average number of arrests, 29.

Reckless Driving, Probation Violation – Case 1801332

A man later identified as David Paul Liggins, age 41, of Eugene, crashed his vehicle into the lane barrier on westbound 105 near Delta. An officer responded and found Liggins unresponsive to him. Eugene Springfield Fire EMS arrived and eventually transported Liggins to a local hospital where he remained unresponsive to the officer. However, after medical evaluations, he was not believed to have an injury. The officer did some research and found Liggins was due to be sentenced to more than three years in prison the same morning. The officer’s tenacity resulted in Liggins being detained all morning until he could be transported to Jail and lodged in time for his 40-month sentencing.

False Information to Officers, Warrants – Case 1801375 

Two officers were sent to report of a stolen vehicle. The female victim advised her vehicle had been stolen some time in November and she had located it at 13th and Commerce and that it was possibly occupied. Officers responded and during contact, they initially observed two people in a small compact sedan, then a third person was found covered in blankets. As one of the officers went to the contact the person in blankets, later identified as Anthony Charles Wilkins, age 24, the officer observed a handgun. More units were requested to respond due to the presence of a firearm. Both officers took Wilkins into custody and once the other units arrived, the other occupants were contacted. After the dust settled, it was found that two of the occupants had warrants: Wilkins, and Kory Anthony Abeln, age 32, of Springfield. They were both taken in on their warrants and Wilkins was also charged with provided False Information to Police. The gun was a realistic-looking handgun replica (bb gun).

Non-criminal Hold – Case 1801372 

While officers were in emergency mode to the above call, a man deliberately jumped out in front of an officer’s patrol vehicle, then did it again when another marked unit traveled through the area of 5th and Bailey Hill. One officer barely had enough time to swerve out of the man’s way and then the man attempted to lunge toward his vehicle in another attempt to get hit. Both officers did an exceptional job of avoiding hitting the man, age 48, of Eugene. Once the call from W. 13th and Commerce was over, officers responded back to 5th and Bailey Hill and contacted the man, who reported he wanted the officers to run over him and believed the officers did not value human life and would not try to avoid hitting him. He was transported to a local hospital where additional officers and a supervisor were called to respond and assist after the man advised he was going to fight the officer and nurses.


On January 21, EPD responded to 216 calls for service and made 27 arrests. The average number of calls for service over the last seven days is 235 and the average number of arrests over the last seven days is 25. The number of calls for service on this day last year was 238, and the number of arrests was 25. Over the last three years, the average number of calls for service received on January 21 is 220, and the average number of arrests, 31.

 

On January 22, EPD responded to 244 calls for service and made 19 arrests. The average number of calls for service over the last seven days is 234 and the average number of arrests over the last seven days is 25. The number of calls for service on this day last year was 195, and the number of arrests was 29. Over the last three years, the average number of calls for service received on January 22 is 220, and the average number of arrests, 32.

 

Last week (Sunday, January 14 – Saturday January 21) EPD responded to 1,648 calls for service and made 175 arrests. The average number of calls for service over the last four weeks is 1,542 with 164 arrests. The number of calls for service during the same week last year was 1,712 with 174 arrests. Over the last three years, the average number of calls for service for this period was 1,538 and there were 192 arrests.

Elude Foot/Warrants – Case 1801298

A police officer recognized the driver of a white 1995 Volkswagen Jetta who was observed driving the vehicle while suspended. The officer conducted a traffic stop of the Jetta and the driver Michael Stuart Fancher, age 26, of Eugene, ran from the location. Fancher was located and contacted a few blocks west of the traffic stop and arrested on three warrants and Elude by Foot. He was transported to the Lane County Jail and also cited for Driving While Suspended.

DUII/Reckless Driving/Driving While Suspended – Case 1801267

Police responded to a crash involving a single vehicle that crashed into a ditch in front of a residence and damaged the mailbox. Police contacted the driver of the vehicle at the location, Miguel Contreras Montes, age 27, of Eugene, and after further investigation, arrested him for DUII, Reckless Driving and Driving While Suspended. He was transported to the Lane County Jail.

DUII/Reckless Driving – Case 1801189

Police responded to The Nile regarding a possible DUII driver in a brown Chevrolet Malibu who was driving erratically, and was observed quickly reversing from a parking space before closing the driver side and passenger doors to the vehicle. Police located and contacted the driver of the vehicle, Juan Raymundo Bautista, age 25, of Eugene, and after further investigation, arrested him for DUII and Reckless Driving.

DUII/Reckless Driving/Interfering With Police – Case 1801188

Police responded to information of a dispute amongst the occupants of a black 2003 Saab, and contacted the driver, Tiahlei Summer Stambaugh, age 20, of Eugene, and observed the vehicle parked illegally at McDonald’s. After further investigation, Stambaugh was arrested for DUII and Reckless Driving. During the investigation, an occupant of the vehicle, Kaya Marley Smeltzer, age 18, refused to follow direction from police, continued to approach officers, and was hitting her hand on the rear passenger door of the vehicle. Following contact with Smeltzer, she was arrested for Interfering With Police and transported to the Lane County Jail.


On January 18, EPD responded to 217 calls for service and made 37 arrests. The average number of calls for service over the last seven days is 250 and the average number of arrests over the last seven days is 24. Officers arrived and detained Scott Kenneth Willie, age 40, of Eugene. He had tried to flee before officers arrived but was physically restrained by the owner and a customer. Willie was charged with Theft 2.

Police responded to Eugene Municipal Court regarding a disorderly male subject who was behaving disruptively and caused damage to the door after being told to leave. Police contacted the subject, Thomas Scott Maskell, age 24, of Eugene, at the location and arrested him for Criminal Mischief in the Second Degree and a warrant. He was transported to the Lane County Jail.

Disorderly Conduct/Criminal Trespass 2 – Case 1801051

Police responded to several calls from businesses regarding a disorderly subject who had behaved aggressively toward employees at Safeway on East 18th Avenue and Sixth Street Grill on West 6th Avenue. The described subject, Fred Maurice Knispel, age 51, was eventually located on the property of a business on the 1500 block of high street after police received information that he had been throwing trash bins and his aggressive behavior had caused alarm at the business. Police contacted Knispel and arrested him for Disorderly Conduct and Criminal Trespass in the Second Degree.

K9 Capture: Unlawful Delivery of Methamphetamine, Unlawful Possession of Methamphetamine (Felony), Unlawful Possession of Heroin (Felony), Interfere with a Peace Officer, and Criminal Trespass 2 – Case 1800999

An officer on routine patrol saw a man riding a bike southbound on Blair Boulevard and W. 5th Avenue without a required front, white bike light. He performed a traffic stop and then the man started to pedal away, fleeing through the 7-Eleven parking lot. He continue to evade the officer and ditched his bike to run and was last seen headed northbound toward W. 6th Alley. Other officers, including a K9 unit, responded to conduct a search of the immediate area, without success. The K9 unit steadily continued their ground search even after some of the other police cleared the area, and located the suspect, Bryan William Koch, age 32, under the stairs of Eugene Skin Divers, 1090 W. 6th Avenue. Koch was in possession of meth and heroin. He was charged with Unlawful Delivery of Methamphetamine, Unlawful Possession of Methamphetamine (Felony), Unlawful Possession of Heroin (Felony), Interfere with a Peace Officer, and Criminal Trespass II. He was cited for operating a bicycle without the equipment required.

Non-criminal Hold – Case 1800986

An officer was sent to the location after calls that a woman was walking in traffic and had nearly been struck. He was unable to locate her. Later, the woman, age 30, was spotted again and an individual called 911 to report the woman wandering in traffic lanes, with cars having to stop to avoid hitting her. She seemed oblivious to the traffic and honking horns. The officer was able to locate her near Hwy. 99 and Roosevelt. After speaking with her, he determined she was unable to take care of herself and told her he would take her to the hospital. When he tried to place her in handcuffs, she pulled away and tried to kick him. With the aid of another officer, they safely got her into custody and took her to a local hospital for care.

Possession of Meth Prior Felony Conviction – Case 1800965

After numerous complaints of people camping within the #1 Picnic Shelter at Alton Baker Park, which prevented its cleaning, an officer conducted a patrol check. He noticed a woman who was restricted from park access, and knew she was associated with a man, Nicholas Charles Francis, age 27, who was also restricted. He and another officer contacted the woman and also observed Francis enter the park. The officer contacted him and told him he was not supposed to be in the park. Francis was detained for arrest and during a search, they removed a large knife from him. He was charged with Criminal Trespass 2. During a consent search of his backpack, the officer found Francis was in possession of methamphetamine, for which he has a prior conviction. He was charged with Unlawful Possession of Methamphetamine Felony.

Intimidation 2 – Case 1800956

There was a dispute in the parking lot of Market of Choice, 2580 Willakenzie Road, between several landscaping workers and another man. The landscapers had blocked off an area in the lot to provide a safe work space for themselves and the public. The landscapers were trimming trees and the vehicles were clearly marked with the business logo. The man who had been in the dispute, Brandon Scott Berry, age 26, of Eugene , is reported to have driven his sedan up to the coned-off area in front of the work truck and yelled at the men working. One of the men responded in kind. Berry walked up to one of the victims, a 28-year-old Hispanic male, and told him he knew martial arts and was going to beat him, while using a racial slur. He used racial slurs to the other men, who are also Hispanic, and pushed the 28-year-old victim several times while using racial slurs. The victim grabbed a wooden handle from a broken tool to protect himself. Berry is reported to have pushed the victim again by ramming him with his shoulder, and then started taking pictures with his phone close to the face of one of the other men. The other man pushed Berry’s arm to get the phone out of his face and the phone fell to the ground. Police contacted all the parties and after investigating, charged Berry with Intimidation in the Second Degree and lodged at the Lane County Jail.

Police responded to the south side of the building regarding a disorderly subject who used a solid object to damage the door to the location. Police contacted the suspect, Casey Warren Simpson, age 38, of Junction City, and arrested him for Criminal Mischief in the Second Degree and two warrants. He was transported to the Lane County Jail.

A police officer in the area observed a male subject marking the wall of a building with a writing instrument in an area with No Trespassing signs posted. The officer contacted the suspect, Patrick James Parker, age 41, of Eugene, and arrested him for Criminal Mischief in the Second Degree and Criminal Trespass in the Second Degree.

On December 10, 2017, at approximately 2:43 p.m., police responded to Sys Pizza on Alder Street regarding a robbery and received information that a male subject approached the counter demanded cash and displayed a knife, before leaving the location on bike with the cash. Police were unable to locate the described suspect at the time of the incident. On January 16, police received information that the described suspect, Christopher Michael Low, age 42, was at the Lane County Jail on unrelated charges and contacted him regarding the December 10 robbery. Following contact with Low, he was charged with Robbery in the First Degree.

Identity Theft – Case 1719253

The following information was posted to Eugene Police Facebook on January 2, 2018: Police are looking for the following persons of interest involved in an ID Theft case who are suspected of making several purchases using the victim’s credit/debit cards in mid-November at several businesses on Coburg Road. If you have information regarding the identity of the subjects, please contact detectives at 541.682.5843 (Case: 17-19253). After further investigation and information from the public regarding the photo of the suspects, police located Thomas Emanuel Parrish III, age 43, and Ann Marie Taylor, age 42, at their residence on the 1600 block of Monterey Lane, and arrested them on three counts of Identity Theft and three counts of Fraudulent Use of a Credit Card. Parrish received an additional charge of Theft in the First Degree for the sale of an electronic item that was purchased with the stolen credit card. Thank you to the public for their help in identifying these suspects.

Officers were sent in emergency mode to the Park Blocks to help Eugene Springfield Fire EMS medics with a disorderly man, Jacob Morton Berk, age 25. Originally, the medics were called to tend to Berk. While being tended at the scene, Berk became hostile towards the medics who were trying to help him, at one point taking a fighting stance and then trying to punch one of them more than once. Berk, who is on post-prison supervision, was arrested for Disorderly Conduct. While enroute to jail, he struck he head against the cage.

A home’s residents awakened to a few loud ‘explosions,’ as a window next to their door was shattered. They called 911 and one resident confronted the suspect. EPD officers and a Springfield Police K-9 unit responded and started searching. An officer stopped a suspicious vehicle near the intersection of Brookside Drive and Brae Burn Drive and contacted the driver, Brian Lee Beers, age 25, of Eugene. He was identified as the suspect and found to be in possession of methamphetamine. He was charged with Criminal Mischief 2 and Possession of Methamphetamine.

An officer spotted an intoxicated man walking in and out of the roadway on W. 13th Avenue. He stopped and contacted the man, age 28, and he was unable to track conversation with the officer. The officer tried to get him to phone a friend, but the phone died. The man didn’t know his address and CAHOOTS was unavailable, so the officer transported the man to Buckley House. The man urinated in the back of the patrol vehicle and was processed into detox.

Unlawful Possession of a Weapon, Minor in Possession of Liquor, Criminal Trespass 2 – Case 1800847

An officer spotted a vehicle parked in front of a “no trespassing’ and “no unauthorized parking’ sign. There were multiple occupants and the officer watched the vehicle for a bit. The occupants were continually going in and out of the vehicle. The officer performed a traffic stop on the vehicle in the parking lot. Three individuals were already outside of it. One male appeared to be in charge of the group ,told the officer he was from Portland and asked the officer if he was intimidated by that. The officer advised the group they were trespassing. A sixth male was found to be sleeping in the front passenger seat. He was later identified as Jake Brigger Hodge, age 19, of Gresham. Hodge appeared disoriented and once he was awake, the officer asked him to get out of the vehicle. As Hodge began to move, the officer observed a handgun on Hodge’s lap and the officer reached in a quickly grabbed it. Hodge was ordered out of the vehicle and after an investigation charged with Unlawful Possession of a Weapon, Minor in Possession of Liquor, and Criminal Trespass 2. The rest of the group were cited in lieu of custody for Criminal Trespass 2: Omar Chavez-Valle, age 19, of Portland; Uriah James Boa, age 19, of Portland; Juvenile Female, age 16, of Eugene; Ulices Uriel Lopez Guitorn, age 18, of Eugene; and Kailani Tye Saucedo, age 18, of Eugene.

DUII, Possess Marijuana 4 Oz or More – Case 1800835

An officer was dispatched to locate a possible DUII driver. A man had been seen staggering around his car before getting into it. The officer found the suspect vehicle and observed it driving on both sides of the roadway. He stopped it and contacted the driver, August Jerome Vader, age 21, of Eugene. The officer caught a strong smell of marijuana and Vader appeared under the influence. After an investigation by the officer, and a UOPD Drug Recognition Expert, Vader was charged with DUII. The officer found a bag of marijuana buds during an inventory search of the vehicle. Vader was also charged with Possession of Marijuana 4 Ounce or More.

Criminal Trespass 2 – Case 1800838

An officer was called to Buckley House after a man, later identified as Torsten Cristov Davis, age 25, of Eugene, had banged on the door to the facility demanding to be let in. He was limping. They allowed him in. The officer contacted Davis, who advised he had collided with a car and broken his leg. Davis used slurs against the officer, who looked and found dirt marks on his shin, then called Eugene Springfield Fire EMS to check him. The medics did not find signs of a broken leg, but offered to taken him to the hospital. Davis called the medics by the same slurs. He was asked to leave the facility for the night and he refused, so the officer took him into custody on charges of Criminal Trespass 2. While helping Davis into the patrol vehicle, Davis planted his leg and spun into the officer, knocking him back slightly. The officer advised him to not do this and Davis agreed, then did it again. He was restrained. The officer asked for assistance in getting Davis out of the patrol vehicle and Davis continued to yell and be disorderly with deputies. At the time of the report, there were no reports of anyone being struck by a vehicle or subject down calls in the area near Buckley.

Officers were called to respond in emergency mode to the location, where a man, Aaron Douglas Weller, age 32, was being aggressive and yelling at CAHOOTS. Officers found him standing in the parking lot next to the CAHOOTS van. He was reported to have advanced on two CAHOOTS staff when they were in the area on an unrelated call and offered to help him. Weller had taken a fighting stance. He tried to lock himself in their van and then crawled under it while it was idling. They were not able to leave. Weller was charged with Disorderly Conduct and Criminal Trespass 2 (as the parking lot had trespass letters on file).

Unlawful Possession of a Weapon, Interfere with Police Officer – Case 1800788

Officers were dispatched to a possible armed dispute in the parking lot, with one individual possibly armed with a firearm. When they arrived, they found the described individual and contacted him. He was advised of the reason for the contact and stop. He turned and tried to leave, and one officer reached out and grabbed his arm. The individual, Aubrey Ryan Quinn-Ward, age 21, of Portland, consented to a search and then immediately turned away and tried to walk off. Officers restrained him and he tried to pull away. Once Quinn-Ward was handcuffed, officers conducted a pat-down search and located a concealed firearm (Quinn-Ward did not have a concealed firearm permit). Quinn-Ward was lodged for Unlawful Possession of a Firearm, Disorderly Conduct, and Interfering with a Police Officer.

DUII, Reckless Driving – Case 17900784

A Toyota Corolla was disabled in the middle of the northbound lane of Delta Highway, and had severe front-end damage, with airbag deployment. An OSP trooper arrived on scene first and EPD was called to help conduct a DUII investigation. The EPD officer contacted the driver, Christopher Michael Hilton, age 45, of Eugene. Eugene Springfield Fire EMS arrived on scene and checked Hilton out before the officer began his investigation and then arrested him for DUII and Reckless Driving. Another officer located the scene of the crash, a guardrail which had been hit. Hilton had continued driving the vehicle for more than a mile before it came to rest, impeding traffic.

Violation Park Rules – Case 1800731

An officer was conducting routine park patrol along the Fern Ridge bike path between Chambers and Acorn Park after numerous complaints of campers on the bike path under the overpasses blocking half the path for bicycles and pedestrians. The officer observed three subjects, Allan Wayne Montoya, age 58; Frederic Zeph Reeves, age 26, of Eugene; and Mathew Paul Upton, age 31, of Eugene sleeping on the bike path under Garfield Street. They were completely blocking the west bound lane. The officer cited all three for Violation of Park Rules and issued them 30-day Park Exclusions.


On January 11, EPD responded to 288 calls for service and made 24 arrests. Police contacted the suspect, Michael D Lubbers, age 61, of Eugene, who was at the location, and arrested him for Harassment, Criminal Trespass in the Second Degree and Disorderly Conduct. He was transported to the Lane County Jail.

Police responded to a residence on Corliss Lane regarding a suspicious male subject who had been on the property, and observed the described subject, walking toward the vehicle that was parked in front of the location. Police contacted the subject, Falcon Blue Fincher, age 27, of Eugene, and received information that he had been inside the residence and had taken items from the location. He was arrested and transported to the Lane County Jail for Burglary in the Second Degree.

Police responded to an apartment on Mill Street regarding a burglary that happened overnight and received information that several items were taken from the location. At approximately 12:12 p.m., police contacted a female subject regarding suspicious behavior near the Atrium Building on W. 10th Avenue. The officer observed the subject, Ashley Ann Lusk (also known as Ashley Hamby), age 36, of Eugene, in possession of several backpacks, which were found to contain stolen property, and she was wearing a coat that was found to be stolen during the burglary. During contact with Lusk, police also found property that was stolen from an apartment on the 2100 block of Franklin on January 9, and arrested her for Burglary in the First Degree, Theft in the First Degree and four counts of Theft in the Second Degree. She was transported to the Lane County Jail on the charges.

Assault 1/Unlawful Use of a Weapon – Case 1800637

Police responded to an apartment on McKenna Drive regarding an armed dispute involving a knife between two male subjects known to each other. Police received information that the two subjects were involved in a dispute that escalated when the suspect, Zhihao Ma, age 23, of Eugene, threatened the 21-year-old victim while holding a knife and assaulted the victim with the knife. Two additional male subjects who were at the location subsequently restrained Ma until police arrived and contacted him regarding the incident. He was arrested and transported to the Lane County Jail for Assault in the First Degree and Unlawful Use of a Weapon. The victim sustained multiple lacerations during the assault and was transported to the hospital with non life threatening injuries.

Police responded to the area regarding a possible DUII driver in a black 2002 Dodge Ram 1500. The officer observed the vehicle failing to stay within its lane as it traveled west on W. 6th Avenue and conducted a traffic stop of the vehicle. The officer contacted the driver, Michelle Leigh Adams, age 49, of Eugene, and after further investigation, she was arrested for DUII and Reckless Driving. She was transported to the Lane County Jail and also cited for Failure To Drive In Single Lane and Driving Uninsured.

He was arrested and transported to the Lane County Jail for Criminal Mischief in the Second Degree, Criminal Trespass in the Second Degree and a warrant.

Robbery 1–Car Jacking – Case 1800426

Police responded to a robbery in progress on the east side of Autzen Stadium, north of the Alton Baker dog park, and received information of a male subject who displayed a sharp object and demanded the car keys from a female victim. The victim ran from the location, and the suspect, William Benjamin Clocksin, age 18, of Eugene, entered the vehicle without the keys, and was observed inside the vehicle when officers arrived. Police contacted Clocksin and found him in possession of items from the vehicle, and officers located the described object in the vehicle that was used in the robbery. He was arrested and transported to the Lane County Jail for Robbery in the First Degree.

A police officer patrolling the area observed a gray 2003 Toyota Camry with a passenger make a wide turn and cross over three lanes of traffic before approaching the intersection of 7th and Willamette and coming to a stop with both front tires in the crosswalk. The officer attempted to contact the driver, Erik Sean Christensen, age 21, of Springfield, who continued to travel northbound onto Coburg Road/Ferry Street Bridge at a high rate of speed. He was eventually contacted by police, arrested and transported to the Lane County Jail for DUII, Reckless Endangering and Reckless Driving.

Robbery 2/Carry Concealed Weapon/Prostitution – Case 1800351

Police responded to the area regarding a robbery where the victim’s vehicle had been stolen. Police received information that the suspect met the 33-year-old male victim at the Side Pocket Tavern earlier in the evening, and the two subjects drove together to the Executive Motel. A male subject entered the room while both the victim and female suspect were in the room, and both suspects aggressively demanded money and personal items from the victim. Police received information that the male subject ran from the location and the female left with the victim’s car. Police located the male subject, Clarence Neal III, age 32, of Eugene, hours later in the motel room where the incident occurred and located the female subject, Chrystal Raylynn Rulli, age 35, of Eugene, at the Motel 6 in Springfield. Police contacted Rullie and arrested her for Robbery in the Second Degree, Unauthorized Use of Vehicle, Possession of Methamphetamine, Prostitution, Warrant and Carry Concealed Weapon. Following contact with Neal, he was arrested for Robbery in the Second Degree, Possession of Heroin, Possession of Methamphetamine and Harassment. Both suspect were transported to the Lane County Jail. Police located and recovered the involved vehicle in the area of Washington Jefferson Park and returned it to the victim.

He was arrested and transported to the Lane County Jail for Unlawful Entry of a Motor Vehicle.

Possession of Heroin/DUII/Hit and Run/Reckless Driving/Elude Foot/Warrant – Case 1800223

Police responded to the area regarding a hit and run motor vehicle crash involving a possible DUII driver and located the vehicle on Norkenzie Road. The vehicle subsequently parked at a residence on the 1600 block of Cal Young Road, and the suspect, Richard Dean Bennett, age 36, of Springfield, exited the vehicle and continued to run from police, with disregard to direction from the officers. He was eventually contacted in the backyard of the residence and arrested for DUII, Possession of Heroin, Hit and Run, Elude by Foot, Reckless Driving and a warrant. He was transported to the Lane County Jail and also cited for Driving While Suspended and Driving Uninsured.

Criminal Mischief 2/Disorderly Conduct – Case 1800164

Police received several calls regarding a disorderly female subject near Falling Sky Brewing who had been asked to leave the business several times after causing a disturbance to customers. The subject was subsequently observed hitting cars at the location and had broken multiple windows at a business on the 1400 block of Pearl Street. Police received additional information that a person matching the description was observed walking in traffic at 14th Avenue and Oak Street and was nearly struck by passing motorists. Police contacted the described subject, Chantelle Smith, age 46, of Eugene, who was observed walking in the middle of the road, and arrested her for Criminal Mischief in the Second Degree, Disorderly Conduct and a warrant. She was transported to the Lane County Jail on the charges.

Criminal Mischief 2/DUII/Reckless Driving – Case 1800119

An officer patrolling the area observed a gray 2004 Jeep Wrangler that had crashed into a light pole at the southeast corner of the intersection, causing significant damage to the front end of the jeep and significant damage to the light pole. Police contacted the driver, Rachel Ann Aponte, age 28, of Eugene, who was at the location, and after further investigation, arrested her for DUII, Reckless Driving and Criminal Mischief in the Second Degree. City of Eugene Public Works responded to the scene to replace the pole.


On January 1, EPD responded to 276 calls for service and made 28 arrests. The average number of calls for service over the last seven days is 223 and the average number of arrests over the last seven days is 21. The number of calls for service on this day last year was 224, and the number of arrests was 22. Over the last three years, the average number of calls for service received on January 1 is 213, and the average number of arrests, 28.

Disorderly Conduct – Case 17800092

Officers were sent to respond to help Eugene Springfield Fire with a man who had called for medical help, then refused that help and instead leaned against the back of their medic unit, preventing them from leaving. The man, Christopher Wayne Gibson, age 30, was ducking behind cars, darting between them and standing in the roadway when police got there. Several vehicles had to slow down to keep from hitting Gibson, who took off westbound on Broadway. Officers went to search for him and fond him in the parking lot of Whole Foods. Gibson is on post-prison supervision out of Douglas County, and was supposed to be in custody. He was booked into jail on a charge of Disorderly Conduct and his parole officer was contacted.

Burglary 1, Theft 2, Possession of Heroin, and Unlawful Entry into a Motor Vehicle – Case 1800009

A community member called police after they spotted a man going through a vehicle, and suspected the man might be stealing items from it. The man had left on foot. Officers arrived and investigated, getting a good description of the suspect from a video. An officer spotted a man, later identified as Jacob Anthony Brumwell, age 26, who matched that description between Wimbledon Court and Alexander Loop. He contacted Brumwell and found that he had warrants, and was in possession of heroin. He was charged with Unlawful Entry Motor Vehicle, Possession of Heroin Prior Felony Conviction. Brumwell was a suspect in a burglary on July 30, 2017, at 12:10 a.m. in the 1500 block of Regency Drive. Officers investigated a residential break-in, where the suspect broke into a garage and stole property. Alert neighbors gave chase around the area on Kingston Way, Willakenzie Road, Regency Drive, and Arcadia Drive. Two of the neighbors confronted the suspect and one got out of the vehicle and knocked the suspect from his bike and demanded the property back. The suspect dropped the property and ran with the neighbors chasing him. They lost sight of him. Officers recovered the stolen items and returned it to the family it belonged to. A K9 located a backpack. Subsequent investigation identified Brumwell as the suspect and there was probable cause for arrest on charges of Burglary 1, Theft II, and PCS Heroin. When Brumwell was contacted on January 1, 2018, he was arrested on those charges for the July 30, 2017, incident.

DUII/Reckless Driving/Minor In Possession Liquor – Case 1800004

A police officer on patrol in the Kinsrow area responded to a motor vehicle crash involving a white 2015 Dodge Dart that crashed in to two parked vehicles. The officer contacted the driver of the Dart, James Gerald Brode, age 20, of Springfield, and after further investigation, arrested him for DUII, Reckless Driving and Minor in Possession of Liquor. He was transported to the Lane County Jail on the charges.

Disorderly Conduct – Case 1800002

Police responded to the location regarding a disorderly subject and located the described subject, Drake Wayne Johnson, age 28, of Eugene, in the parking lot of the apartment complex. Police contacted Johnson, and received information that he had become aggressive and hit several women at the location. He was arrested and transported to the Lane County Jail for Disorderly Conduct.

DUII/Reckless Endangering/Hit and Run/Reckless Driving – Case 1721811

Police responded to the area of Cal Young and Willagillespie Road regarding a possible DUII driver in a black 2002 Toyota Tundra traveling in the wrong direction with the flashers activated that subsequently struck a concrete median and a traffic sign, which caused damage to the sign and the front right tire of the Tundra. The vehicle was then observed merging onto I-105 and exiting northbound onto Delta at a high rate of speed and was located by police after crashing into the front yard of a residence on the 1300 block of Willagillespie Road. Police contacted the driver, Willard Walter Bickford Jr., age 63, of Eugene, and after further investigation, arrested him for DUII, Reckless Driving, Reckless Endangering and Hit and Run. He was also cited for Failure to Obey One Way Designation.

DUII/Possession of Methamphetamines/Resisting Arrest – Case 1721807

A police officer on patrol conducted a traffic stop of a vehicle after it was observed traveling without the headlights activated. The officer contacted the driver, Derrick Allen Payton, age 32, who refused to follow direction from the officer and was found in possession of illegal drugs. During the arrest, Payton struggled and attempted to pull away from officers. He was eventually arrested and transported to the Lane County Jail for DUII, Possession of Methamphetamines and Resisting Arrest.

Escape from Custody, Interfering with Police, Resisting Arrest, Warrant – Case 1721750

A caller reported a man at a parking lot, looking into vehicle windows, checking doors and trying to get into vehicles. The suspect was last seen going westbound on foot. Officers started searching and found the suspect, later identified as Dylan Christian Gilder, age 22. They requested Gilder stop to speak with them, but Gilder kept his hands in his pockets and ignored commands. One hand was in front of his waistband area, out of the officers’ sight. He walked away from the officers and when told to stop he refused. Officers continued to admonish Gilder and he would not comply. Pepper spray was deployed, but had limited affect due to Gilder's face being partially covered by a hood. Officers got Gilder to the ground, but he started fighting. He was given numerous admonishments to stop fighting or a taser would be used. Officers ended up having to deploy a taser to take Gilder into custody. Gilder had a warrant, and was also charged with Escape from Custody, Interfering with Police, and Resisting Arrest.
