EPD on the Beat - April 2017

On April 27, EPD responded to 251calls for service and made 33 arrests. The average number of calls for service over the last seven days is 262 and the average number of arrests over the last seven days is 36. The number of calls for service on this day last year was 229, and the number of arrests was 23. Over the last three years, the average number of calls for service received on April 27 is 219, and the average number of arrests, 29.

DUII/Reckless Driving – Case 1706630

A police officer on patrol was stopped at a red light when the officer observed a white 1997 Cadillac Deville make an improper left turn onto W. 11th into the second lane, and failed to maintain in the lane it had turned, and continued to swerve. The officer conducted a traffic stop of the vehicle and contacted the driver, Daniel Antonio Lopez, age 29, of Eugene. He was arrested for DUII and Reckless Driving. He also received additional citations for Failure to Drive Within Lane, Failure to Signal, Failure to Carry Registration, Driving While Suspended, Improper Left Turn and Driving Uninsured.

Carry Concealed Weapon/Felon In Possession of Restricted Weapon/Possession of Methamphetamine/Criminal Trespass 2 – Case 1706627

Police responded to the top level of the Overpark parking garage regarding a male subject who remained at the location after being told to leave. Police contacted the subject, Paul Jeremy Johnson, age 46, who was at the location and found him in possession of multiple knives and illegal drugs. He was arrested and transported to the Lane County Jail for Carrying A Concealed Weapon, Felon In Possession of a Restricted Weapon, Possession of Methamphetamine and Criminal Trespass in the Second Degree.

Delivery of Methamphetamine/Possession of Methamphetamine/Felon in Possession of a Restricted Weapon/Possession of Heroin – Case 1706623

A police officer contacted the driver of a Honda Accord after it pulled off the road without signaling and into the grass of a private residence. Following contact with the driver, Kemo Joseph Crosby, age 31, police found information to arrest him for Delivery of Methamphetamine, Possession of Methamphetamine, Felon in Possession of Restricted Weapon (knife), and Possession of Heroin. He was transported to the Lane County Jail on the charges. He was also cited for Driving While Suspended.

DUII/Reckless Driving – Case 1706595

A police officer responded to the location regarding a sedan that had crashed into the back of semi truck’s trailer, and observed significant front end damage and roof damage to the involved silver 2001 Ford Taurus, which had been observed swerving and traveling at a high rate of speed. Police contacted the driver, Jacklyn Marie Gamble, and arrested her for DUII and Reckless Driving. She was transported to the hospital by medics for evaluation.

Resisting Arrest/Criminal Trespass 2/Escape 3/Tamper With Physical Evidence – Case 1706487

Police responded to the US Bank at 13th and Alder regarding a male subject who was trespassing at the location and contacted the subject, Craig Thomas Ortiz, age 56, of Eugene. The officer attempted to arrest Ortiz and he pulled away and ran from the officer. He was located a short time later after having discarded an item of clothing and shaving his hair and beard. Following contact with Ortiz, he was arrested and transported to the Lane County Jail for Resisting Arrest, Criminal Trespass in the Second Degree, Escape in the Third Degree and Tamper With Physical Evidence.

Hit and Run – Case 1706483

Police received information of a gold 2002 Honda Accord that struck the back bumper of a 2016 Subaru Outback in the parking lot of Market of Choice and left without exchanging information with the other driver. Police responded to the residence of the registered owner on the 2800 block of Garfield Street and observed the vehicle at the location and damage to the Accord consistent with the information from the incident. Police contacted the driver of the Accord, Michael Brian Saunders, age 57, and cited him for Hit and Run, Driving Uninsured and Driving Without Privileges.

Burglary 1/Theft 1 – Case 1706433

Following a burglary investigation, Eugene Police responded to an online ad  on April 25 and contacted the driver of an Oregon Taxi vehicle, Joshua Timothy Gilder, age 29, of Eugene, in the parking lot of BJ’s Restaurant on Valley River Way. Police received information that the suspect was observed entering an unsecured residence at an apartment on S. Garden Way on April 20 and stole several electronic items from the residence after driving to the location in an Oregon Taxi vehicle. EPD consistently monitors online advertising websites and observed several of the items that had been taken from the location. Detectives arranged to meet with Gilder at the restaurant and following contact with Gilder, he was arrested and transported to the Lane County Jail for Burglary in the First Degree and Theft in the First Degree.


04/25/17 09:38, E 11TH AVE/MILL ALY

Disorderly Conduct – Case 1706465

Police responded to the location regarding a verbal dispute that escalated to a physical dispute. Police received information that the subject, Jacob Scott Rassmussen, age 44, of Eugene, was observed disrupting traffic on E. 11th Avenue as he stood in the street yelling at a male and female subject. The male subjects were subsequently observed in a physical dispute and police located and contacted Rassmusen who was observed walking from the location. He was arrested for Disorderly Conduct and transported to the Lane County Jail.


On April 24, EPD responded to 281 calls for service and made 36 arrests. The average number of calls for service over the last seven days is 262 and the average number of arrests over the last seven days is 35. The number of calls for service on this day last year was 203, and the number of arrests was 30. Over the last three years, the average number of calls for service received on April 24 is 212, and the average number of arrests, 35.

Assault on Public Safety Officer, Disorderly Conduct 2 – Case 1706442

An officer was sent to help CAHOOTS with a barefoot and shirtless man who was running in traffic and appeared under the influence of a substance. Once the officer was in the area, he could hear the man, John Namkyu Back, age 26, of Eugene, screaming inside an apartment building, then saw him run through the apartment complex toward Kincaid Street. The officer got out of his vehicle and identified himself as an officer. Back initially appeared to be getting ready to sit down, but suddenly lunged at the officer and grabbed him. The officer pushed him back and deployed a taser, causing Back to go to the ground. However while the taser was still cycling, Back jumped up and grabbed the officer. The officer was able to disengage from Back. Back jumped up and ran north. The officer tracked Back and after another attempt to take him into custody, Back ran toward the officer and the officer had to take Back to the ground, where he struggled with Back. Back attempted to bite the officer and at times was lifting his torso up under the officer’s weight. Other units arrived to help take Back fully into custody. Medics were called due to Back’s possible intoxication on a substance. He was taken to the a hospital for treatment.

Theft 2/Possession Heroin/Warrant – Case 1706436

Police responded to the Home Depot on Seneca Road regarding a shoplifting suspect and received information that the subject, Brandon Isaiah Renfro, age 25, of Eugene, exited the store without attempting to pay for the merchandise he had placed on his person and subsequently struggled with an employee who attempted to stop him from leaving. Police contacted Renfro at the location and arrested him for Possession of Heroin, Robbery in the Third Degree, Theft in the Second Degree and two warrants. Police also contacted an additional subject, Samuel Derek Remp, age 22, in a vehicle in the parking lot who had been observed with Renfro prior to the incident. He was arrested and transported to the Lane County Jail on three warrants and Possession of Heroin.

Possession of Methamphetamine/Warrant – Case 1706435

Police contacted a subject underneath Ferry Street Bridge regarding camping and found that the subject, Michael James Jensen, age 27, of Eugene, had two warrants for arrest. He was arrested and transported to the Lane County Jail for the warrants and Possession of Methamphetamine.

Criminal Mischief 2 – Case 1706439

An officer was called to take a report about a man who came to the St. Vincent DePaul Day Station and became disorderly. The the man was told to leave and threw a rock at the glass door, breaking it. Later that day, the same officer was dispatched after a man threw a rock through the McGuire Bearing front glass door and had been seen with a screwdriver hitting an electrical box. The suspect matched the description from the first call. The officer located the man, identified as Sean Diamond Mulroy, age 27, at Target on W. 11th Avenue. He was taken into custody and charged with Criminal Mischief 2.

UUV/Possession of Methamphetamine – Case 1706381

A police officer on patrol observed a stolen 1997 Red Honda Accord traveling east on I-105 and conducted a traffic stop of the vehicle near the Country Club exit and contacted the driver, Jacob Hank Vandendries, age 32, of Springfield. After further investigation, he was arrested and transported to the Lane County Jail for Unlawful Use of a Vehicle and Possession of Methamphetamine.

Criminal Mischief 2/Possession of Methamphetamine/Warrant – Case 1706379

Police responded to the restroom at Alton Baker Park regarding several subjects who were writing on the walls. The officer observed five subjects at the location and contacted them regarding the incident. Kyrie May Ackley, age 27, of Eugene; Jessie Truth Banks, age 21, of Junction City; Kristilee Strand, age 31, of Eugene; Elizabeth Irene Dunn, age 27, of Eugene; Joseph Patrick Woods, age 27, of Eugene; were all cited for Criminal Mischief in the Second Degree. Ackley, Banks and Strand, were transported to the Lane County Jail on a warrant, and Banks received an additional charge for Possession of Methamphetamine.


04/23/17 01:55, W 11TH AVE/SENECA RD

DUII/Interfering With Police/Elude by Vehicle – Case 1706332

Police received information of a possible DUII driver and observed the described Chevrolet Suburban in the area driving east on W. 11th Avenue near Garfield. The officer conducted a traffic stop of the vehicle and contacted the driver, Kevin Patrick Paul, age 30, of Eugene. During contact with Paul, he accelerated away from the stop, and continued to travel west on W. 11th Avenue. Officers were unable to locate the vehicle at the time and contacted Paul on April 24 at his residence on City View Street. He was arrested for Elude by Vehicle, Interfering With Police and DUII.


On April 23, EPD responded to 245 calls for service and made 23 arrests. The average number of calls for service over the last seven days is 261 and the average number of arrests over the last seven days is 35. The number of calls for service on this day last year was 251, and the number of arrests was 46. Over the last three years, the average number of calls for service received on April 23 is 229, and the average number of arrests, 45. 

 

Last week (Sunday, April 16 – Saturday, April 22) EPD responded to 1,826 calls for service and made 245 arrests. The average number of calls for service over the last four weeks is 1,784 with 189 arrests. The number of calls for service during the same week last year was 1625 with 217 arrests. Over the last three years, the average number of calls for service for this period was 1,587 and there were 223 arrests.

Disorderly Conduct, Criminal Trespass 2 – Case 1706371

An officer was sent to the Library after a woman was reported to be hitting the library windows with bicycle handle bars and throwing garbage at people nearby. While enroute the officer was flagged down by a man in front of Lucky’s Club and informed the woman had hit a group of teens and took their food. The officer found the suspect, identified as Rebecca Jean Fay, age 25, of Eugene, sitting on benches in front of the library. He contacted her and at one point she got up and began to talk toward a man. The officer took a hold of her write and tried to detain her, but she was actively resisting and had to be taken to the ground. She was charged with Criminal Trespass 2, Disorderly Conduct and Resisting Arrest.

Disorderly Conduct - Case 1706365

A man was reported walking barefoot in the middle of the road. He had been advised to get out out of the road by the caller, who offered to call CAHOOTS for him. However the man began to yell and scream at her. An officer contacted the man, Travis Dale Wise, age 42, and took him into custody without incident. He was charged with Disorderly Conduct.

Criminal Trespass – Case 1706354

An officer was sent to a report of a disorderly man who had begun trespassing at the location. When he got there, he found that Patrick John Hauger, age 30, had been at the business for several hours, had been asked to leave, and kept coming back, and would yell and sing and dance. When confronted, he threatened to hit an employee. An officer found Hauger dancing on the north side of the Quick Mart/Space Age gas property, and detained him. After an investigation Hauger was taken into custody. Once in the patrol car he hit the back of his head on the plexiglass and kicked the back seat. He was charged with Criminal Trespass 2.

DUII - Case 1706330

An officer spotted a vehicle driving in the center turn lane for more than a block and conducted a traffic stop. When he contacted the driver, he suspected the driver, Chartles Lee Xayaveth, age 34, of Eugene, was impaired. After an investigation, Xavayeth was charged with DUII.

Hit and Run – Case 1706209

Police received information of a black 1991 Mercedes 300 crashed into the back of a 2002 Audi parked on the 500 block of W 8th Avenue, and left the scene without attempting to contact the driver of the Audi. On April 22, police contacted the driver of the Mercedes at his residence, Edward Michael Butler, age 60, of Eugene, and cited him in lieu of custody for Hit and Run.

 

04/22/17 03:00, 810 CHARNELTON ST (Lotus Garden)

An unknown suspect used an object similar to a baseball bat and broke a window to the Lotus Garden restaurant.  The Lotus Garden and several other Asian-owned businesses were victims of bias based criminal mischief in 2016.  Although there is no current evidence to show this case is related to those in 2016, we are are continuing to investigate. The suspect was wearing a light-colored, hooded sweatshirt under a light-colored jacket with a darker, puffy vest.

Criminal Mischief – Case 1706257

Police responded to a residence regarding a dispute and received information that during the dispute a male subject broke the victim’s door handle from his car, which was parked in front of the residence. Police contacted the involved male subject, Thomas Joseph Rosko, age 67, and cited him in lieu of custody for Criminal Mischief in the Third Degree.



On April 20, EPD responded to 264 calls for service and made 35 arrests. The average number of calls for service over the last seven days is 247 and the average number of arrests over the last seven days is 31. The number of calls for service on this day last year was 239, and the number of arrests was 25. Over the last three years, the average number of calls for service received on April 20 is 221, and the average number of arrests, 21. 

Last week the City’s Parks and Open Spaces attempted to do a clean-up of several camps along with the Lane County Sheriff's Work crew. Some of the campers were less than cooperative. This morning two officers were assigned to help Parks with their efforts. Several camps under the Ferry Street Bridge and Alton Baker Park were contacted. The campers were mostly cooperative in vacating the park.

Possession of Methamphetamine, Reckless Driving, Elude Vehicle, Driving While Suspended – Case 1706202

An officer saw a vehicle pass another, cross a double yellow line and enter the oncoming traffic lane. The officer attempted a traffic stop, but the vehicle, driven by Jesse David Rictor, age 29, failed to stop. Rictor stopped at W. 15th and bailed out with the vehicle still in gear and fled on foot. Officers saw Rictor running on foot in front of their patrol vehicle. An officer got out and gave chase. Rictor’s vehicle had continued to roll westbound on W. 15th and crashed into a fence in the front yard of a residence in the 3400 block of W. 15th Avenue. Rictor was caught by the officer and held at taser point then taken into custody without incident. He was in possession of meth. He was charged with Possession of Methamphetamine, Reckless Driving, Elude Vehicle, Driving While Suspended.

Disorderly Conduct – Case 1706187

An officer was dispatched to a disorderly subject at the LTD station and while he was responding the officer was flagged down by a man reporting another male adult had tried to fight some juveniles at the station. The officer arrived and found that a sergeant had responded. He saw the suspect, Marquel Djuan Cary, age 19, of Eugene, standing in the eastbound lane of E. 10th Avenue and he was not wearing a shirt or shoes, and he was acting as though he was preparing to fight with the sergeant. The officer and sergeant tried to detain him, but Cary began to twist and pull away. He was detained and refused to provide his name. He had a warrant for Failure to Appear on a Possession of Methamphetamine charge. It was reported Cary had been trying to start fights with strangers a the LTD station. After an investigation, Cary was charged with Disorderly Conduct.

DUII, Reckless Driving – Case 1706146

An officer saw an Audi merge onto I-105 going eastbound in front of his patrol vehicle. The Audi was going over the speed limit in rainy conditions. The officer stopped the vehicle and upon contacting the driver, Brian Matthew Brookins, age 54 of Eugene, suspected impairment. After an investigation, Brookins was charged with DUII and Reckless Driving.


On April 19, EPD responded to 254 calls for service and made 27 arrests. The average number of calls for service over the last seven days is 251 and the average number of arrests over the last seven days is 24. The number of calls for service on this day last year was 252, and the number of arrests was 23. Over the last three years, the average number of calls for service received on April 19 is 216, and the average number of arrests, 29. 

 

04/19/17 at 01:50, 99 E 11TH AVE/OAK ST

Unauthorized Use of Vehicle, Carry Concealed Weapon, Possession of Firearms Silencer, Possession of Methamphetamine, Possession of Heroin – Cases 17-06077 & 17-06078 

Police were called to report of a possible occupied stolen Nissan Xterra with a suspect who most likely had a firearm. Officers located the vehicle behind the First Christian Church at 1166 Oak Street and saw two men attempting to jump start it. The pair were detained and one, Destin Michael Wilde, age 23, of Pleasant Hill, was found to be carrying a concealed handgun and a firearms silencer. He was also in possession of methamphetamine and heroin. He was charged with Unauthorized Use of Vehicle, Carry Concealed Weapon, Possession of Firearms Silencer, Possession of Methamphetamine, and Possession of Heroin. The other man, River Jacob Esker, age 19, of South Lyon, Michigan, reported having been at Level Up arcade and approached by Wilde to help start the vehicle. He was found to be in possession of LSD and charged with Possession of a Schedule 1 drug.

Possession of Methamphetamine – Case 1706144

An employee of the Burger House called to report her phone had been stolen. The victim was able to track her phone with an app and found a woman sitting on a bench outside the business. The woman denied having the phone. The victim went inside to get help and when they came back out, the woman was gone. They called police, who responded and tracked the phone to a tent just off the bike path. Inside was Austin Danny Cloutier, age 21, and a woman who didn’t match the suspect description. The woman reported finding the phone in bushes. Cloutier had a warrant for his arrest on Criminal Trespass 2 Failure to Appear charges. He also was in possession of meth. He was taken into custody on the warrant and charged with Possession of Methamphetamine. The victim got her phone back.

04/19/17 19:00, 708 BELTLINE EB/NORTHWEST EXPRESSWAY

Non-criminal Detox – Case 1706139

An officer was sent to NW Expressway and Maxwell Road to help Eugene Springfield Fire with a medical patient. They had responded to check on a man who was rolling around on the ground and being hostile. They reported the man almost stepped out into the NW Expressway lanes, and threatened them. He appeared to be highly intoxicated. When the officers got there, they were able to detain the 55-year-old man in handcuffs. They asked him if he wanted to go to detox and he agreed. He became hostile with officers prior to arrival, threatening to slit the officer’s throat. He was taken to Buckley House.

Inhale Toxic Vapors – Case 1706110

Officers were sent to check on a woman slumped over the steering wheel of her car holding a whippet device. The first officer arrived and contacted the woman, Piaoyi Xie, age 22, of Eugene. She appeared to be sleeping and once he woke her up, she consumed some of the vapor from the whippet device. She was charged with Inhale Toxic Vapors and her car was impounded.

Harassment Phone – Case 1705974

A man, Geoffrey Francis Asman, age 60, had been trespassed from the food side of the St. Vincent DePaul Service Station after making repeated harassing phone calls with racial slurs to a black employee and having groped another staff member. He continued making harassing calls and police were called on April 14. An officer found Asman walking on the east side of Hwy. 99N and arrested him for Telephonic Harassment.

Disorderly Conduct – Case 1706123

An officer was sent to the location after people reported a man wearing a ski mask, armed with hatchet, sledge hammer, and swinging a chain. The officer located the man, Mickey Dean Beaty, age 60, of Cottage Grove, near the area and contacted the man. He declined to give the items to police, but was calm and compliant. He was detained and then charged with Disorderly Conduct. The items were seized as evidence.

Possession of Heroin – Case 1706082

An member of the public called when they saw a person slumped over the wheel of a GMC Acadia. An officer arrived and found the vehicle stopped at a stop sign, with a man, later identified as Noah Jacob Smith, age 24, passed out at the wheel. He was holding a syringe and had the cap between his teeth. Medics were called. Officers positioned patrols SUVs in front and behind the GMC to keep it from moving. When officers woke Smith, Smith let his foot off the brake, and his vehicle rolled forward slowly into the patrol vehicles. None of the vehicles were damaged. Smith was taken into custody and charged with Possession of Heroin.

Possession of Methamphetamine, Interfering with Peace Officer, Escape 3, False Info to Police Officer, Warrant – Case 1706081

An officer was patrolling in the Washington Jefferson Park afterhours and observed a man, later identified as Justin Scott Hocker, age 26, in the park and contacted him. Hocker gave the officer a false name and when the officer attempted to arrest him, Hocker made a break for it. However, the officer caught Hocker near Buckley House and took him into custody. Hocker was in possession of meth and had a warrant. He was taken into custody on the warrant and charged with Possession of Methamphetamine, Interfering with Peace Officer, Escape 3, and Providing False Info to Police Officer.

Driving While Suspended/Possession of Methamphetamine – Case 1705944

A police officer on patrol observed a 1997 Lexus 300 without license plates and conducted a traffic stop of the vehicle. Police contacted the driver of the vehicle, Nicholas Deane Spencer, age 33, of Eugene, and cited him for Driving While Suspended. The police officer also contacted the passenger of the vehicle Delmare James Monical, age 30, of Eugene, and found information to cite him for Possession of Methamphetamine.

Theft 2 – Case 1705695

On April 12 at around 1 p.m., police responded to Anna’s Deli on Royal Avenue regarding a bike theft and a male subject who was observed leaving the location after it was taken from the front of the store. On April 18, police located the described suspect, Galen John Kovach, who was in the area where the bike was taken, and contacted him regarding the incident. He was cited in lieu of custody for Theft in the Second Degree.

Theft 3 – Case 1705995

Police responded to Brun’s Apple Market regarding a female subject who exited the store without attempting to pay for several items she had taken. Police contact the subject Pamela Rhea Hobson, age 50, who was at the store, and cited her in lieu of custody for Theft in the Third Degree.

Harassment – Case 1705936

Police responded to the area regarding a male subject who had entered an apartment at the location after having been previously trespassed. Police entered the location and contacted the subject Martin Andrew Sanger, age 53, who was eventually found to have a warrant after providing false identifying information to the officers. The officers attempted to arrest Sanger and he resisted and fought with officers before being taken into custody with the use of a taser. During contact with Sanger, he continued to disregard direction and spat at the officers. He was arrested for Aggravated Harassment, Possession of Methamphetamine, Resisting Arrest, Criminal Trespass in the First Degree, False Information To Police Officer and a warrant. He was transported to the Lane County Jail.

Police responded to the area regarding flames that were coming from a dumpster and found information of two additional fires coming from a recycle bin and another dumpster. Police received information of a male subject dressed in a camouflage jacket who was in the area when the fires started and who left north on bike. A police officer contacted the described subject, Gary Dwayne Woodside, age 38, who was still in the area of the fires, and found information to arrest him on three counts of Reckless Burning and Possession of Methamphetamine. He was transported to the Lane County Jail.

Police officers who were patrolling on foot observed a physical dispute in front of The Davis Restaurant and Bar and found that the involved subject had two warrants and a Fugitive From Justice. Police received information that the suspect, Erskine Ellis Clark, age 47, of Leaburg, was told to leave the bar by an employee following a physical dispute inside the location, and a short time later, confronted a male subject outside the bar. During contact with Clark, he refused to follow direction from the officer. He was arrested and transported to the Lane County Jail for Disorderly Conduct in the Second Degree, Criminal Trespass in the Second Degree, Interfering With Police Officer, two warrants and Fugitive From Justice.

Possession of Heroin/DUII/Reckless Driving/Elude Vehicle – Case 1705872

A police officer attempted to conduct a traffic stop of a 1997 Chevrolet Blazer after it was observed traveling through a red traffic light near Jefferson and W. 7th Avenue. The Blazer subsequently struck a curb and failed to yield to the officer and continued to travel onto I-105 and then north on Delta Highway. LCSO deputies located the vehicle and it eventually came to a stop at the dead end on Quiet Lane. The driver fled from the vehicle on foot and was located by K9 Blek a short time later and contacted by police. The driver, Michael Wayne Batson, age 40, was arrested for DUII, Reckless Driving, Elude by Vehicle, Elude by Foot, Possession of Heroin and Possession of Methamphetamine. He was transported to the Lane County Jail on the charges. He also received citations for Driving While Suspended and Failure to Obey a Traffic Control Device.

Police responded to an apartment at the location regarding a physical dispute and observed a male subject who was pounding on the door and yelling at the people inside the location. Police contacted the male subject, Gabriel Hayes Pemble, age 38, of Eugene, and received information that he entered the residence after breaking the window and punched the 31-year-old male victim, who is known to him, in the face and pushed a female subject before exiting the location. Pemble was arrested for Assault in the Second Degree, Harassment, Burglary in the First Degree, and Disorderly Conduct in the Second Degree.

An officer observed a man later identified as Tristan Shawn Telford, age 31, of Cottage Grove, sitting on a parking block at the Side Pocket. The bar was marked no trespassing. The officer contacted Telford, who provided a false name. When the officer moved closer to Telford, he ran. The officer pursued him, and reached out to grab the backpack he was wearing, but Telford slipped out of his backpack and kept going. Another officer intercepted Telford and took him into custody. Telford was in possession of heroin, and had three warrants.

An officer was at the Parcade parking garage and heard an unidentified man, about age 25, screaming profanities and went to contact him. The man was sitting on a ledge dangling his feet over the edge. Advance Security told the man to leave and he left, taking the elevator down. When the officer got to the street level, the man was nowhere to be found, except that there was a call for service regarding a dispute. A woman heard someone spraying painting the back side of 60 E. 11th Avenue. When she confronted him, he grabbed her by the head and tried to push her to the ground. She used her cane to strike him in order to get away, and the man fled. At 12:19, the same officer was called to contact a disorderly trespasser at LTD, 1080 Willamette Street. The unidentified man, about age 25, had gotten on the LTD bus and was causing a disturbance. He refused to get off the bus when asked. LTD officers had to physically remove him from the bus and he struggled with them before being taken into custody. The EPD officer arrived and recognized him as a man he had been looking for earlier in the day from the Parcade incident. He was taken into custody as a John Doe, age 25.

A man was driving westbound on Crescent Avenue and stopped at the Norkenzie Road stop sign. He was rear-ended by a vehicle driven by Kelly Marie Carter, age 43, of Eugene. Carter is reported to have not stopped and the man who was rear-ended, who had adult passengers, followed Carter to Walmart, where she parked and got out, walking away. The driver contacted Carter and asked for insurance and she handed him a piece of paper and then walked away. The people from the rear-ended vehicle suspected impairment and surrounded Carter until police arrived. After an investigation by police, Carter was charged with DUII, Hit and Run and Reckless Driving.

Store employees called after being threatened by a man who was confronted after stealing items from the store. The man later identified as Ira Johannes Daley, age 33, was reported to have entered the store after being told previously he was not allowed there any longer. An employee walked over to the man, who was grabbing food items, and pounding on the glass door of the freezer before opening and taking ice cream sandwiches. He started to leave the premises and was told to put the ice cream back. He threatened to kill the employees if they called the police. An officer followed up and located Daley at the E. 18th/Pearl Safeway. Daley was also the subject of another previous call earlier in the week at the Home 2 Hotel at 11th and Olive, where he is reported to have tried to enter the motel, demanded free coffee and pounded on the glass doors. He was taken into custody.

Kiva Market employees were reported to be chasing a theft suspect and officers were dispatched. When they got there, the officers located the suspect, Charles Eugene Miller, age 42. They found that the employees had contacted Miller after he left the store without paying for food. He was asked to return and pay, but walked away and yelled at them to leave him alone. The followed him at a walking pace to 142 W. 8th, where the officers stopped Miller and took him into custody.

Possession of Heroin, Driving While Suspended, Driving Uninsured – Case 1705736

An officer was patrolling Maxwell Road and Dalton Drive and saw a Chevy pickup without a rear license plate light. He stopped the vehicle and contacted the driver, who provided a false name (his brother’s name) initially, but who later identified himself as Evan Charles Hiatt, age 32. Hiatt’s driver’s license was discovered to be suspended. He is on felony probation for possession of heroin and was found in possession of heroin. Hiatt was taken into custody on the listed charges.

Police responded to the location regarding a verbal dispute between a male and female subject who were in a Ford Focus that was parked at the location. When police arrived, they contacted the occupants of the vehicle, Terri Suzanne Dearinger, age 65, of Eugene, and Kevin John Mayer, age 53, of Eugene, and found information to arrest both subjects each on a warrant and transported them to the Lane County Jail. Dearinger received an additional charge for Possession of Methamphetamine.

Police responded to the apartment regarding a welfare check and contacted Donald Chester Dorris, age 64, of Eugene, in the driver’s seat of a silver 1993 Mazda King Cab pickup, after he was observed driving and parking it at the location. During contact with Dorris, police found that he was also involved in an incident on the 2100 Block of Golden Gardens Street that happened a short time before at approximately 6:34 p.m., where he had exposed himself in public. Following further investigation, he was arrested for Public Indecency, DUII, Driving While Suspended and a warrant. He was transported to the Lane County Jail on the charges.

Police contacted a male subject who was sitting in a vehicle parked in front of Knecht’s auto store, and found that the subject, Jacob Craig Warren, age 25, of Eugene, was in possession of illegal drugs. Warren was arrested for Unlawful Possession of Heroin and four warrants for arrest. He was transported to the Lane County Jail.

Police responded to the McDonald’s restaurant regarding a male subject who had been previously trespassed from the location and had threatened people at the location before leaving and walking toward the 7-Eleven convenience store. Police located the described subject, Bo James Simmons, age 31, of Eugene, who appeared to be verbal dispute with an employee and throwing items in the store. Police contacted Simmons inside the store and received information that Simmons had behaved aggressively toward the employee, and after refusing to leave, caused damage to merchandise, fixtures and electronic items on the front counter. Simmons was arrested and transported to the Lane County Jail for Criminal Mischief in the Second Degree, Disorderly Conduct and Criminal Trespass in the Second Degree.

Police responded to a residence at the location regarding a male subject who had been yelling and causing a disturbance, and had banged on the door of a neighboring residence. More than one caller to 911 reported a Kia SUV on River Road near Beltline that was nearly causing collisions and driving recklessly. An officer located the vehicle, driven by Katharine Mary Heiser, age 62, of Eugene, at W. 11th Avenue near Bertelsen, and saw it almost cause a traffic collision. He performed a traffic stop and suspected impairment. After an investigation, Heiser was charged with DUII, Reckless Driving and Reckless Endangerment.

Forgery, Warrant – Case 1705543

Officers were sent to Chevron regarding a possible forgery. Upon arrival, they found that a suspect had left in a vehicle shortly before they got there. The suspect, later identified as Brian Cormick Casey, age 19, of Sprinfield, had handed the clerk a bill the clerk believed to be fake. The suspect was identified as Brian Casey, and he had a warrant out of Springfield Municipal Court for DUII. The officers went to Casey’s residence in Springfield and contacted hm. After an investigation, he was arrested on the warrant and also charged with Forgery.

An officer stopped a vehicle after observing it travelling at a high rate of speed and make quick lane changes without signaling. It almost struck a curb at an intersection in the area of W. 6th and Jefferson Street. Upon being contacted, the driver, Anthony Todd Vanek, age 25, of Lane County, appeared intoxicated and after an investigation, he was charged with DUII.

A Downtown Guide called after seeing a man stumble to his vehicle and start to drive away. An officer quickly located the vehicle, which was driving without headlights, in front of 960 Olive Street. Upon contacting the driverJonathan Joseph Lavigne, age 26, of Slidell, Louisiana, the officer suspected impairment. After an investigation, Lavigne was charged with DUII and Reckless Driving.

An officer stopped a driver, later identified as Courtney Beth Osuna, age 28, of Eugene, at B&R Wrecking after she was observed speeding and weaving on Hwy. 99. The officer suspected impairment and after an investigation, Osuna was charged with DUII and Reckless Driving.

DUII, Hit and Run, Reckless Driving, Failure to Maintain Lane – Case 1705509

Officers were dispatched to the report of a vehicle crashing through a fence and into a yard near N. Terry and Avalon. A resident heard the crash and then the vehicle leave the location. Officers arrived on scene, but the vehicle had departed. A tire was left at the location and gouge marks in the pavement were found heading west on Avalon Street. An officer followed the trail, towards Lancelot Way. Just prior to arriving on Lancelot, dispatched received a report of a man and women in a dispute in the 5500 block, where the involved damaged vehicle was found out front. The driver, later identified as Samuel Juan Evans, age 32, of Eugene, was hiding in the garage. Evans was uncooperative with officers and was taken into custody after being warned with a taser. After an investigation, Evans was charged with DUII, Hit and Run, Reckless Driving, Failure to Maintain Lane

Robbery 3 – Case 1705463

A 32-year-old male resident in the 2700 block of Ferndale Drive caught an unknown man inside his truck in the driveway and after a struggle, detained him, tied him up, then waited for police to arrive. Police responded and found the suspect, Reese Daniel Martinelli, age 19, of Springfield, on the ground, restrained. He was reported to have entered two vehicles, a Lexus IS and Ford F-350. Martinelli was charged with robbery three, Burglary one, unauthorized use of a vehicle, two counts of unlawful entry of motor vehicle and theft three.

Strangulation, Criminal Mischief 3, Carry Concealed Weapon, Felon in Possession of Restricted Weapon, DUII, Reckless Driving – Case 1705464

Officers responded to the location regarding a loud noise complaint. There was a man who had been involved in a dispute who had left the party and then returned. The man, later identified as Michael O'Connor, age 52, of Eugene, came out of the backyard of the house and stood nearby. He appeared to be intoxicated. The officer admonish the partygoers to not drive as many of them appeared intoxicated. The officer later observed O'Connor trying to leave the house and it appeared people were advising him not to drive. He got in his truck and drove away. The officer performed a traffic stop. After an investigation he was arrested for driving under the influence. There was a restricted weapon (knife) found concealed in a jacket in the vehicle and O'Connor is a convicted felon. It was reported that during the dispute O'Connor had with a 46-year-old woman at the party, he attempted to choke her and another partygoer pulled him off of her. She reported that she was not injured. O'Connor was charged with DUI, reckless driving, felon in possession of a restricted weapon, carrying a concealed weapon, strangulation, harassment, and criminal mischief three.

Party Patrol 04/08/2017 

Steady night with disputes and DUII's as the prevalent calls for service. Party patrol handled West University freeing up officers to handle calls in the rest of the city. EPD Patrol Officers joined University of Oregon Officers in the west university area for Party Patrol enforcement on Saturday night. Activity started off moderate and quickly fell off as the evening progressed. Officers responded to several parties and had several self-initiated activates. In total they issued five loud noise warnings at various location in the west university area, issued nine citations in lieu of custody for Minor in Possession of Alcohol, cited two people in lieu of custody for Open Container, and cited one in lieu of custody for Urinating in Public.

On April 6, EPD responded to 250 calls for service and made 24 arrests. The average number of calls for service over the last seven days is 262 and the average number of arrests over the last seven days is 26. Police investigating a motor vehicle crash in the area contacted the driver of a 2010 Toyota Tacoma after the vehicle was observed traveling around a patrol vehicle that was positioned to block the northbound lanes of traffic, and toward the crash scene. Following contact with the driver, Zachary Scott Hepsen, age 33, of Eugene, he was arrested for DUII and Driving While Suspended.

Police and Fire personnel responded to the area regarding a silver Toyota Prius that crashed into multiple trees and was resting in the roadway. Police observed significant damage to the vehicle and damage to two trees that both had glass embedded into the bark from the vehicle. Police contacted the driver of the vehicle, Jordan John Seitz, age 26, of Eugene, and after further investigation, arrested him for DUII, Reckless Driving and Criminal Mischief in the Second Degree.

A police officer contacted three subjects in Washington Jefferson Park regarding Open Container. Following contact with the subjects, Ira Ulyesses Bastian Jr., age 31, of Eugene, Jasighia Marie Baxter, age 25, of Eugene, and Michael Glenn Wright, age 33, of Eugene, Baxter and Wright were Cited in Lieu of Custody for Open Container. Bastian was initially unresponsive to direction from the officer and was eventually arrested and transported to the Lane County Jail for Open Container.

Police conducting a bike sting downtown, observed the male subject take the bait bike and contacted him riding the bike near the intersection of 11th Avenue and High Street. During contact with the subject Bradley James Barton, age 57, police found information to arrest him on a warrant and Theft in the Second Degree. He was transported to the Lane County Jail.

Police contacted the driver of a gold 2002 H2 Hummer, Kirk Harrison Hollins, age 35, of Eugene, after observing the vehicle stopped on the side of Roosevelt Boulevard and partially blocking traffic. During contact with Harrison, the officer found him in possession of illegal drugs and information to arrest him for Delivery of Methamphetamine. He was transported to the Lane County Jail.

Police responded to the area regarding a suspicious black 1999 Toyota Explorer at the location and an unresponsive occupant inside the vehicle. Police contacted the subject, Andrew William McComas, age 24, of Eugene, and found information to arrest him on a warrant.

Police responded to the LTD bus station regarding information of a male subject who was observed taking a wallet that was left on a bus. He was arrested and transported to the Lane County Jail for Theft in the Second Degree and Identity Theft.

A police officer was on patrol when the officer observed a black Volkswagen Jetta driving at a high rate of speed and failing to drive in a single lane. The officer conducted a traffic stop of the vehicle and contacted the driver, Margaretha Franziska Gauthier, age 39, of Eugene. After further investigation, she was arrested for DUII and cited for Failure to Drive Within Lane.

A caller reported a suspicious man inside the secured common areas of the apartment complex. The man had earlier entered one of the apartment resident’s apartments. The resident asked him to leave multiple times, but the man walked through his apartment and into the common area. He also is reported to have sat in another resident’s back porch and tried to enter her apartment. An officer responded and found the man, Jeremy Wayne Woodruff, age 24, standing at the far end of the hall with his pants around his ankles and holding his genitals. A woman was spotted unconscious in the rear passenger seat of a vehicle at Checkermallow Access, a park, by a security officer. The security officer had been unable to rouse the woman and was concerned for her safety. An EPD officer arrived and found the vehicle parked in the lane of travel and the woman sitting in the rear of the vehicle with the door open. He contacted her and observed an open container of alcohol in the vehicle. The woman, later identified as Joanna Lee Egts, age 38, of Eugene, refused to identify herself. She was charged with Violation of Park Rules, and Consumption in Unlicensed Premise.

Open Container – Case 1705332

A call came in about a disorderly man who had thrown a rock at the location’s window and told others he had a gun. An officer responded and found three men sitting behind Luckey’s Club and one matched the suspect’s description. When contacted, the man, Ryan Patrick Dunphy, age 29, of Eugene, had an open container of alcohol. He was compliant. He did not have a gun, and there was no damage to the window. Dunphy was charged with Open Container.

Hit and Run – Case 1705324

An officer was called to Les Schwab Tire Center regarding a motor vehicle crash where the 18-year-old female victim was injured but didn’t require an ambulance transport. The victim reported driving through a construction zone and approached the intersection of W. 11th Avenue and Wilson Street. She slowed to stop for the light, but was hit from behind by another vehicle, which was later determined to be driven by Stacy Ann Schultz, age 46, of Eugene. Schultz is reported to have done a u-turn in the intersection and driven away. An officer responded to Schultz’s residence and after an investigation Schultz was charged with Hit and Run.

UPCS Methamphetamine, UPCS Heroin, DUII and Reckless Driving – Case 1705312

An officer responded to report of a possible impaired driver and located a vehicle matching the description. The vehicle had been reported to be weaving over the road, striking the curb, driving slowly and running a red light. The officer observed the vehicle weaving and performed a traffic stop. Upon contacting the driver, Julie Ann Lugo, age 47, of Lakeside, Oregon, he suspected impairment by narcotics. She was found to be in possession of heroin and meth. After a drug recognition expert’s investigation, Lugo was determined to be under the influence of a CNS stimulant and a narcotic analgesic. She was charged with Unlawful Possession of Methamphetamine, Unlawful Possession of Methamphetamine, DUI, and Reckless Driving.

Robbery 3, Criminal Trespass 2 – Case 1705301

A man, age 38, was entering the side doors of the bank with his lunch and another man, later identified as Ira Johannes Daley, age 33, was at the entry and asked him for his bag of chips. The victim told Daley that he had been trespassed from the location and Daley moved close to the victim and continued to ask for the chips. The victim felt threatened, reporting that he had had an incident previously where Daley threatened to stab him. He pushed Daley back. Daley struck the victim in the face, took the chips and fled. An officer located Daley and charged him with Robbery 3 and Criminal Trespass 2.

Fugitive from Justice – Case 1705291

An officer was sent to a report of a trespasser at Lowes Hardware store. There were two people sleeping inside one of the display sheds. The officer contacted one of them, Anthony George Reid, age 31, and found that he had a warrant out of Nevada for Failure to Appear on a Larceny charge. The officer took him into custody.

Harassment and Criminal Trespass – Case 1705311

A 7-Eleven employee reported a man, Craig Thomas Ortiz, age 56, of Eugene, had made threats to staff and been trespassed from the property. He is reported to have returned on April 1 at 4:30 p.m. and the 33-year-old employee was on a break outside. Ortiz is reported to have threatened him and thrown cigarette butts from the ground at him. Ortiz was in jail on another case, (see case 1705281, below), and the officer taking the report added two counts of trespass and one count of harassment.

Harassment, Criminal Trespass 2 – Case 1705281

Ortiz had been reported as a disorderly subject at several E. 13th businesses during the past few weeks. He had been trespassed from US Bank and an officer was dispatched to make sure Ortiz was aware of the trespass condition. As the officer walked to Ortiz’s residence, Ortiz walked away and refused to speak with the officer. The officer was careful to follow him from a distance so as not to alarm him. While walking, the officer was stopped by another victim, who reported that Ortiz had been trespassed from 738 E. 16th but that morning had thrown a candy package at him and threatened to kill him. The officer followed Ortiz from a distance until Ortiz ran into the Duck Store at 895 E. 13th. When the officer went to contact Ortiz, he declined to answer questions, accused the officer of violating his rights, and at the Jail called the officer by racial and homosexual slurs. Ortiz was charged with Harassment and Criminal Trespass 2.

Possession of Methamphetamine, Warrant – Case 1705282

An officer was sent to check on the welfare of a man reported slumped over the steering wheel of a Range Rover that was parked at the Adult Store. Two officers arrived and found the man, Hector Benitez, age 31, of Eugene, as reported. He had drug paraphernalia and cash in his lap. The officers woke him up and contacted him. Benitez had a warrant out of Clackamas County and was in possession of meth and heroin. He was taken into custody on the warrant and charged with Possession of Methamphetamine and Possession of Heroin.

Felon in Possession of Restricted Weapon, Possession of Methamphetamine, Criminal Trespass 2 – Case 1705292

A man, Zachary David Eads, age 38, of Eugene, was reported trespassing at Whitebird and smoking meth on the property. An officer responded and located Eads walking from the property and stopped him. Eads had an item concealed in his right hand and partially up his sleeve. When the officer contacted Eads, he threw the item to the ground and it shattered, as it had been a glass pipe. Eads was handcuffed and he was found to be in possession of a small stun gun. He was charged with Felon in Possession of a Restricted Weapon, Possession of Methamphetamine, and Criminal Trespass 2.

Theft 2, Possession Controlled Substance Schedule 3, False Info to Police Officer, Warrants – Case 1705269

Officers responding to a call from the public regarding suspicious conditions. A man was yelling in the area and glass was breaking. Upon arrival, an officer came upon a man, later identified as Dillion Michael Howard, age 24, at Hughes and Marshall. He was sitting on the ground next to two bikes. He provided a false name. He was found to have warrants, to have taken the bikes, which were not his, to have another driver’s id in his possession, paraphernalia associated with people who buy and sell drugs, and a schedule 3 controlled substance. Jail staff aided in determining Howard’s identity. Howard was charged with Theft 2 Lost/Mislaid property, Unlawful Possession of Controlled Substance Schedule 3, False Information to an Officer.

DUII – Case 1705275

An officer was sent to Lube It USA regarding a possibly impaired driver. Two bystanders saw a man, later identified as Roger Charles Schliep, age 67, of Eugene, driving and appearing intoxicated. The bystanders approached the vehicle and took Schliep’s keys so he wouldn’t drive. The officer arrived on scene and contacted Schliep. The officer also suspected impairment and after an investigation, Schliep was charged with DUII.


On April 4, EPD responded to 289 calls for service and made 23 arrests. The average number of calls for service over the last seven days is 256 and the average number of arrests over the last seven days is 27. The number of calls for service on this day last year was 232, and the number of arrests was 23. Over the last three years, the average number of calls for service received on April 4 is 230, and the average number of arrests, 39. 

 
We had four DUII stops during daylight hours the last two days, which is unusual.

DUII – Case 1705262

Two of our officers were sent to the 2700 block of Fillmore Street regarding a burglary in progress. When they got there, they were told the suspect was an ex-boyfriend who no longer lives at the residence and forced his way into the home. The officers saw the suspect’s Dodge truck in the drive way with doors to the house open. The suspect, Adam Jeffery Elvebak, age 30, of Eugene, came out of the front. After investigation, the officers found that Elvebak had driven while intoxicated to the location. He was charged with DUII.

Interfere Public Transport, Criminal Trespass 2 – Case 1705266

An officer was flagged down by LTD Security after they had detained Shae Jordan Olea, age 24, of Eugene, who had previously been trespassed from LTD property. He had refused to get off the bus and was detained. Olea was cited in lieu of custody for Criminal Trespass II and Interfering with Public Transportation.

Assault 2 – Case 17-05247

911 began getting calls from people reporting a woman beating a man in the head with an object in the street at 10th Avenue and Willamette. Downtown Security intervened and the woman fled, but was apprehended about a half block away by Downtown Security. The woman, Reiven Sadoi Rios, age 25, of Eugene, was taken into custody on Assault 2 charges, and the victim, age 33, was transported to the hospital with serious but non-life threatening injuries.

Open Container, Criminal Trespass 2 – Case 1705253

Two officers spotted two men seated against a building in W. Broadway alley behind 99 W. 10th Avenue, where there were no trespassing signs. One of the men, Shae Jordan Olea, age 24, had a an open carton of wine. He was cited in lieu of custody for Open Container and Criminal Trespass 2. The other man, Ira Ulyesses Bastian, age 31, was cited in lieu of custody for Criminal Trespass 2.

Harassment – Case 1705245

Police were called for report of an armed dispute between a motorist and a bicyclist. The involved motorist, Thomas Roy Curtis, age 54, of Eugene, had last been seen going northbound on Coburg Road. The bicyclist, a 50-year-old male, had been coming up the on-ramp in the bike lane when the vehicle driven by Curtis was reported to have swerved into the bike lane and almost hit the bicyclist. The bicyclist yelled and tapped the front quarter panel of the truck. Curtis yelled and got upset. The traffic wasn’t moving much, and the bicyclist went to the driver’s side and the two yelled at each other, physically struggled and took pictures of each other during the dispute. The victim spat on Curtis. Curtis got out a handgun. The dispute ended and Curtis left the area. Officers called Curtis on the phone and he cooperated by telling them his location. The officers went to Springfield and contacted Curtis, recovering a firearm and charging him with Harassment and Pointing a Firearm at another.

Theft 2 – Case 1705250

Officers were called to Macy’s by loss prevention. They had a theft suspect, Dana Marie Stucky, age 31, of Eugene detained. She was reported to have taken items from the store and then left the store without paying. She headed toward a Pontiac that was parked in the driving lane facing the south entrance doors to the store. The car drove towards Stucky as if to pick her up. At that point loss prevention took Stucky by her arm and she was verbally uncooperative. Loss prevention was able to get her to agree to go back to the store. An officer stopped the vehicle, which was leaving the mall parking lot. There was not probable cause to charge the driver, a 40-year-old male friend of Stucky’s, with aiding her in the theft. Stucky was charged with Theft 2.

Hit and Run – Case 1705188

Police were called to the W. 29th Papa Murphy’s parking lot regarding a hit and run. They contacted the victim, a 51-year-old Eugene woman, who reported she might be injured. She reported she was westbound on W. 29th and attempting to turn into the parking lot. She had to wait to turn due to traffic and was hit from behind by a vehicle that was later determined to be driven by Angela Rose Weier, age 27, of Eugene. Weier stopped, and pulled into the parking lot, but then turned around and left. Officers responded to Weier’s residence and after investigating further charged her with Hit and Run and Driving with No Valid Operational Permit.

DUII, Hit and Run – Case 1705210

An officer was sent to the location regarding a Cadillac Escalade that had crashed into an apartment complex. The Escalade had crashed into an outside stairwell and metal post and came to rest into the north east side of the building. Residents of Motel 66 reported hearing the crash and feeling the building shake. The vehicle was registered to Casey Christian Westell, age 25, of Eugene. Bystanders reported the driver ran into an apartment. Officers went to the apartment and located Westell inside. An officer spotted drug paraphernalia inside his Escalade, and the officers speaking with Westell suspected impairment. After investigating, Westell was charged with DUII and Hit and Run.

Possession of Methamphetamine, Warrants – Case 1705205

While patrolling Washington Jefferson Park area, an officer spotted a man, Jordan Ryan Ausmus-Lovell, age 26, commit a pedestrian traffic violation and then cross the railroad right of way and trespass onto Union Pacific Railroad property. The officer contacted Ausmus-Lovell and during the contact found that the he had three warrants (Failure of Appear Possession of Meth, Failure to Appear Felon in Possession of Restricted Weapon, and Parole Violation for Possession of Meth). Ausmus-Lovell was taken into custody. He was in possession of methamphetamine. He was taken to Lane County Jail on the warrants and charged with Possession of Methamphetamines.

Bystanders reported a woman who appeared intoxicated in a vehicle at the Owen Rose Garden. Officers contacted the woman, Kelsey Michelle Monaghan, age 37, of Eugene. There was an open container of alcohol in the vehicle. After an investigation, Monaghan was charged with DUII.

Possession of Methamphetamine – Case 1705199

Police were called to the Adult Shop for a man who was trespassing and had advised the establishment that he was not going to leave. When they arrived, the man, Nolan Brooks Gwinn, age 38, was in his pickup truck. He appeared to be under the influence of a controlled substance. He was found to be in possession of methamphetamine. He was charged with Possession of Methamphetamine and warned for Trespassing.

On April 3, EPD responded to 252 calls for service (dispatched and non dispatched) and made 14 arrests. The average number of calls for service over the last seven days is 258 and the average number of arrests over the last seven days is 27. Criminal Mischief/Disorderly Conduct – Case 1705191

Police responded to the Ta Ra Rin restaurant regarding a disorderly female subject and located the described subject Rebecca Jean Fay, age 25, of Eugene, walking north on Willamette Street. Police received information that Fay was observed screaming and waving her arms while running toward a Ford F-150 truck and caused several significant scratches to the truck using a sharp object. Following contact with Fay, she was arrested and transported to the Lane County Jail for Criminal Mischief in the Second Degree and Disorderly Conduct.

Police responded to Goodwill Industries regarding a female shoplifter who was observed exiting the store without paying for an item she had taken. Police contacted the subject Wanda May Brents, age 41, of Eugene, and found information to arrest her on four warrants and Theft in the Third Degree. She was transported to the Lane County Jail.

Theft 3/Possession of Methamphetamine – Case 1705178

Police responded to the Duck Store regarding a female subject who was observed exiting the store without paying for numerous items she had concealed on her person. Police contacted the subject Jessica Noel Szili, age 39, of Eugene, and found information to arrest her for Possession of Methamphetamine and Theft in the Third Degree. She was transported to the Lane County Jail.

Harassment – Case 1705150

Police responded to the hospital regarding a disorderly subject, Michael Andre Kreitz, age 24, of Eugene, who pushed and struggled with employees while being escorted from the location. Kreitz was contacted by police and arrested for two counts of Harassment. He was transported to the Lane County Jail.

A police officer on patrol was flagged down by a pedestrian regarding a possible dispute near Lucky’s bar and contacted a male subject who kicked the driver’s side of an Infinity Q50 and caused damage to the vehicle. The subject Shawn Michael Rittmiller, age 25, of Eugene, was cited in lieu of custody for Criminal Mischief in the Second Degree.

Theft 3 – Case 1705135

A caller saw a man possibly switching license plates on a white sedan. An officer responded and found a white sedan parked at the Advanced Auto Parts store with a man crouching behind it. He contacted the man, Jimmie Dale Shelby, age 59, of Eugene, and after investigating found that the plates had been just been stolen from a vehicle in the area. Shelby was charged with Theft 3.

Possession of Methamphetamine - 1705108

A man was seating in the driver’s seat of a vehicle that was running and appeared passed out. There was drug paraphernalia in his lap. Officers were dispatched to investigate and arrived and found Darrell Nathanal Richard, age 58, as described. The awoke him and got him to turn off the vehicle. Medics were called for possible overdose situation. He was detained, but refused treatment by medics. He was found to be in possession of methamphetamine and arrested. He was taken to the hospital for evaluation.

DUII, Reckless Driving, Reckless Endangering – Case 1705089

Police responded to a two-vehicle crash at W. 11th Avenue and Olive. A Toyota Sienna minivan (Oregon Taxi) driven by Samuel Jacob Burchell, age 31, was transporting a customer, Jason Tyler Randall, age 30. The taxi was headed west on W. 11th approaching Olive on a green light. The other involved vehicle, a 1998 Honda Civic driven by Patrick Douglas Weber, age 23, of Eugene, ran the red light going north on Olive. The taxi struck the right rear of the Honda, causing the Honda to spin. The taxi driver and occupant reported being uninjured directly afterwards. The driver of the other vehicle, Patrick Douglas Weber, age 23, of Eugene, appeared to be intoxicated when officers contacted him. After further investigation he was charged with DUII, Reckless Driving, and Reckless Endangering.

DUII, Failure to Obey Stop Sign – Case 1705087

An officer on foot patrol at Broadway and Olive saw a BMW sedan that appeared to be going at a high rate of speed approaching the intersection. The officer shined his light toward the driver to try and get the vehicle to slow down. The driver, later identified as Lauren Eddie Oshea, age 24, of Eugene, slowed for the stop sign at the intersection, but did not stop. The officer ran to his vehicle and began to go locate it. A Downtown Guide got on the radio and advised the vehicle had stopped in front of Killer Burger. The officer arrived and contacted Oshea and suspected impairment. After an investigation, he charged Oshea with DUII and Failure to Obey Stop Sign.

Possession of Methamphetamine/Resisting Arrest/UUV – Case 1705085

Police responded to Kinsrow Avenue regarding a male subject who was found unresponsive in a stolen Honda Accord in the parking lot of the location. When police attempted to contact the subject, he refused to follow direction from the officer and was eventually taken into custody with the assistance of K9 Cjuk. Following contact with the subject, Dominic Jade Massey, age 24, of Salem, he was arrested for Unlawful Use of a Vehicle, Possession of Methamphetamine and Resisting Arrest. He was transported to the Lane County Jail on the charges.

Felon in Possession of Restricted Weapon, Warrant – Case 1705084

An officer conducted a traffic stop after a male bicyclist failed to obey a traffic control device. He contacted the rider, Justus Brandon Peterson, age 38, who had a warrant for his arrest on a probation violation out of Lane County Sheriff’s Office. Peterson had a knife strapped to the front of his chest, and a taser in his backpack. He was taken into custody on the warrant and charged with Felon in Possession of Restricted Weapon.

DUII/Hit and Run/Reckless Driving – Case 1705080

Police responded to a two vehicle crash between a Dodge Dakota and a black Hyundai sedan. Police received information that the pickup was traveling southbound on River Road when it swerved and crashed head on into the Hyundai, which was stopped in the refuge lane to turn west, and the driver of the pickup was restrained by a bystander after he attempted to leave the location. Police contacted the driver of the pickup, James Christopher Bonde, age 43, of Eugene, and arrested him for DUII, Hit and Run and Reckless Driving. The drivers of the vehicle were evaluated at the scene by medics and Bonde was transported to the Lane County Jail on the charges.

Disorderly Conduct – Case 1705036

Police responded to the area of Scobert Park regarding a disorderly subject, Charles Russell Murray, age 54, of Eugene, who had threatened customers at a nearby business and was chasing people at the location. Following contact with Murray, who had been contacted earlier by police regarding his behavior, he was arrested and transported to the Lane County Jail for Disorderly Conduct.

Unlawful Possession Weapon/DUII/Reckless Driving – Case 1705025

A police officer on patrol observed a white 1999 Dodge Dakota pickup fail to come to a complete stop at 5th Avenue and Monroe and nearly struck a vehicle that was traveling east as the driver of the pickup, Christopher William Lister, age 31, of Springfield, proceeded to drive south. The police officer conducted a traffic stop and contacted Lister. After further investigation, he was arrested for Unlawful Possession of a Weapon (firearm), DUII and Reckless Driving.
