[ARCHIVED] Man Arrested on 10 Counts of Encouraging Child Sex Abuse 1

Richard Dallas Owens, age 38, of Eugene, has been charged with 10 counts of Encouraging Child Sexual Abuse in the First Degree. Eugene Police Violent Crimes Unit became aware of Owens as a possible child pornography suspect through law enforcement channels and began investigating. A VCU detective applied for and was granted a search warrant at Owens’ residence, which they served on February 1, 2021. Owens was arrested on February 1 at 9:36 p.m. and lodged at the Lane County Jail.

 

During the search of Owens’ home, VCU found an extensive collection of child pornography, and in reviewing the materials have concern there may be possible local child and adult victims. If anyone has information in this case, they ae asked to call 541.682.5111 and reference case 21-01474
