April was a busy month for Street Crimes Unit


During April
Eugene Police Street Crimes Unit  capturedproperty crime offenders, sexual predators, fugitive from justice, assisted
code enforcement with nuisance locations and served a warrant on a drug housefrom a public tip. This proactive work is made possible through the
council-enacted, one-time bridge funding. 


SCU seized more than $40,000 cash. Street Crimes received information from EPD’s Property Crimes and Crimes Analysis units that Caden Jay Christman, age 22, of Eugene, had listed a bench grinder from a recent Lane County Sheriff’s Office burglary. Officers set up a buy/bust operation on April 9 at 2:22 p.m., for Christman and once the purchase was completed at his Eugene residence, officers arrested him. As officers were starting to handcuff Christman, he attempted to pull away and one of the officers noticed a bulge in his waistband that turned out to be a loaded handgun. Christman later consented to a search of his apartment where officers located several other items from the LCSO burglary as well as license plates stolen out of Eugene.  The victim from the burglary responded to the scene and retrieved his property. Christman was charged with Possess of Heroin Two Prior Possession of Controlled Substance Convictions, Unlawful Possession of a Firearm, Felon in Possession of a Firearm, and Theft in the Second Degree. Case 19-05220


SCU responded to a call at 1:47 p.m. on April 9 that had been holding for a period of time, due to lack of officers for patrol response. The call was suspicious conditions regarding several individuals squatting in a home in the 1800 block of Villard. The individuals were observed taking a vehicle apart that belongs to the primary tenant of the home, who has been away from the home for a time. Officers responded to the location and contacted three females and Martin Lee Nelms, age 39, who had a confirmed warrant for Theft in the First Degree.  SCU was able to get ahold of the property manager of the residence, who stated the caller had relinquished his lease and all the people contacted were not allowed to be in the residence. Case 19-05227


AnSCU officer worked a drug case and ultimately made an arrest at the supplier
level. The supplier arrived at a meet location near Four Corners (Hwy.99), set up by the officer and was taken into custody on April 12 at 5
p.m..  He had more than four grams of heroin and several gramsof methamphetamine. He was arrested for Unlawful Delivery of Heroin,
Unlawful Delivery of Methamphetamine. Case 19-05396


Street Crimespartnered up with SIU and captured another sexual predator.  On April
17 at 3:37 p.m., Special Investigations detectives were working a stingregarding child prostitution and posed online as a teen girl. A man, later
identified as Bryan Ray Warren, age 38, of Sutherlin responded to the postingand made an agreement to meet the “girl,” who identified herself as age 15, in
the vicinity of a local high school. He was taken into custody by Eugene PoliceStreet Crimes Unit. He was lodged at the Lane County Jail, charged with Online Sexual
Corruption of a Child in the First Degree.


On April 18at 4:32 p.m., SCU responded to an online drug
tip regarding the eastern end of the West Universityarea.  Officers continued working at E. 18th Avenue and Riverview
Street and at 2:35 p.m. when they contacted a man later identified as Lex MalonBraley, age 24. He did not have Driver’s License and was operating a
motorcycle. He was also found to have a felony warrant for his arrest, and hehad had provided a false identity to police during the contact. He was arrested
on the warrant and a new charge of Providing False Information to Police. Case19-05743


4:32 p.m., on April 18, SCU officers noted a man and woman in the 2700 block ofE. 18th Avenue. The man had been seen going into the yards of some
homes, then coming back out.  The residents did not know him. SCUcontacted the pair, along with another individual. The man, Dustin Michael
Spurlock, age 40, of Eugene, Spurlock had two warrants: Parole Violation forDelivery of Methamphetamine and a warrant for Theft in the Second Degree out of
Marion County. He was taken into custody on the warrants. Case 19-05742


At 6:29p.m., on April 18, SCU officers were watching the 800
block of W. 6th Avenue and observed several individuals coming andgoing from a certain vehicle. A traffic stop was made on one vehicle
leaving the area and the owner of the car,Katherin Black, age 32, was arrested for a warrant. SCU contacted another individual in the parking lot, Katherine
Marie Johnson, age 33, and observed digital scales with residue on it insidethe vehicle. Officers discovered Johnson was in possession of Methamphetamine
and more than 40 grams of heroin, plus money, and there was evidence she hadbeen selling drugs to other individuals. SCU charged Johnson with Unlawful
Possession of a Controlled Substance, Unlawful Delivery of a ControlledSubstance Heroin, Unlawful Possession of a Controlled Substance


TheStreet Crimes followed up on an anonymous tip regarding the location of a
domestic violence suspect, Jayseph Patrick White, age 29, of Springfield.Patrol had established probable cause to arrest White for Assault in the Fourth
Degree (Abuse Prevention Act) Felony that occurred on April 16. He was takeninto custody on April 19 without incident. Case 19-05617


Downtown Bicycle officer contacted the Street Crimes Unit to advise thepossible location of a fugitive out of Tennessee, Charles Shofner Ramsey, age
49, of Manchester, TN . The Downtown team was unable to follow-up with thecase due to staffing. On April 19, SCU set up at the location and located
Ramsey sitting outside the motel in the smoking area. The warrants wereconfirmed with extradition from anywhere in the continental United
States.  Ramsey was taken into custody without incident. The warrants werefor Manchester, Tennessee, for Assault (Probation Violation), Resisting Arrests
(Probation Violation), and two counts of Failure to Appear. Case 19-05811.


OnApril 23 at 7:50 p.m., Street Crimes Unit officers observed Brittney Nicole
Langston, age 29, walking south on Candlelight Drive near Welcome Way. Theywere aware of some property and drug-related cases in which there was probable
cause to arrest Langston, and there were Attempts to Locates issued for her byan EPD detective and an EPD officer. She was arrested on 19 counts of Mail
Theft, Unlawful Possession of Heroin Felony, Unlawful Possession of ScheduleIV, Criminal Possession of Forged Instrument in the First Degree, Aggravated
Identity Theft, and Theft in the Third Degree. Langston was in possession ofmore than three grams of heroin and more than a gram methamphetamine when she
was contacted by SCU officers. Cases 19-05166, 19-01362, and 19-06043


SCUofficers have been paying attention to a residence in the 2300 block of Augusta
due to frequently seen, short-stay traffic, which can be an indicator of drugactivity. Area residents had reported this on the EPD drug tip line and SCU followed
up and made two arrests while also observing several individuals coming andgoing from the location who are linked to property crimes and drug crimes
throughout the city.  Due to the increased presence by SCU and concernedneighbors, the property manager  evicted all of the tenants. 


On April 23, at 5:46 p.m., an officer observed David
Henry Storey, age 45, of Junction City, driving a vehicle with switched platesin the W. 11th and Acorn Park area.  One of the SCU officers conducted a
traffic stop.  Storey had a warrant and was in possession of a restrictedweapon and methamphetamine. The vehicle was impounded. Storey was charged
with  Unlawful Possession of  Controlled Substance Methamphetamine,Felon in Possession of a Restricted Weapon (dagger), and Contempt of Court
Warrant (Linn County). He was cited for Switched Plates. Storey also had a handgun replica (BB gun) on thedriver’s floor board.  Case 19-06035


12:53 p.m., on April 24, Street Crimes Unit responded with the City’s CodeEnforcement to 810 W. 28th Avenue to assist with posting abatement letters on
the location. The City of Eugene’s Code Enforcement has received numerouscomplaints about the location having large amounts of trash left outside and
people camping in the yard. Eugene Animal Services had several complaintsregarding dangerous and unlicensed dogs at the property. This house was posted
with a 10-day notice to get the trash removed and to immediately stop allowingcamping. Animal Services contacted a man at the location, Nile Deangelo
Glenn, age 25, regarding an unlicensed dog and issued him a citation. Glenn hada warrant out of Lane County Circuit Court for Probation/Parole Violation
(Assault in the Fourth Degree APA and Contempt of Court). Officerscontacted Glenn regarding this matter and during a search incident to arrest,
Glenn was found to be in possession of methamphetamine. He was chargedwith Unlawful Possession of a Controlled Substance Methamphetamine. Case


Street Crimes Unit focused on two suspects who have been reported to have committed numerous thefts from area retailers such as Fred Meyer and Coastal Farm. The two suspects, Garrett Jeffrey Hamilton, age 34, and Brittanie Lynn Shaner, age 27, also ran from an officers on Tuesday night near Winco, on Barger. SCU was able locate the pair at Fred Meyer on April 24 at 3:41 p.m., and took them into custody without incident. Hamilton provided consent to search his truck and officers were able to recovery property stolen from Home Depot and Goodwill.  Shaner was charged with Theft in the Second Degree, and Possession of a Controlled Substance Methamphetamine. Hamilton was charged with Stalking (warrant), Possession of Controlled Substance Heroin, and Theft in the Third Degree. Cases 19-05530, 19-06097


At8:59 on April 24, officers contacted Anthony Robert Andreotti, age 42, of
Eugene, during a traffic stop at River Road and Knoop Lane. Andreotti was thepassenger and officers knew he had a warrant for his arrest for Possession of
Controlled Substance Heroin.  The cover officer observed Andreotti makingsome furtive movements and located heroin on his person. Officers
conducted a search of the area where Andreotti had been seated and located overtwo grams of Heroin and Oxycodone pills. He was taken into custody on the
warrant and charged with  Possession of More than One Gram of Heroin andPossession of Oxycodone. Case 19-06108


March 14, SCU received a tip from an area business person regarding frequent,short-stay traffic in the area near some apartments in the 1500 block of High
Street. The business person was able to provide images from video surveillance that showed hand-to-handtransactions that appeared drug-related. Since that time, SCU followed up on
this tip and conducted several surveillance operations of the area. SCU wasable to identify persons of interest as well as an apartment that appeared
involved.  SCU officers then observed hand-to-hand transactions  andmade stops of people leaving the area who were found to be in possession of
illegal narcotics.  The team applied for and was granted a search warrantby a Lane County Circuit Court Judge.  May 3, at 7 a.m., the SCU,
with assistance of EPD SWAT and EPD K9 served the warrant, for an apartment inthe 1500 block of High Street. They found supporting evidence of heroin drug
delivery and possession, as well as a felon possessing firearms.  The SCUis continuing to investigate and will provide more information once the case is
further along.

SCU has been focusing on prolific offenders, who are identified throughintelligence-based policing, public tips and other sources. They have been
proactively responding across the city to quality of life issues as they arise,using all available resources and partners such as community groups,
neighborhood associations and city services. 


Theunit makes a dynamic difference in a variety of public safety issues including
on emerging crimes and neighborhood livability issues. This team createscapacity within the organization to address and solve problems throughout the
city of Eugene. SCU is a tangible outcome of the one-time,18-month bridgefunding by Eugene City Council that is dedicated to targeting immediate and
acute community safety system issues while working toward mission-criticalenhancements that need to be addressed through a longer-term and broader
community safety initiative. The unit currently consists of a lieutenant, a sergeantand four officers. The team will expand to include another sergeant and four
additional officers as staffing allows.
