EPD on the Beat - April 2018

On April 12, EPD responded to 271 calls for service and made 23 arrests. The average number of calls for service over the last seven days is 243 and the average number of arrests over the last seven days is 30. The number of calls for service on this day last year was 281, and the number of arrests was 22. Over the last three years, the average number of calls for service received on April 12 is 244, and the average number of arrests, 21.

DUII/Reckless Driving – Case 1805884

A police officer patrolling the area observed a 2016 Chevrolet Cruse fail to stop at a red light at the intersection of 13th Avenue and Patterson, nearly crashing into other vehicles. The officer conducted a traffic stop of the vehicle and contacted the driver, Alesha Dawn Watson, age 20, of Eugene. After further investigaiton, she was arrested and transported to the Lane County Jail for DUII and Reckless Driving.

Fugitive From Justice – Case 1805845

An officer was parked on Fern Ridge Bike Path at Oak Patch doing routine park patrol when he saw a bicyclist enter the crosswalk there, at the same time a pedestrian entered the crosswalk from the opposite side. As the bicyclist got to the center median, a Honda Accord sped through the crosswalk without slowing down. The pedestrian was still in the crosswalk and not quite at the center median. The officer stopped the driver, later identified as Gregory Thomas Leidigh, age 33, of Orlando, Florida. He found that Leidigh had a warrant out of Orange County Florida for Larceny and Grand Theft. Leidigh didn’t have a license or insurance and was arrested as a Fugitive from Justice and provided citations for Driving Without a License, Driving Uninsured, and Failure to Yield to a Pedestrian.

Criminal Trespass – Case 1805842

Dispatch advised police of a subject trapped in an elevator shaft and they responded. When they got there, they found the subject, Todd Allen McGuire, age 54, covered in red ink that they thought initially was blood when they removed him from the elevator shaft. The elevator technician reported that the elevator was situated on the lowest level and there would be about two feet of clearance underneath and about eight inches of clearance around the outside. It would have been extremely dark inside. He said someone trapped inside the elevator shaft would need a special tool to get the outer doors open and might not be heard through the doors. He said being trapped in the elevator shaft could have been fatal. A building official reported the elevators were being serviced and the shaft was blocked with hazard tape. It was only when there were complaints of marijuana smoke on the fifth floor that it was determined this seemed to be coming from the elevator shaft. While being detained McGuire yelled profanities at officers. While at Jail bookin, McGuire threatened and insulted officers using religious slurs and slurs against officers and deputies. He was charged with Criminal Trespass 2.

Criminal Trespass, Harassment – Case 1805830

An officer responded to Taco Bell after a trespasser was reported. The suspect, Donald Michael Petree, age 60, had belongings and tarps set up on the sidewalk next to the Taco Bell front door, under a window with a ‘no trespassing’ sign. The manager reported that Petree had been there the day before and had kicked the door and hit the windows. When she told him to leave, he swung at her, hitting her in the arm. A customer got in between the two and Petree left. The officer charged Petree with Criminal Trespass and Physical Harassment.

The number of calls for service on this day last year was 253, and the number of arrests was 24. Burglary 1 -1805778

Two female roommates reported a burglary at their duplex. They had found both of their bedrooms ransacked and jewelry stolen. Officers responded to investigate and identified a suspect, Keith Joseph Randel, age 28, based upon evidence. Randal’s whereabouts were unknown, as he is listed as transient, but he had many contacts from the downtown area. The investigating officer issued an ‘attempt to locate’ and Randel was found at 1 E. Broadway Aly/Oak Aly at 12:39 a.m. April 12. He was charged with Burglary 1.

Theft 2, Interfere with Police Officer, Warrant – 1805814

EPD patrol units responded to the area of Toys-R-Us after two people were reported to be shoplifting by an off-duty Springfield Police officer. The off-duty officer kept the two suspects in sight near Barnes and Noble bookstore. An EPD sergeant arrived first and told the two individuals, to stop. Both the suspects, identified as Tyler Lee Endicott, age 24, of Eugene, and Kristilee Strand, age 32, looked at the sergeant and started to flee on their bicycles. On EPD officer was able to close the gap on Strand, grab her off her bicycle and take her into custody. The off-duty SPD officer ran towards Endicott and was able to catch up and take Endicott off his bike, and then detained him. Strand had a warrant for failure to appear on a criminal mischief charge. She was charged with Interfere with Police Officer, Theft 2, Theft 3. Endicott was charged with Interfere with Police Officer and Theft 2.

Inhale Toxic Vapors – Case 1805802

An officer was called to Chase Bank regarding a suspicious package. When he got there, he saw a man, later identified as Marc Angel Alvirez, age 27, of Medford, who was unresponsive and who was holding a can in position near his mouth. The officer called for medics, and then was able to get a response from Alvirez. Eugene Springfield Fire EMS responded and Alvirez was checked. Alvirez was advised inhaling toxic vapor in public was illegal in Oregon and the officer offered him a ride to the Greyhound station as Alvirez reported he had plans to leave, however Alvirez declined the ride. The officer was called very shortly after this to a disorderly subject in front of El Super Burrito. He arrived to find Alvirez already detained by another officer. Alvirez was reported to have come into the store and sat down without purchasing anything and then was appearing to be inhaling vapors. Alvirez had exited the store and fallen to the ground and then was detained. He was charged with Inhaling a Toxic Vapor.


On April 3, EPD responded to 247 calls for service and made 24 arrests. The average number of calls for service over the last seven days is 250 and the average number of arrests over the last seven days is 26. The number of calls for service on this day last year was 247, and the number of arrests was 20. Over the last three years, the average number of calls for service received on April 10 is 243, and the average number of arrests, 31.

Possession of Heroin – Case 1805750

An officer was patrolling in the area and noticed a Buick LeSabre cross over the double yellow line of Maple Street to avoid a raised speed bump in the road, then fail to signal two turns. The officer performed a traffic stop and contacted the driver, Michael Joseph Reichardt, age 27, of Eugene. Reichardt’s license was suspended and he didn’t have insurance or registration for the vehicle. The officer impounded the vehicle and cited Reichardt for driving while uninsured and failure to signal a turn. The vehicle plates ended up returning to a different vehicle. During an inventory search prior to towing, the officer found heroin, and Reichardt was also charged with possession of heroin.

Assault, Interfere with Public Transportation, Criminal Trespass 2 – Case 1805739

EPD officers were sent to a physical fight at the intersection. When they arrived, they found Geoffrey Francis Asman, age 61, of Eugene, in custody. LTD public safety officers had contacted Asman, as Asman had been permanently trespassed from all LTD property on March 26, 2018. Asman was at the main station and was told he had to leave and not return. He left, but walked to the next LTD bus stop at W. 11th Avenue and Lawrence. An LTD public safety officer again contacted him and told him to leave. Asman walked past the officer and tried to board the bus and the officer stopped him. Asman left this station and ended up flagging down and boarding another bus before the officer could stop him. The LTD officer followed in his vehicle, and had the bus stop so he could enter. He had Asman get off the bus and once off the bus, the LTD officer advised Asman he was under arrest for trespassing and interfering with public transportation. The LTD officer and a supervisor went to detain Asman and Asman fought with them alongside the road. They were able to get him on the ground, and while the LTD officer was searching Asman, Asman kicked the LTD officer in the head. The two LTD security personnel were able to hold Asman down until EPD units arrived. Asman was charged with assault, interfering with public transportation, and two counts of criminal trespass.

DUII, Reckless Endangering, Reckless Driving – Case 1805706

EPD responded to assist a Springfield Police officer with a traffic stop at the location. The Toyota Corolla had failed to maintain its lane, speeded through a construction zone on Franklin Boulevard, and stopped at a green light at Franklin Boulevard and Walnut Street in Eugene. The SPD officer initiated a stop. An EPD officer contacted the driver, Robert Marion Collins, age 45, of Springfield and suspected impairment. There was a passenger in the car as well. The EPD officer had Collins exit the vehicle and observed a handgun in the vehicle. Collins dropped his phone and reached down right next to where the gun was located to retrieve the phone, prompting the officer to grab ahold of Collins and move him toward the back of the vehicle. The SPD officer took control of Collins while the EPD officer retrieved the handgun. Upon further inspection it was a ‘BB’ gun replica that was a realistic simulation of a real gun. There was also an open container of alcohol in the vehicle. After an investigation, Collins was charged with DUII, Reckless Driving, and Reckless Endangering.

DUII, Reckless Driving, Minor in Possession – Case 1805702

A driver, later identified as Ashton Robert Matthews, age 19, of Eugene, arrived at a local hospital after being involved in a crash in the 1900 block of N. Danebo Avenue, where he hit a parked vehicle and ended up on a home’s front lawn. An officer found that Matthews had been involved in a single-vehicle crash and upon contacting him at the hospital, suspected impairment. After an investigation, Matthews was charged with DUII, Reckless Driving and Minor in Possession.

The number of calls for service on this day last year was 269, and the number of arrests was 21. Unlawful Use of Weapon 

On April 10 at 12:34 p.m., Eugene Police officers responded to Hiron’s after a dispute between two men was reported. They located the 33-year-old male victim, who is Black, at E. 17th Avenue and Ferry Street. He reported that another man, Walter Henry Rodriguez, age 51, of Eugene, who is Caucasian, had come after him with a mallet, threatening to kill him and using a racial slur. The two are known to each other, as the victim is in a relationship with Rodriguez’ ex-girlfriend. The victim reported he was able to dodge the mallet, and was punched subsequently by Rodriquez. The victim declined medical attention. Rodrigues was associated with an orange Honda Fit that returned to an address on W. 23rd. There was information that the driver had been armed with a handgun, so when officers located the vehicle parked near the involved residence, to safeguard the public, they shut down traffic westbound on W. 23rd Avenue at Charnelton Street and eastbound traffic on W. 23r4d at Lincoln Street. Rodriguez was observed moving around in the car. An officer used the PA to give the man commands and he got out of the car, but was not compliant with commands, kept reaching for his clothing and grabbed a cellphone. Eventually he did get on the ground and was taken into custody at 6:23 p.m. No firearm was located. A mallet was recovered from the vehicle he had been driving. He was charged with Unlawful Use of a Weapon, Intimidation in the Second Degree and Menacing (Bias).

Use of Marijuana Public Place/Warrants – Case 1805671

A police officer patrolling the area contacted Eugene Edward Howard III, age 43, of Eugene, regarding marijuana use. During contact with Howard, police found information to arrest him on three warrants and Use of Marijuana in a Public Place. He was transported to the Lane County Jail.


04/09/18 01:38, MARSHALL AVE/TANEY ST

Possession of Methamphetamine/Warrants – Case 1805634

A police officer patrolling the area observed a blue 1993 Jeep Grand Cherokee traveling west on Marshall Avenue with expired registration and contacted the driver of the vehicle, Richard Leroy Doolittle, age 36, of Eugene, and observed him to have a stolen license plate in his possession. Following contact with Doolittle, he was arrested and transported to the Lane County Jail for Possession of Methamphetamine, Theft in the Third Degree and two warrants. He was also cited for Driving While Suspended, Driving Uninsured and Failure to Renew Vehicle Registration.


Last week (Sunday, April 1 – Saturday, April 7) EPD responded to 1,718 calls for service and made 162 arrests. The average number of calls for service over the last four weeks is 1,763 with 182 arrests. The number of calls for service during the same week last year was 1,936 with 194 arrests. Over the last three years, the average number of calls for service for this period was 1,743 and there were 213 arrests.

 

On April 8, EPD responded to 215 calls for service and made 30 arrests. The average number of calls for service over the last seven days is 245 and the average number of arrests over the last seven days is 23. The number of calls for service on this day last year was 258, and the number of arrests was 48. Over the last three years, the average number of calls for service received on April 8 is 262, and the average number of arrests, 51.

Warrant Arrest – Case 1805585

Officers were dispatched to a reported disorderly subject at Buckley House. Officers arrived and contacted the man, identified as Michael Bradley Nixon, age 34. Nixon had a parole violation warrant for Sex Assault. He was taken into custody on the warrant.

DUII, Reckless Driving, Failure to Drive in a Single Lane, Open Container – Case 1805580

An officer observed a vehicle make a lane change with no turn signal, then fail to maintain his lane and got close to the patrol vehicle. The officer initiated a traffic stop and contacted the driver, David Michael Errington, age 42, of Eugene. The officer suspected Errington was impaired and conducted an investigation. Errington was charged with failure to drive in a single lane, open container, DUII, and  reckless driving.

 

04/08/18 02:31, 929 W 6TH AVE/BLAIR BLVD

Driving under the influence of intoxicants, reckless driving and fail to obey one way designator – Case 1805578

An officer saw headlights come eastbound on the westbound-only lane of travel on 6th Avenue. Several motorists had to move out of the way to avoid a collision with the wrong-way driver. The officer activated his lights to stop traffic and help prevent a collision. The involved vehicle came to a stop in front of the patrol vehicle and the officer contacted the driver, identifying him as Ronald Steven Woods, age 68, of Eugene. The officer suspected impairment and conducted an investigation. Wood was charged with Driving under the influence of intoxicants, reckless driving and fail to obey one way designator

DUII/Reckless Driving – Case 1805560

Police responded to the area regarding a possible DUII driver in a 2004 Cadillac Seville who crashed into the Steelhead Brewery building on East 5th Avenue, and located the involved vehicle in the parking lot on the north side of the buisness. The officer contacted the driver of the vehicle, Anthony Joseph Draeger, age 60, of Drain, and after further investigation, arrested and transported to the Lane County Jail for DUII and Reckless Driving.

Possession Heroin/DUII/Reckless Driving/False Info To Police – Case 1805552

Police responded to the area regarding a possible DUII driver in a Ford Edge who crashed into a parked car, destroying the front of his vehicle and causing significant damage to the back end of the car. The officer contacted the driver, Bart Alan Lucas, age 46, of Eugene, and was provided false information regarding vehicle insurance liability. After further investigation, police found information to arrest him for Possession Heroin, Possession of Controlled Substance, Driving While Suspended, False Information to Police, DUII, Reckless Driving. He was transported to the Lane County Jail and also cited for Driving Uninsured.

Disorderly Conduct – Case 1805548

A police officer patrolling the area observed two male subjects in close proximity yelling at eachother, blocking pedestrian traffic with their escalating behavior that continued into the roadway, causing vehicular traffic to move around them. Police contacted the subjects, James Hadley Wells IV, age 39, of Eugene, and Ronald Albert Daniels, age 50, of Vida, and found that both are known to eachother. They were arrested and transported to the Lane County Jail for Disorderly Conduct.

DUII/Reckless Driving – Case 1805540

An off-duty police officer observed a Chevrolet Malibu traveling at a high rate of speed southbound on Coburg Road before crashing into a traffic light pole on the raised median. Police responded to the scene and contacted the driver, Jennifer Ann Brooks, age 38, of Springfield, and arrested her for DUII, Reckless Driving and Driving While Suspended. Public Works responded to the location to assess the damage of the light pole and Brooks was transported to the hospital for evaluation.

DUII/Reckless Driving – Case 1805409

A police officer patrolling the area conducted a traffic stop of a green 2015 Kia Soul after observing the vehicle fail to stop at the intersection of Broadway and Lincoln Street, and subsequently drove southbound on the northbound lanes of Lincoln Street. The officer contacted the driver, Dallas Raquel Halsey, age 24, of Eugene, and after further investigation, she was arrested and transported to the Lane County Jail for DUII and Reckless Driving. She was also cited for Fail to Obey a Traffic Control Device and Fail to Obey One Way Designator.

Noise Disturbance – Case 1805408

Police responded to a residence for information of a loud party. The responding police officer could hear noise from a distance before arriving to the location and contacted the tenants, Huntley Michael Sims, age 19, and Josiah Bryan Panlilio, age 19. They were both cited in lieu of custody for Noise Disturbance.

Unlawful Entry Motor Vehicle/Criminal Mischief 2/Criminal Trespass 2 – Case 1805403

A police officer was flagged down to a male subject who had broken into a Nissan Frontier that was parked outside a maintenance shop, and was kept at the location by the 44-year-old male victim until police arrived. The officer contacted the suspect, Daniel Jeremy Meyers, age 33, of Springfield, and observed items on the truck that had been misplaced or damaged. Meyers was arrested and transported to the Lane County Jail for Unlawful Entry of a Motor Vehicle, Criminal Trespass in the Second Degree and three counts of Criminal Mischief in the Third Degree.

Disorderly Conduct – Case 1805373

Police responded to the location regarding a disorderly subject who was walking down the middle of the street and obstructing traffic. Police contacted the described subject, Sarah Fallingwater, age 41, of Eugene, and received information that she had also been observed walking in traffic earlier in the day. She was arrested for Disorderly Conduct and transported to the Lane County Jail.

DUII/Reckless Endangering/Reckless Driving – Case 1805353

A police officer patrolling the area observed a maroon 2002 Chevy Venture mini-van with a passenger travel east through the intersection into one-way westbound traffic. The officer conducted a traffic stop of the vehicle and contacted the driver, Andrea Nichole Palmer, age 40, of Eugene, and after further investigation, arrested her for DUII, Reckless Driving and Reckless Endangering. She was transported to the Lane County Jail on the charges.

Burglary 1 – Case 1805335

Police responded to an apartment regarding a welfare check and contacted a man who matched the description of the suspect involved in a burglary on March 30 at a residence on the 900 block of Hilyard Alley. On April 2, police received information that the suspect entered the garage through an open door and stole two firearms. Following contact with the suspect, Jacob Ryan McGlamery, age 27, of Eugene, he was arrested and transported to the Lane County Jail for Burglary in the First Degree and two counts of Theft in the First Degree.

 

04/03/18 15:28, 1600 BLOCK OF PEARL ST

Criminal Mischief 3 – Case 1805333

A police officer patrolling the area responded to information of a male subject vandalizing a dumpster with graffiti. Police located the described suspect, Gordon Douglas Barnes, age 35, of Eugene, and also observed graffiti on a nearby stairway at an apartment. Following contact with Barnes, police found information to arrest him on two counts of Criminal Mischief in the Third Degree.


Last week (Sunday, March 25 – Saturday March 31) EPD responded to 1,709 calls for service and made 186 arrests. The average number of calls for service over the last four weeks is 1,746 with 168 arrests. The number of calls for service during the same week last year was 1,752 with 185 arrests. Over the last three years, the average number of calls for service for this period was 1,563 and there were 196 arrests.

 

On April 2, EPD responded to 253 calls for service and made 16 arrests. The average number of calls for service over the last seven days is 242 and the average number of arrests over the last seven days is 26. The number of calls for service on this day last year was 247, and the number of arrests was 28. Over the last three years, the average number of calls for service received on April 2 is 247, and the average number of arrests, 34.

Disorderly Conduct – Case 1805303

Police responded to a residence at an apartment regarding an unknown female subject who had been banging on the apartment windows and door around 3 a.m. The described subject, Donna Lee Webb, age 57, was located and contacted by police near the front door of the apartment. She was arrested and transported to the Lane County Jail for Disorderly Conduct.


04/02/18 08:43, 900 BLOCK OF HWY 99N

Felon In Possession Firearm/Possession Stolen Vehicle – Case 1805253

A police officer on patrol observed a stolen GMC Envoy traveling northbound on Highway 99 and followed the vehicle into an apartment complex. The officer pulled into the location and observed the driver, who was standing outside the vehicle, run westbound. The officer followed the suspect, Shane Chase Montes, age 33, of Eugene, who continued to run after being given direction to stop, and was eventually taken into custody a short distance away. Following contact with Montes, police found information to arrest him for Possession of a Stolen Vehicle, Felon In Possession of a Firearm, Possession of Heroin, Possession of Methamphetamine, Interfering With Peace Officer and a warrant. He was transported to the Lane County Jail on the charges.
