A police officer patrolling the area observed a green 1995 Jeep Wrangler traveling northbound at a high rate of speed and failing to maintain a single lane. The officer conducted a traffic stop of the vehicle and contacted the driver, Hilaree Anne Macpherson, age 30, of Eugene. During the investigation police received information of a Hit and Run involving the described Jeep Wrangler that crashed into a parked Nissan Altima on East 20th Avenue a short time before, and observed significant damage to the front driver side of the vehicle. Following contact with MacPherson, she was arrested and transported to the Lane County Jail for DUII, Reckless Driving and Hit and Run.

A police officer patrolling the area observed a 2009 Honda Accord that was traveling westbound in the eastbound lanes of I-105. The officer attempted to conduct a traffic stop of the vehicle and it failed to yield to police and eventually pulled over in the parking lot of Jackson’s Market on West 7th Avenue. Police contacted the driver, Leslie Rae Burnette, age 37, of Eugene, and received information that she had struck another vehicle while merging onto I-105 eastbound from southbound Delta Highway, and was traveling directly toward the Ford Focus, and struck the side of the vehicle as it attempted to merge into the number one lane to avoid the oncoming Accord. During contact with, Burnette, police observed damage consistent with the information from the crash and after further investigation, arrested her for DUII, Hit and Run, Reckless Driving, Elude Vehicle and Reckless Endangering. She was transported to the Lane County Jail on the charges.

Police responded to information of a vehicle that had been stolen on March 28 and was traveling westbound on Beltline. A police officer who was in the area located the described Nissan truck and conducted a traffic stop of the vehicle. The officer contacted the driver, Dylan McKoy Haines, age 21, of Eugene, and the passenger, Jacob Ferris Arbogast, age 24, of Eugene, and found information to arrest Haines for Unauthorized Use of a Vehicle, and Arbogast for Possession of Methamphetamine. Both were transported to the Lane County Jail on the charges.

A police officer patrolling the area conducted a traffic stop of a green 2005 Ford Escape after it was observed traveling with the passenger side tires on the white dotted lane and continued at a high rate of speed as it entered onto I-105 eastbound, and subsequently failed to activate the turn signal as it moved from the number one lane toward the number three lane. The officer contacted the driver, Nikolai Paul Volkoff, age 32, of Eugene, and after further investigation, he was arrested for DUII and Reckless Driving. He was also cited for Failure To Signal Lane Change.

On March 28 at 4:36 p.m., an LTD security officer contacted Michael William Schemmer, age 54, of Eugene, who was trespassed from the LTD Bus Station, 1099 Olive Street. Several LTD security officers contacted Schemmer on the bus. When an officer contacted Schemmer and handed him a citation, Schemmer slapped it out of the officer’s hand. Schemmer was escorted off the premises by security. Once he was released, he raised his cane over his head as if he was going to swing it at the officer who handed him the citation and threatened the officer with the cane while using a racial slur multiple times. Schemmer was detained by security and EPD responded and conducted an investigation. During the investigation, Schemmer refused to answer questions and made veiled threats to kill the investigating EPD officer as well as the security officers. While he was being searched incident to arrest, Schemmer kicked an EPD officer in the knee. After the investigation, Schemmer was transported to Lane County Jail for Intimidation 2, Menacing, Harassment, and Interfering with Public Transportation.

Theft 1, Possession of Methamphetamine – Case 1804998
On March 28 at 10:01 a.m., an EPD officer was dispatched to 725 W. 1st Avenue regarding a the theft of a custom bike from the business, which had occurred sometimes between March 23 and March 26. When the officer got there, he was told the victim had left the location and was out actively looking for the bike and had just spotted someone with it walking at Maurie Jacobs Park. EPD’s officer responded to the park and the victim provided information describing the person with the bike and his direction of travel, which was toward the Willamette River. The officer located the suspect, later identified as Derek David Davia, age 44, of Eugene. He had a knife in his front pocket and a hatchet in his back pocket. Two officers took Davia into custody without incident. Davia was found to be in possession of methamphetamine. Davia was charged with Theft 1 and Unlawful Possession of a Controlled Substance Methamphetamine.

An officer spotted a man pull away from a curb without his headlights in a Maza pickup truck near W. 7th Avenue and Olive Street. The driver quickly put the lights on, but eventually drove the wrong way down W. 7th Avenue. The officer initiated a traffic stop and upon contacting the driver, Shane Theron Weber, age 29, of Vida, the officer suspected impairment. After an investigation, Weber was charged with DUII and Reckless Driving.

Police were called regarding a man, later identified as Glenn Matthew Grimes, age 33, who was breaking out vehicle windows. They responded and found Grimes and he initially refused to sit down. The investigation found that Grimes had run by a vehicle and hit the side view mirror, breaking it. There was a second victim vehicle with the driver’s side mirror cracked. Grimes had been reported acting aggressively with several people. During the investigation, Grimes became agitated, tensed up and kicked at officers. He was moved to the patrol vehicle, where officers had to apply restraints to keep him from kicking them. Grimes was lodged at the jail for Criminal Mischief II, Disorderly Conduct, Interfering with Police and Resisting Arrest.

An officer was on patrol near the Ferry Street Bridge and spotted a man, later identified as Russel Dalton Ward, age 23, of Eugene, urinating by a large tree within public view. The officer contacted him at the corner of E. 5th Avenue and High Street and ordered him to take a seat several times, but Ward ran off. The officer who had contacted him, plus another officer, pursed Ward on foot. Ward didn’t comply with commands to stop, but ended up tripping over a bush on the sidewalk and falling down in the street. The officers took him into custody. He was found to be in possession of a handgun, and butane honey oil, and he had two warrants. He was not allowed to possess a handgun and he was charged with warrants, Interfering with a Peace Officer, Escape III and Unlawful Possession of a Firearm.

They arrived in the area and located the suspect, Tyson David Hales, age 35, of Eugene, and stopped him. Two very large windows were broken at Ninkasi, and there were two windows at Tyree Oil that were also broken. Hales was charged with two counts of Criminal Mischief 1.

Officers responded to the residence to assist an outside agency (City Code Enforcement) with an abatement process after complaint calls about squatters on the property causing damage. The process included making sure the residence was vacant, and boarding it up as it was deemed a dangerous dwelling. An officer knocked on the door for about five minutes with no answer. As he stepped away to locate another entry, the front door opened and closed suddenly. He knocked on the door some more, with no answer. Officers tried knocking on other doors, with no response, although there were sounds from inside. Officers then entered the residence and found 10 individuals, including three individuals with warrants for their arrest.

An officer spotted a Honda Accord going eastbound on I-105 and observed it was speeding. There was heavy traffic and the driver of the vehicle stopped in the fast lane. The officer ordered the driver over to the right shoulder using his PA system. The driver complied. When the officer went to contact the driver, identified as Neil Charles White, age 40, of Seattle, Washington, he detected an odor of marijuana and during the contact suspected impairment. White was charged with Speeding, DUII, and Reckless Driving.

Officers were asked to respond to a location where a woman and a man had been involved in an altercation. He was transported to Jail without further incident and was charged with Resisting Arrest.

Some teens at a residence heard some noises and found that two people were in their attached garage. They woke their 44-year-old father up and he responded to find two individuals in his garage, who were later identified as Ryan Michael Best, age 22, of Springfield, and Arcelia Marie Vasquez-Smith, age 21, of Springfield. The father confronted the two suspects at gunpoint and ordered them to the ground. They both initially complied, but then Best rose as if to get up before returning to a prone position and arguing with the father. Officers arrived and took the two suspects into custody. They were both charged with Criminal Trespass 1. Best became hostile during his transport to the Lane County Jail and threatened the officer.

A University Inn Motel employee found an adult male sleeping inside a room that had had the door frame broken. It was obvious there had been a forced entry. No one had permission to be inside so the employee called 911. Officers responded and found a man, Cody Alroy Bagwell, age 27, of Pleasant Hill, sleeping on the bed. Officers had difficulty waking Bagwell. They handcuffed him and once he was escorted to the vehicle, he threatened to assault the officer and kill him if the officer didn’t let go of him. Bagwell was transported to jail and while the officer was completing paperwork prior to booking him, Bagwell repeatedly struck his own head on the vehicle’s partition. He was charged with Burglary 1, Theft of Services, Criminal Mischief 2, and Criminal Trespass 1.

Police responded to multiple calls regarding a two vehicle crash involving a possible DUII driver at the intersection of Barger Drive and Echo Hollow Road and received information that a 2001 Chevrolet Prizm had been observed swerving, driving erratically and nearly struck a pedestrian in the crosswalk near Beltline and Barger Drive before crashing into the other vehicle. The driver was observed exchanging information with the other driver following the crash before leaving southbound on Echo Hollow road with significant front end damage to his vehicle. Police responded to additional information that the described vehicle was in the parking lot of Strike City bowling. Police attempted to contact the driver, Charles Hayden Howell Jr., age 56, of Eugene, who was initially unresponsive inside the vehicle. Police responded to Parr Lumber for a reported burglary that happened earlier and observed several items in the office misplaced and several storage areas left open and received information that several items were missing from the location. During the investigation at Parr Lumber, police were informed of two male subjects with Parr Lumber Safety Jackets who were unloading what appeared to be stolen items in the area of Superior Silkscreen on Commercial Street. Police responded to the location and contacted the described subjects, Don Darnell, age 43, of Eugene, and Adam Guy Whitson, age 26, of Eugene, who were near a green van that was towing a stolen trailer (Case 18-04567), and found them in possession of several items that had been taken from Parr Lumber. Police also found that the trailer had been stolen on March 19 from Coastal Farm and Home Supply on West 6th Avenue and two male subjects were observed with a van loading items into the trailer behind the supply store. Following contact with Darnell and Whitson, they were arrested and transported to the Lane County Jail for Burglary in the Second Degree, Unauthorized Use of a Vehicle, Criminal Trespass in the Second Degree and Theft in the Second Degree. Darnell received an additional charge of Felon In Possession Restricted Weapon (knife) and Possession of Burglary Tools. Whitson was found in possession of items belonging to a victim that had been taken from a vehicle break-in, and received an additional charge of Unlawful Entry of a Motor Vehicle.

Police received information that the man had driven to the location and had been yelling and pounding on the door to the apartment residence and contacted the suspect, Devin Raymond Vogan, age 32, of Springfield. The officer conducted a traffic stop of the vehicle, contacted the driver Edgar Alain Becerril-Nava, age 30, of Eugene, and arrested him for DUII and Reckless Driving. He was also cited for Driving Without Headlights, Driving Without A License, Driving Uninsured, Open Container and No Registration. During the investigation, the officer also found that Becerril-Nava was in possession of fraudulent documents and he received an additional charge of Forgery. During contact with the suspect, police received false identifying information and found him in possession of an electronic weapon device and credit cards that did not match his identification. Police responded to the area of Wells Fargo regarding a two vehicle crash, and a possible DUII driver of one of the vehicles that left the location on foot and jumped over a fence behind the Dollar Tree. Police received information that a 2006 Toyota Avalon was traveling north and came to a stop to allow another vehicle to turn in front and was subsequently struck from behind by a white 2007 Chrysler 300, which had been observed traveling at a high rate of speed and swerving in and out of traffic. Police located the suspect, Juan Bautista-Raymundo, age 25, of Eugene, who was in the area and contacted him regarding the incident. He was arrested and transported to the Lane County Jail for Driving While Suspended, DUII, Hit and Run and Reckless Driving. Significant damage was observed to the front end of the Chrysler and the Avalon sustained damage to the rear along the trunk and lower bumper. The 77-year-old female victim was evaluated at the scene by medics.

On March 7, a loss prevention officer at Home Depot observed a man, later identified as Ethan Allen Guse, age 23, who appeared to be concealing items in his backpack. Guse exited the store without paying and the officer confronted him outside. Guse came back into the store with the officer, but then began to resist and pulled a knife out, threatening the officer with it while trying to keep ahold of the backpack. He ran out of the store towards Delta Highway. A responding Eugene Police officer investigated and then put out an ‘attempt to locate’ for Guse for Robbery 1. Patrol located and arrested Guse on March 12 and Guse was charged with Robbery 1, Robbery 2, Menacing, Theft 2, and Unlawful Use of a Weapon.

Theft 1, Possession of Heroin, Warrant – Case 1804123
Officers and detectives responded to report of an in-progress shoplifting incident. A suspect, Samuel Derek Remp, age 23, had been observed gathering items for a couple of hours and removing the packaging, then concealing them. Remp appeared to be interacting with another man, Joseph Lyle Fredrick, age 30, of Eugene. Remp left the store and was contacted by officers in the parking lot. He was taken into custody on a warrant. Officers also contacted two people in a sport utility vehicle that Remp had been going toward. The driver was Jennifer Marie Harless, age 25, of Canyonville. Frederick was the passenger. Frederick was instructed to exit the vehicle and he was placed in handcuffs. He had a warrant and there was probable cause to arrest him for Theft 2 from Home Depot on February 25. He was in possession of methamphetamine and heroin and also charged with Unlawful Possession of Methamphetamine and UPCS Heroin. Remp had a warrant and was also charged with Theft 2. Harless was found to be in possession of methamphetamine and cited in lieu of custody for this.

An officer was flagged down by the manager of Buy 2 Market to report a disorderly man in the area. Eusebio Chaparro, age 29, of Eugene, was reported to have been throwing garbage around on the sidewalk in front of the market and threw his backpack across the sidewalk while yelling obscenities. An hour earlier, the officer had had Chaparro yell profanities at him and mention being tased when he was at Broadway and Olive. As the officer attempted to approach Chaparro to respond to the Buy 2 report, Chaparro walked away and then jogged into the West Park Blocks. The officer was able to contact Chaparro, who appeared intoxicated and then was taken to Detox and provided a citation in lieu of custody for Disorderly Conduct.

Police responded to the area regarding a possible DUII driver in an Isuzu SUV who was observed traveling erratically and drove into oncoming traffic after making a wide turn westbound onto Royal Avenue. The responding officer located the described vehicle at a residence on Laurelhurst and contacted the suspect, Megan Aubrey Phinney, age 33, of Eugene. After further investigation, Phinney was arrested for DUII and Reckless Driving.

Police responded to a hit and run that happened in the area of MLK Boulevard and Kinsrow Avenue and received information that a silver 2005 Chrysler Sebring crashed into a white 1994 Honda Civic and left the scene at a high rate of speed without attempting to stop. Police located the involved vehicle at an apartment on Commons Drive and contacted the driver, Skyla Mae Harrison, age 18, of Eugene. After further investigation, Harrison was arrested for DUII, Reckless Driving, Hit and Run and Reckless Endangering. She was transported to the Lane County Jail on the charges.

Criminal Mischief 2 – Case 1803617
Officers were called to the Lane ESD offices for report of a disorderly man on the roof of the building. When police arrived, they saw him swinging his arms and stomping, kicking against a gutter drain pipe, breaking it loose. The man was recognized as Adam Murray Buxton Nourse, age 43, and officers yelled at him to come off the roof, which he did. He was taken into custody. As he was put in the patrol vehicle, he began kicking the door and yelling. He called the officer by a racial slur. He was charged with two counts of Criminal Mischief 2.

Two callers from two separate restaurants reported a possible intoxicated driver in a parking lot, with a passenger, and who had backed out of a parking space, and driven over a curb. Officers responded and located the involved vehicle. They performed a traffic stop and contacted the driver. Upon suspecting impairment, they conducted an investigation and the driver, Joseph Cody Ey, age 32, of Eugene, was charged with DUII and Reckless Endangering.

Police were called to a dispute between a landlord and tenant, who are living in the same house with other tenants. When officers arrived, they found the tenant, a 41-year-old man, had gone to the hospital. The landlord, Robert Ryan Davis, age 54, of Eugene, had a dispute with the victim that turned physical. Davis is reported to have choked the victim. Officers arrested Davis for Assault 4 and Strangulation.

A 49-year-old woman was driving in the area and her vehicle’s back window was hit by an object, shattering it. She called police, who responded and found that there were two suspects, later identified as Rhonda Lee Bennett, age 46, and Roger Wayne Cross, age 47. Officers found the pair sitting on the sidewalk on the southeast corner of the intersection. The two were detained and both were found to be in possession of methamphetamine. Bennett had a warrant. After an investigation both were charged with Criminal Mischief 2 and Possession of Methamphetamine.

Possession of Meth Two Grams or More, Warrant Arrest – Case 1803596
An officer was doing a patrol check in the area and observed what appeared to be an illicit hand-to-hand exchange between a man and woman. He parked his vehicle and approached the pair and the man ran from the scene, while the woman got on her bike and tried to ride away. The officer caught up to her and performed a person stop. The woman, later identified as Heidi Win Meador, age 30, was informed she had been stopped for riding on the sidewalk and for the activity the officer had observed. She had a warrant for her arrest (failure to appear – Possession of Methamphetamine). During an inventory and search incident to her arrest, she was found to be in possession of more than two grams of methamphetamine. She was charged with Possession of Methamphetamine Two Grams or More.

A 27-year-old woman called 911 after a man had tried the handle of her apartment door, and she saw him pull his pants down and pace outside her door. When officer arrived, they heard a man shouting in the hallway and smelled human feces, which were smeared along the door of another apartment nearby. The man, later identified as Joseph Anthony Zeke Zimmerman, age 23, of Springfield, appeared disoriented and was pacing. He had Circuit Court warrants for Parole Violations and was a fugitive from ustice out of Idaho. Zimmerman was charged with Criminal Mischief 2, Criminal Trespass 2, two warrants, and Fugitive from Justice.

DUII, Reckless Driving, Eluding (Felony), Violation of Basic Speed, Two Counts of Failure to Obey Traffic Control Device – Case 1803581
An officer reported a reckless driver on Highway 99 southbound, who had passed him at approximately 100 miles per hour. The vehicle, a Volkswagen Beetle went through the red light intersection at 5th Avenue. The officer tried to stop the vehicle, but it continued speeding through a residential zone. A bystander called in a good license plate for the vehicle when he observed it go by. Multiple officers flooded the area to find the vehicle, and one located it on Willamette Street swerving from side to side and almost hitting the concrete curb. The vehicle was stopped by police near 43rd and W. Amazon. The driver, Jessica Ann Huerta, age 21, appeared intoxicated and there was an odor of marijuana. She had a 23-year-old male passenger. After an investigation, Huerta was charged with DUII, Reckless Driving, Eluding (Felony), Violation of Basic Speed, and two counts of Failure to Obey Traffic Control Device.

Resisting Arrest/Disorderly Conduct – Case 1803524
A police officer patrolling the area observed a male subject walking eastbound in the roadway on West 7th Avenue, and maneuvered the patrol vehicle to prevent an oncoming vehicle from colliding with the man. The man continued to walk away from the officer after being told to stop, and had to physically be removed from the roadway by the officer. The subject, Christopher James McCrea, age 22, of Eugene, continued to behave in a disorderly manner, kicked at officers and attempted to run from the location. Following contact with McCrea, he was arrested and transported to the Lane County Jail for Disorderly Conduct and Resisting Arrest.

A police officer in the area observed a verbal dispute involving the driver of a van, and a male subject who crossed in front of the van in an area of low visibility. The subject, Reginald David Newman, age 51, of Eugene, continued to yell at the driver after the vehicle had come to a stop, avoiding a collision with Newman. The officer contacted the involved subjects and found that Newman had four warrants for arrest. He was transported to the Lane County Jail on the warrants.

A police officer patrolling the area observed a red 2015 Ford Focus traveling east on West 11th Avenue without any of the lights activated. The officer conducted a traffic stop of the vehicle and contacted the driver, Roman Iboa, age 25, of Eugene. After further investigation, he was arrested for DUII and Reckless Driving, and also cited for Operating Vehicle Without Required Lighting.

Officers were dispatched after an individual called to report of someone smoking meth in an alleyway near E 15th Alley and Patterson Street. When they arrived there was loud music playing from inside a trash can area, and that is where they found the described suspect. They contacted the man, identified as Chad Brian Tudor, age 46. He provided consent to search his backpack and police found a substance that appeared to be meth. Tudor was cited for Possession of Methamphetamine.

An officer stopped a man on a bicycle as he did not have a headlight. The man, Thomas Allen Conrad Jr., age 26, had four warrants for arrest. During a search incident to his arrest on the warrants, Conrad was also found to be in possession of meth and he had a prior conviction for this. He was taken into custody for the warrants and also charged with Possession of Methamphetamine Prior Felony Conviction.

LTD called police to report a disorderly subject on LTD property. The suspect, Kari Nicole LucierMccomas, age 42, had been on the bus and hitting the door. She had been asked to leave, but refused and yelled racial slurs at the driver. Transit officers took her off the bus and detained her in handcuffs. Eugene Police officer arrived and found that there had been other passengers on the bus when the incident occurred and LucierMccomas had been permanent trespassed from the property. When LucierMccomas was in the patrol vehicle, she continuously kicked and hit the doors and interior. She was lodged at Lane County Jail, without further incident, for Interfering with Public Transport.

An officer was dispatched after security at the downtown LTD Bus Station took a trespasser into custody. Upon arrival, the officer found that the trespasser, Joseph Wayne Bertini, age 53, had been indefinitely excluded and had an extensive history of incidents on the premises since the exclusion. The officer cited Bertini for some of the offenses including urinating, being intoxicated, and smoking on the premises, as well as standing in front of a bus and preventing it’s movement. He was charged with six counts of Interfering with Public Transportation.

A man, Bruce Lynn Davis, age 55, was reported to have not been registering every year, which is a condition of a conviction for Sex Abuse I. He had not registered since 2014. He was already in custody on another offense, so an officer responded to the Lane County Jail and was charged with Failure to Report as a Sex Offender.

Criminal Trespass 2, Violation Park Rules, Warrant – Case 1803395
EPD park officers have been receiving complaints regarding illegal camping and littering under the Ferry Street Bridge in Skinner`s Butte Park along the west bank bike trail. Officers had been checking the area and warning people camping or violating the park rules, and providing resources available to them throughout the city for about three weeks prior. This was on average 15-20 people. On many of these checks, the officer encountered Zachariah Dale Humbert, age 32, and each time he has been uncooperative and argumentative. He was advised that he could be arrested in the future for these violations. The officer found Humbert under Ferry Street Bridge on February 28 and his bike and bike cart were partially blocking the path. He was arrested for Violation of Park Rules and he also had a warrant. There were three other subjects also camping nearby under the DeFazio bike bridge. Richard Charles Smith II, age 33 , Katelyn Marie Faye Glass, age 24, and Daniel James Meyer, age 26. Glass had a park restriction. All three were cited and issued park restrictions and Glass was also cited in lieu of custody for Criminal Trespass 2.

An officer observed a man later identified as Snake Harrington, age 34, get into a Ford pickup truck that was parked at West 10th Avenue, near the Silver Dollar Club. He started it up and drove it into the parking lot of the club and parked briefly, before driving onto W. 11th Avenue. Another officer saw Harrington strike the curb and performed a traffic stop. Upon contacting Harrington, the officers suspected impairment. After an investigation, he was charged with DUII, Reckless Driving, DWS-Misdemeanor, Failure to Install Ignition Interlock Device, Driving Uninsured, Expired Registration. He started to resist at the jail, made derogatory statements and threats, and refused to cooperate. He had to be put in a spit hood at the Jail after he spat at deputies.
