[ARCHIVED] Man Arrested After Shots Fired-incident Near O Bar

 

On November 15, 2017, at approximately 11:33 a.m., police responded to the area of the O Bar at 115 Commons Drive regarding gunshots, and received information of a dispute between two male subjects in separate vehicles, and gunshots that were fired during the dispute.

This call evolved quickly and Eugene Police units responded in emergency mode when there were reports of shots fired near the O Bar. The involved parties had left the O Bar parking lot onto Commons Drive. The two involved vehicles, possibly two silver or grey colored BMWs were observed driving east on Commons Drive towards Kinsrow Avenue at a high rate of speed and exchanging gunfire. Based on the direction of travel, the primary officer requested Springfield Police be notified of the impending hazard travelling towards their city. Springfield was able to stop a vehicle associated with the incident at the intersection of Centennial and 1st Street, and two people were detained, including Phillip Alan Stiggins, age 34, of Springfield, who was driving the vehicle.

After an investigation, Stiggins, age 34, of Springfield, was arrested at 10:23 p.m. last night, November 15, and charged with Unlawful Use of a Weapon, Felon in Possession of a Firearm, Possession of Cocaine Two Grams or More, and Delivery of Cocaine in the shots fired incident on Commons Drive. The passenger who had been detained was released and not charged.

There were at least two apartments in the 100 block of Commons Drive hit by bullets. Although both had been occupied the time, there were no physical injuries to the occupants. Spent casings were also located in the roadway. A handgun that was thrown from one of the vehicles was recovered. Patrol, Investigations, and Forensic Evidence Units responded to the incident and processed the scene.

Police are continuing to seek the second, involved vehicle, described as a grey BMW sedan that potentially has damage from bullets. The investigation is ongoing.
