11/27/16 23:18, 1299 FRANKLIN BLVD/ONYX ST

DUII – Case 1619952

An officer in the area of 14th and Hilyard heard dispatch air information about a possibly intoxicated driver near 13th and Hilyard. The officer happened to be on foot when she spotted the vehicle, a Toyota 4 Runner, and used her flashlight in an attempt to stop the vehicle. The vehicle continued, so the officer got back in her vehicle and caught up to it. The officer initiated a traffic stop, and the vehicle failed to maintain a lane and pulled into a handicapped parking spot, hitting the curb. The driver, Shane O’Rourke, age 22, of Eugene, got out of the vehicle, and was contacted by the officer. After an investigation, O’Rourke was charged with DUII and Failure to Maintain a Single Lane.

Reckless Driving – Case 1619950

An officer spotted a sports car driving on Hwy. 99 near Fairfield and it appeared to be going an estimated 100 miles per hour. The officer caught up to the vehicle and initiated a traffic stop. He charged the driver, Le Huy, age 20, of Eugene, with Reckless Driving.

Possession of Meth, Warrant – Case 1619942

An officer saw a man on a skateboard going west in the middle of W. 4th Avenue, near Madison Street. He stopped the skateboarder, Tracy Eugene Lee, age 25, for a pedestrian violation. Lee had a warrant for his arrest and was in possession of methamphetamine. He was taken into custody on the warrant and also charged with Possession of Methamphetamine.

Possession of Methamphetamine, Warrant – Case 1619930

An officer was dispatched to a reported disorderly subject throwing debris into traffic. An officer arrived and contacted the man, Eric Arthur Curran, age 63, and found he had a warrant. Curran was also in possession of meth. He was taken into custody on the warrant and also charged with Possession of Methamphetamine.

DUII – Case 1619917

Anna Marie Kelly, age 31, of Eugene
An officer on lunch break observed a silver Volvo sedan enter the parking lot and drive past. A woman later identified as Anna Marie Kelly, age 31, of Eugene, walked into the restaurant and appeared as if she might be intoxicated. After she ordered food, she left and the officer cut his lunch short to investigate. He followed Kelly and stopped her vehicle at E. 13th and Patterson. After an investigation, she was charged with DUII.

DUII – Case 1619914

An officer was at a traffic stop with another officer and spotted a Ford F-150 go by without taillights. The officer returned to his patrol vehicle and conducted a traffic stop. Upon contacting the driver, James Michael Wymore, age 44, of Eugene, he suspected impairment. After an investigation Wymore was charged with DUII.

DUII, Reckless Driving, Driving While Suspended – Case 1619916

An officer saw a 2001 Ford F-150 going northbound. It stopped at a red light on W. 8th Avenue. As the officer pulled behind the vehicle, it sped at a high rate of speed through the red light, continued through the intersection at W. 7th, nearly leaving the ground when it hit a dip in the road. The officer stopped the vehicle and suspected the driver, Stacy Allen Brower, age 40, of Eugene, was impaired. After an investigation, Brower was charged with DUII, Reckless Driving, and Driving While Suspended.

DUII – Case 1619915

An officer spotted a vehicle exit the Parkade, spinning its tires and accelerated rapidly onto 8th Avenue. The officer observed it was going over the speed limit and it appeared the driver was making abrupt steering inputs. The officer stopped the truck and upon contacting the driver, Ian Tyler Vanmeter, age 23, of Eugene, he suspected impairment. After an investigation, Vanmeter was charged with DUII.

DUII/Reckless Driving – 1619908

A police officer patrolling the area received information of a possible DUII driver traveling eastbound on I-105 in a white Toyota Sequoia, and observed that it had crashed into the center barrier west of Delta Highway and was blocking a lane of traffic. The officer contacted the driver of the vehicle, Tamara Faith Grossman, age 39, of Florence, and after further investigation, Grossman was arrested for DUII and Reckless Driving.

Menacing/Disorderly Conduct/Criminal Trespass 2 – Case 1619906

Police responded to Trader Joe’s regarding a disorderly female subject who was behaving aggressively toward customers and employees in the store and her behavior also caused alarm at the nearby Chevron gas station. Police arrived to the location, and observed the described subject, Megan Joe Landig, age 36, of Eugene, yelling and waving her hands toward an Oakway Center employee in the parking lot and contacted her regarding the behavior. During contact with Landig, she was uncooperative with police, and for Menacing, Disorderly Conduct and Criminal Trespass in the Second Degree. She was transported to the Lane County Jail.

 

11/26/16 08:19, 4085 W 11TH AVE/SAM REYNOLDS ST

Assault 2 – Case 1619873

Police were dispatched to a reported fight at W. 11th Avenue and Bertelsen. Three subjects were said to be involved, and they were hitting each other with sticks. When police got there, they observed a man and woman walking westbound ahead of a third subject, a man. This third man was bleeding. The officers stopped all three. The couple said the third man, later identified as Michael Thomas Kramer, age 27, had assaulted them. The male victim man in his mid-30s had a swelling on his forehead from being struck. The couple reported they had been walking from a nearby gas station when they were approached by Kramer, who asked for money and offered to perform a sexual act for money. The male victim reported he yelled at Kramer and that Kramer then got a construction stake and swung it at him, the male victim reported he picked up a stake to defend himself. Kramer reportedly tried to hit the female, too, but she avoided it. Kramer was arrested for Assault 2 and Unlawful Use of a Weapon.

Disorderly Conduct – Case 1619871

Police responded to the area regarding a disorderly female subject who had attempted to get into an unknown person’s vehicle while the male victim was driving. Police located and contacted the described subject, Rebecca Lauren Shanklin, age 28, of Eugene, and arrested her for Disorderly Conduct.

Harassment/Burglary 1/Criminal Mischief 3 – Case 1619869

Police responded to a residence regarding a burglary in progress and received information that the residents were awakened to an unknown male subject inside the apartment. The 73-year-old male victim contacted the suspect, Sean Michael Miller, age 27, and was pushed to the ground. Miller was told to leave the location and refused. Police arrived to the residence and observed damage to the door, which appeared to have been forced inward, and contacted Miller. He was arrested and transported to the Lane County Jail for Harassment, Burglary in the First Degree and Criminal Mischief in the Third Degree.

Criminal Mischief 2/DUII/Reckless Driving – Case 1619867

Police responded to the area regarding information of a black 1994 Honda Civic that crashed into a 1996 Ford F-150. Police arrived to the location and contacted the female driver, Cerelia Ramos, age 21, who was with the vehicle. After further investigation, police charged Ramos with DUII, Reckless Driving and Criminal Mischief in the Second Degree.

DUII – Case 1619865

A police officer on patrol conducted a traffic stop of a grey 2016 Jeep Cherokee after it was observed driving at a high rate of speed. The officer contacted the driver, Richard William Delgado, age 23, of Springfield, and after further investigation, he was charged with DUII.

Criminal Mischief 2/Hit & Run – Case 1619861

Police responded to the area for a black BMW that crashed into a tree near the intersection of 14th and Oak Street and received information that the driver ran from the location. Police arrived to the scene and observed the BMW resting up against a tree with extensive front end damage, and the officer also observed a damaged parking meter displaced several feet from where it had been positioned in the cement. Police contacted the suspect driver, Adrian Hadden Tannler, age 44, of Eugene, the next day at his residence and charged him with Criminal Mischief in the Second Degree and Hit and Run.

Disorderly Conduct/Criminal Trespass 2 – Case 1619631

Police responded to a business regarding a disorderly male subject who was yelling near the entrance and causing alarm to people entering and leaving the location. Police received information that the subject, Aeron Arthur Stahelski, age 48, of Eugene, was asked to leave several times and refused. He was contacted by police, arrested, and transported to the Lane County Jail for Criminal Trespass in the Second Degree and Disorderly Conduct.

Theft 1/Criminal Mischief 2/Possession of Methamphetamine – Case 1619621

Police responded to REI regarding a bicycle theft, and received information that the victim observed an unknown male subject taking his bike, which he had secured to the rack. The victim then observed the suspect, Zachary Joseph Ortiz, age 20, of Eugene, riding away on the bike and was able to get Ortiz off his bike and take the bike from him, as well as the damaged lock, with the help of a bystander. Police located Ortiz in the area of W. 4th and Washington Street and contacted him about the incident. He was arrested for Theft in the First Degree, Criminal Mischief in the Second Degree and Possession of Methamphetamine, and transported to the Lane County Jail.

Reckless Endangering – Case 1619619

Police responded to 3333 W 11th for a motor vehicle crash in front of the Fred Meyer department store, and prior to arrival received information that the involved Chevy Blazer left the scene traveling east of the location. Police received information from several people in the area that the Blazer had nearly caused several crashes, drove at a high rate of speed through the Big Y Shopping Center, drove around in circles, and then continued back onto Highway 99N at a high rate of speed. Police contacted the driver of the vehicle, Lyle Jason Brooks, age 37, of Cornelius, after he parked on the south side of Patty’s Deli, and arrested him for Hit and Run, Reckless Driving and Reckless Endangering. He was transported to the Lane County Jail on the Charges.

DUII – Case 1619603

Police responded to investigate a vehicle crash east of Richmond Street and received information that the driver, Sonny Lee Redig, age 27, of Eugene, had walked to a convenience store at W. 11th and Greenhill Road. Police located the 1996 Ford Explorer, and observed that the windows on the driver’s side were broken. Police contacted Redig, and after further investigation, he was charged with DUII.

DUII/Reckless Endangering/Reckless Driving – Case 1619596

A police officer in the area observed a vehicle drive around a corner at a high rate of speed, and conducted a traffic stop after observing the vehicle turn without signaling onto Cornwall Avenue. The officer contacted the driver, Darin McKinley Muller, age 26, of Eugene, and observed a passenger in the vehicle. After further investigation, Muller was arrested for DUII Reckless Endangering and Reckless Driving.


11/17/16 23:00, W 11TH AVE/SENECA RD DUII (Marijuana), Hit and Run (x3), Reckless Driving, Reckless Endangering (x3) – Case 1619451 Officers were called after a driver in a Chevy van, later identified as Adam Morgan, age 35, of Mars, Pennsylvania, crashed his vehicle at W 11th near Seneca. The initial call indicated that it was a hit and run, where a couple in their mid-60s had been rear-ended by the van. A short time later, the a caller advised of a second crash, this time through a fence at 1st Avenue and Seneca. An officer spotted Morgan’s vehicle going through the concrete pedestrian crossing on Roosevelt near Bethel. He then nearly crashed head-on with the officer’s vehicle and continued through a front and side yard of a home near N. Cleveland and Roosevelt, coming close to striking the resident who was outside at the time. The officer, who was almost hit tactically used his vehicle to force Morgan’s vehicle to a stop. Morgan was contacted and after an investigation was charged with DUII, three counts of Hit and Run, Reckless Driving, and three counts of Reckless Endangering. 11/17/16 23:54, 1439 RIVER RD/HATTON AVE DUII, Reckless Driving – Case 1619453 An officer came upon a crashed BMW at River Road and Hatton Avenue. The driver had tried to make a u-turn and another vehicle operated by a 33-year-old man who was driving northbound on River Road did not have time to stop and struck the BMW. The officer contacted the driver of the BMW, Loan Thi Nguyen, age 44, of Eugene, and suspected impairment. After an investigation Nguyen was charged with DUII and Reckless Driving. 11/17/16 22:22, 199 W 11TH AVE/CHARNELTON ST DUII – Case 1619450 An officer noted a vehicle driving without lights on E. 11th near Hilyard and Patterson. He followed the car and flashed his headlights on and off a couple of times to get the driver’s attention, but the driver didn’t respond. He initiated a traffic stop and the vehicle initially braked and then made a sudden turn, crossing partly into the oncoming lane before coming to a stop in a parking lot. The officer contacted the driver, identified as Steven Raymond Luk, age 73, of Eugene. He suspected impairment and after an investigation Luk was charged with DUII and Driving Without Headlights 11/17/16 13:32, FRANKLIN BLVD/WALNUT ST Hit and Run - Case 1619411 Police responded to information of a vehicle Hit and Run that happened the previous day. Police received information that a 1993 Geo Metro was traveling eastbound on Franklin Boulevard near Walnut when it was bumped by a 1990 Dodge Caravan, which continued to travel in the same direction, and subsequently struck the mirror of the Geo Metro as it accelerated past it. The driver then continued to travel without stopping to exchange information with the driver of the Geo Metro. Police were able to locate the driver of the involved vehicle, Melvin Allen Morrow, age 86, of Vida, and observed recent damage to the driver’s side of his vehicle. He was cited for Hit and Run. 11/17/2016 08:40, 101 W 5TH AVE UUV – Case 1612881 On July 29, a police officer on patrol observed a stolen Nissan Sentra that was parked on the 400 block of Rutledge Street, which had been reported stolen from a residence on Aerial Way, July 25, and located numerous items in the vehicle that did not belong to the registered owner. After further investigation, police contacted Thomas Albert Hagle, age 30, of Eugene, who was at the Lane County Jail on unrelated charges, and found information to charge him with Unauthorized Use of a Vehicle. 11/16/16 00:31, 44 E 7TH AVE Harassment, Disorderly Conduct – Case 1619338 Officers were sent to Hi Fi Music Hall after reports a disorderly woman was spitting, kicking and hitting staff and customers. The woman, identified as Karissa Kristina Kroll, age 28, of Seattle, Washington, was charged with Harassment and Disorderly Conduct. 11/16/16 02:24, 555 COBURG RD Felon in Possession of Body Armor, Assault 2 – 1619334 An officer performed a traffic stop on a GMC SUV. The driver, Brandon Scott Berry, age 25, of Eugene, was contacted. Berry had been a suspect in a crash that occurred at 10:46 p.m., on November 7 in the 500 block of Tyler Street. Berry was reported to have run his SUV into a man in his 30s, pushing the victim through a chain link fence and then fleeing. The man who was hit also fled as he had a probation violation warrant (he was contacted the next day and taken to a hospital for evaluation of his injuries). The officer on the traffic stop observed Berry’s vehicle had body armor inside, in plain sight. As Berry had a felony conviction out of Multnomah County, he is not allowed to possession body armor. He was arrested for Felon in Possession of Body Armor and also charged with Assault 2 for the crash (case 1618855). 11/15/16 19:14, 450 HWY 99N Non-criminal Hold – Case 1619330 A woman in her early 30s was suicidal and threatening to walk out into traffic. An officer responded and found her. She advised she was not suicidal and did not want to walk into traffic. She was free to go, however, walked immediately into southbound lanes of Hwy. 99N. The officer warned her, but she did this again, so he took her into custody and to a local hospital for help. 11/15/16 12:53, CHAMBERS ST/ROOSEVELT BLVD Possession of Methamphetamine – Case 1619302 Police responded to the railroad tracks regarding a subject who was standing on the tracks and located the described subject in the area. During contact with the subject, Christopher Dale Bell, age 38, of Eugene, the officer found information to arrest him for Possession of Methamphetamine and two warrants. He was transported to the Lane County Jail. 11/15/16 10:18, 207 E 5TH AVE Theft of Services – Case 1619289 Police responded to the Cornucopia restaurant regarding a male and female subject who left without paying for the service they were provided. An employee at the location was able to catch up to the female, Janna Grace Bauman, age 36, of Eugene, and get her to come back to the restaurant and police located the male subject, Earl Laman Bowers, age 41, of Eugene, a short time later. Police contacted both subjects regarding the incident and arrested them for Theft of Services. 11/15/16 08:30, POLK ALY/W 13TH AVE Criminal Mischief 3/Criminal Trespass 2 – Case 1619275 Police responded to a vacant home at the location regarding a male subject who continued to return to the location after being told previously to leave, and disposed waste on the property. Police contacted the subject, Mark Elliott Turner, age 34, of Eugene, and arrested him for Criminal Trespass in the Second Degree and Criminal Mischief in the Third Degree. 11/14/2016 00:38, 1100 BLOCK OF HWY 99N UUV – Case 1618426 A police officer observed a stolen red Acura Integra that was parked at the location and contacted Mindy Jo Hambrick, age 42, of Eugene, who was in the area. Police found clothing items in the vehicle that belonged to Hambrick and arrested her for Unauthorized Use of a Vehicle. 11/13/16 15:00, 4275 BARGER DR Robbery 3 – Case 1619170 Police responded to the Winco grocery store regarding a female subject who was with a male subject, and observed concealing several items on her person. When the female subject was confronted by an employee about taking the items, both subjects became confrontational and pushed employees. Police arrived to the location and contacted the subjects, and after observing the stolen items in their car, arrested both subjects, Michelle Lorene Carter, age 35, of Eugene, and Joseph Wooley Christopher, age 32, of Eugene, for Robbery in the Third Degree. 11/13/16 01:14, 90465 WOODRUFF STREET Burglary 2/Theft 1/UUV/Resisting Arrest – Case 1619141 Police responded to a construction site regarding a burglary in progress and received information that three suspects were inside the fenced location and staging high priced tools into two construction trucks. When police arrived, the three suspects attempted to leave the location and were apprehended with the assistance of EPD K9s Cjuk and Blek. After contacting the involved suspects, police found that they were going to use the trucks to take the equipment. The following suspects were arrested for Burglary in the Second Degree, Unauthorized Use of a Vehicle, Theft in the First Degree, Interfering With A Peace Officer and Resisting Arrest: Johnathan James Dean Olson, age 26, of Eugene; Michael David Johnson, age 38, of Eugene; and Shannon Reed Kennington, age 52, of Springfield. Police also found information to arrest Olson for Possession of Meth and a warrant. All three suspects were transported to the Lane County Jail. 11/13/16 00:50, E 5TH AVE/PEARL ALY Criminal Mischief 3/Possession of Methamphetamine – Case 1619137 Police responded to the area regarding a male subject who had taken parts from a bike that had been at a secured location, and left the area southbound toward the courthouse. Police located the described subject, Sinjin Aaron Smith, age 22, of Eugene, and contacted him regarding the information. After contacting the suspect, police found a bicycle part and methamphetamine on his person and arrested him for Criminal Mischief in the Third Degree and Possession of Methamphetamine. 11/12/16 19:22, COBURG RD/MARTIN LUTHER KING JR BLVD DUII – Case 1619132 A police officer conducted a traffic stop of a 2000 Chevy Silverado after observing it had failed to obey a traffic signal at the intersection of E. 7th and High Street, and contacted the driver, Tanner O’Neil Boone, age 20, of Springfield. After further investigation, Boone was arrested for DUII. 11/11/2016 21:19, 3100 BLOCK OF GATEWAY ST Criminal Mischief 2 – Case 1618842 Police contacted Shusheng Yang, age 27, of Springfield, at his residence regarding an incident that happened on November 6. Police received information that Yang had been observed breaking the windows on a vehicle with a rock of a person known to him. He was cited in lieu of custody for Criminal Mischief in the Second Degree. 11/11/2016 13:30, 101 W 5TH AVE Assault 1 – Case 1606175 Police contacted Samuel Wesley Carlson, age 25, of Eugene, who was lodged at the Lane County Jail on unrelated charges, and contacted him regarding an assault that occurred on April 17 at approximately 7:53 p.m. At that time, police were called to an apartment on the 700 block of E. 16th Avenue regarding an assault with a hatchet. When police arrived, they received information that a 56-year-old male victim had attempted to intervene in a physical dispute between two male subjects in a nearby alley, and was subsequently struck with a hatchet by the involved subject, who is known to him, and who he had been interacting with a short time prior to the altercation. The victim was transported to the hospital with a laceration to his wrist. The suspect had left the area before police arrived. 11/11/16 07:47, 3700 BLOCK OF KINCAID ST Criminal Mischief 2/Criminal Trespass 2 – Case 1619046 Police responded to a residence regarding an unknown male who had broken through the wooden fence from the elementary school, and wondered around the property of the residence throwing items, and tapping on the windows. When police arrived, the officer observed the suspect, Jacob Christopher Klein, age 20, of Springfield, riding a skateboard around the driveway that he found at the residence. The officer contacted Klein and arrested him for Criminal Mischief in the Second Degree and Criminal Trespass in the Second Degree. He was transported to the Lane County Jail. November 10 and 11 The evening of November 10 started off in rapid fashion with multiple calls holding. The protest/march from the UO tied up many units in the downtown corridor, prompting officers to go to priority calls for service. Two domestic assaults happened, back to back, tying up remaining officers/supervisors. When the march subsided and later watches cleared, patrol responded to several traffic crashes, DUIIs, and more disputes and disorderly subjects. 11/11/16 01:38, 600 BLOCK OF ALMADEN ST Disorderly Conduct – Case 1619042 Officers were sent to a possible attempted Burglary. A man, later identified as Sean Kevin McBrady age 34, of Bend, was reported to have kicked in the front door of the location and then fled when the homeowner advised he was armed with a firearm. A second caller called advising a man was acting erratic, pounding on doors at the hotel, yelling obscenities regarding race, and had taken his pants and underwear off, which scared a hotel resident. Police responded and found McBrady in the parking lot where he began to aggress officers and a K9. He had to be taken into custody with aid of a taser, which helped prevent more force and potential increase injury to officers and McBrady. McBrady had possibly taken acid earlier. He was transported to a local hospital. He was charged with Disorderly Conduct and Criminal Trespass 2. 11/11/16 00:36, 899 MAXWELL RD/N PARK AVE Possession of Methamphetamine – Case 1619038 An officer observed a sedan fail to signal a turn and it had expired registration stickers. He performed a traffic stop and contacted the occupant, Roy Quintin Israel, age 48, of Noti. He didn’t have insurance and the officer observed that Isreal was in possession of methamphetamine. He was charged with Possession of Methamphetamine, Driving Uninsured and Unsignaled Left Turn. 11/10/16 17:55, 799 W 8TH AVE/MONROE ST Warrant – Case 1619019 A caller reported a man threatening people with a knife at Monroe Park. As the officers were arriving on scene the suspect, later identified as Jeromy Patrick Sparks, age 42, was fleeing on a bike. Officers were able to catch up to the suspect and detain him. They discovered Sparks had warrants for his arrest and took him into custody on the warrants. They did not find probable cause for menacing. After they placed Sparks in the patrol vehicle, Sparks kicked and head-butted the divider in the back seat. 10/27/16 00:00, 2700 BLOCK OF E LONE OAK LP Assault 3, Theft 2 – Case 1618093 Officers responded to a man who had been in a fight with another man and a woman. The victim reported there had been thefts in the neighborhood and he suspected Kevin Allen Coker, age 38, of Eugene. He had come outside his house and seen Coker and yelled at him to leave. Coker lunged for the victim and they ended up fighting on the ground and the victim was trying to hold Coker down until police could arrive. Coker’s girlfriend, Melissa Maria Martinez, age 35, joined the fight, allowing Coker to get up and the pair fled the area. The victim found that his phone was missing and he suspected Coker or Martinez had it. Police put out an attempt to locate for Coker. Both Coker and Martinez were in the Lane County Jail after being lodged on unrelated Springfield Police warrants. Both Coker and Martinez were charged with Assault 3 and Theft 2. 11/06/16 03:20, 1073 COBURG RD (11/10 arrest) Attempted Assault 1, Felon in Possession of Firearm, Unlawful Use of Weapon, Reckless Endangering, Menacing, Child Neglect 1, Endanger Welfare of Minor, Possession Methamphetamine – Case 1618739 A 20-year-old man reported being shot at while driving in 1000 block of Coburg Road. He had a bullet hole in his vehicle. Police investigated and developed probable cause to arrest Christopher Edel Daily, age 30, of Eugene. Eugene Police SWAT arrested him in his vehicle in the parking lot of McDonald’s at 28th and Willamette on November 10 at 11:30 p.m. Daily was in possession of Methamphetamine. He was charged with Attempted Assault 1, Felon in Possession of Firearm, Unlawful Use of Weapon, Reckless Endangering, Menacing, Child Neglect 1, Endanger Welfare of Minor, and Possession Methamphetamine. 11/10/16 21:27, 2600 BLOCK OF ROSS LN Warrant – Case 1619015 Officers were called to the location regarding a dispute over property and drug activity. They arrived on scene and when they contacted one individual, James Andrew Stoltz, age 51, of Eugene, they found he had two warrants (Possession of Methamphetamine and False Info to Police out of Lane County Circuit Court, and Probation Violation for Possession of Methamphetamine out of Washington County Community Corrections). He was taken into custody on the warrants. 11/10/16 22:28, 700 BLOCK OF OLIVE ST Possession of Methamphetamine – Case 1619027 Officers were sent to conduct a check of the parking garage at W. 8th and Willamette after report of someone throwing things from the rooftop. They didn’t find anyone when they got there. However, they were flagged down on a different matter. A man later identified as Thomas Andrew Adams, Jr., age 49, of Eugene, was reported to be trespassing in a dumpster at M. Jacob’s Furniture. Police contacted him and found him to be in possession of methamphetamine. Adams was charged with Possession of Methamphetamine. 11/10/16 07:20, 30000 BELTLINE/W 11TH AVE Harassment – Case 1618983 Police were called to report of two men fighting at W. 11th and Beltline. When police arrived, they contacted one of the men, a 60-year-old Springfield man, who reported he was tending to his disabled vehicle along with a friend, when a man he’d never met, later identified as Michael Thomas Kramer, age 27, came out of the ditch and assaulted him after a verbal exchange. They both ended up in the ditch. Kramer left the area and was last seen running down the bicycle path westbound with two other people. Police located Kramer on the bike path near Terry Street and W. 11th Avenue. Kramer was charged with Harassment. 11/09/16 23:55, 35 DELTA NB HWY Detox – Case 1618979 Police were sent to a dispute at the Delta Highway/Valley River Center off ramp. When they got there, they found that a taxi cab driver had been transporting a customer. The customer, a 42-year-old man, had become belligerent and started yelling at him. The driver pulled over and the customer refused to get out even after the driver opened the door for him. When police contacted the customer, they found him to be highly intoxicated. He was threatening to fight the officers and unable to care for himself. They were checking him prior to taking him into custody for detox, and the man slammed his head into the patrol vehicle repeatedly. They transported him to a local hospital as he had a cut on his head. Once there, the man began yelling profanities and challenged staff to fight him. He was kept at the hospital for detox. 11/10/16 23:46, E 8TH AVE/MILL ST DUII, Reckless Driving, Reckless Endangering – Case 1619034 Police were called to report of a possible DUII driver, later identified as Erik John Lund, age 23, of Eugene. Lund had been traveling west on East Broadway at a high rate of speed and was unable to negotiate a corner, went up onto the center divider, directly towards a vehicle traveling the opposite direction. Lund center punched a light pole, which was knocked to the ground. Lund’s vehicle then veered off onto a sidewalk. After an investigation Lund was charged with DUII, Reckless Driving, and three counts of Reckless Endangering. 11/10/16 01:42, W 5TH ALY/TYLER ST Unauthorized Use of a Vehicle – Case 1618977 Police were in the area and contacted the driver of a possibly stolen 1993 Subaru Legacy, Dillon Dale Stover, age 22, of Eugene. During contact with Stover, police found information to arrest him for Unauthorized Use of a Vehicle, Possession of Burglary Tools, Possession of Methamphetamine and Possession of Heroin. He was transported to the Lane County Jail and also cited for a Driving While Suspended violation. 11/09/16 16:00, 895 E 13TH AVE Theft 3 – Case 1618966 Police responded to the Duck Store regarding a male subject who stole an item of clothing and contacted the suspect, Dillon B Harmon, age 18, of Eugene. Harmon was cited in lieu of custody of Theft in the Third Degree. 11/09/2016 15:50, 66 E 6th AVENUE Possession of Controlled Substance/Criminal Trespass 2 – Case 1618964 Police responded to the location regarding a male subject who was causing a disturbance at the hotel. The subject, Jacob Christopher Klein, age 20, of Springfield, was asked to leave an employee area and was subsequently observed climbing on a van on the property outside the building. Police contacted Klein behind M. Jacobs Furniture on Olive Street, and arrested him for Possession of a Controlled Substance and Criminal Trespass in the Second Degree. 11/09/16 12:55, 1080 WILLAMETTE ST Assault/Interfering With A Police Officer – Case 1618954 Police responded to the area of the LTD bus station regarding an assault and located the described suspect at the intersection of West Broadway and Olive Street. When the officer attempted to contact the suspect, Richard Dean Taylor, age 53, he ran and was eventually apprehended after tripping onto his front side in a patch of dirt. Police contacted Taylor, and received information that a 71-year-old female subject was attempting to pass him on the sidewalk with the assistance of a motorized scooter, and was punched multiple times in the face by Taylor as she attempted to move around him. Taylor was arrested and transported to the Lane County Jail for Assault and Interfering With A Police Officer. The victim was evaluated at the scene by Eugene Springfield Fire. 11/09/16 08:08, 300 BLOCK OF MONROE ST ID Theft, Possession of Methamphetamine, Warrant – Case 1618923 An officer saw a man, Nicholas Charles Francis, age 25, sitting on the pavement behind the parked car and he had items spread out on the pavement and grass curb strip. The officer contacted Francis regarding being a pedestrian in the street and having debris strewn around. Francis stood up and shoved a sheathed knife into his backpack. He was also wearing a knife sheath on his belt that was partially concealed. There were also two fixed blade knives sticking in the ground near where Francis was standing, and had been sitting. Francis had two warrants for Possession of Methamphetamine Failure to Appear. He was in possession of methamphetamine, and he was in possession of another person’s Oregon Trail Card. He was taken into custody on the warrants and also charged with ID Theft and Possession of Methamphetamines. 11/09/16 08:07, 100 W BROADWAY ALY/OLIVE ST Use Of Marijuana In Public Place/False Information To Officer – Case 1618920 A police officer was in the area and contacted a male subject, Jakoby Leon Porche, age 24, of Springfield, who was observed smoking in the area of the Atrium building. During contact with Porche, he provided false identifying information to the officer. He was cited for Use of Marijuana in a Public Place and False Information to an Officer. 11/09/16 00:00, W 7TH AVE/MADISON ST Possession of Heroin – Case 1618976 A police officer on patrol in the area observed a black Mercedes with expired registration tags and conducted a traffic stop of the vehicle. During the stop, the officer contacted the driver, Robert John Harrington Jr., age 36, of Eugene, and passenger, Katelyn Rose Williams, age 31, of Eugene, and found information to arrest both occupants for Possession of Heroin. Harrington was also cited for Driving Uninsured and Driving While Suspended. Williams was also charged with Possession of Methamphetamine. 11/08/16 23:00, 1500 BLOCK OF JUHL ST Criminal Trespass 2, False Info to Police – Case 1618929 The door to a residence that was supposed to be unoccupied was open and police were sent to investigate. Inside they found a man, identified as Dillon M. Howard, age 23. Howard was compliant with commands. He initially provided a fake name, but officers were able to determine his true name. There were several attempts to locate out for Howard. He was charged with Criminal Trespass 2, False Info to Police, and for three other crimes from the attempts to locate: two counts of Burglary 1, Unauthorized Use of Vehicle, Theft I, two counts of Theft 2, Criminal Mischief I, Interfering with Making a Report, and two counts of Harassment. 11/08/16 22:31, 1055 W 7TH AVE Criminal Mischief 3, Criminal Trespass 2 – Case 1618907 An officer was sent to contact a suspicious person, later identified as Sheldon Scott Smith, age 24, who was reported to have urinated at the apartment complex. Police arrived and found Smith, who had been warned at the location two weeks ago. It was reported Smith urinated on an apartment dwellers camping chair. He was charged with Criminal Mischief 3 and Criminal Trespass 2. 11/08/16 12:37, 1077 WILLAMETTE ST Theft 3 Purse Snatch – Case 1618883 An officer was sent to the location regarding a purse snatching incident at Willamette Market. The suspect was at the location and cooperative. The 38-year-old male victim went inside the door and left his backpack by the door as requested of patrons. When he returned, his bag was gone. The store owner reviewed security footage and took a screenshot for the victim. The victim and his girlfriend went to the White Church and while there noticed the suspect, later identified as Magen Ludwig, age 39, at the location. The investigating officer charged Ludwig with Theft 3. 11/08/2016 11:52, 155 DAY ISLAND RD Interfering With Police/Criminal Trespass 2/Violation of Park Rules – Case 1618879 Police responded to the location regarding a male subject who was inside the hotel and refused to leave the location after being asked to leave by an employee. The subject, Anthony Joseph Ciechon, age 36, of Eugene, subsequently walked around the outside of the hotel, and was observed looking in windows of the hotel and cars in the parking lot, and again refused to leave the location when asked by an employee. Police located Ciechon, across Day Island Road, and observed him smoking at the entrance to Alton Baker Park. The officer contacted Ciechon regarding the incident, and he continued to walk away from the officer after being asked multiple times to stop. He was eventually arrested and transported to the Lane County Jail for Interfering With Police, Criminal Trespass in the Second Degree and Violation of Park Rules (smoking). 11/08/16 10:17, ROOSEVELT BLVD/FOCH ST Possession of Meth/Disorderly Conduct 2/Criminal Trespass 1 – Case 1618871 Police responded to the area of Roosevelt Boulevard and Foch Street regarding a female subject lying on the railroad tracks. Police arrived at the location, and contacted the described female subject, Tawny Marie Phillips, age 33, of Eugene, and received information that a train was forced to stop after Phillips was observed dancing on the tracks and falling over. Police found information to arrest her for Possession of Methamphetamine, Disorderly Conduct in the Second Degree and Criminal Trespass in the First Degree. She was transported to the Lane County Jail. 11/08/16 09:33, 355 HWY 99N Warrant – Case 1618882 Police responded to the business regarding a trespasser who refused to leave the property. Police arrived to the location and contacted the subject, Jeffrey Lee Stonefield, age 53, of Eugene, and found that he had a warrant for arrest. He was transported to the Lane County Jail on the warrant. 11/08/16 06:40, CARMEL AVE/GILHAM RD Possession of Meth/Possession of Burglary Tools/UUV/Warrants – Case 1618862 Police responded to the location regarding a male subject who was sleeping in a stolen vehicle. Police arrived and contacted the subject, Christian James Sleeper, age 23, of Springfield, who was inside a blue Ford Escort, and found information to arrest him for Possession of Methamphetamine, Possession of Burglary Tools, Unlawful Use of a Vehicle and two warrants. He was transported to the Lane County Jail. 11/08/16 02:07, 50 E 11TH AVE Assault 4, Possession of Cocaine, Disorderly Conduct 2 – Case 1618860 Officers on an unrelated case (1618859, below) at the location spotted a commotion on the sidewalk in front of the Black Forest Tavern. A man, Patrick Jeffrey Madden, age 36 of Eugene, was in a verbal and then physical fight with another man, age 30, and the two were being separated by multiple customers. Madden punched the victim in the face and the victim went to the ground. Madden continued to punch the victim. The officers rushed to stop the assault and tried to pull Madden off, but Madden resisted. It took two officers to get control of Madden and handcuff him. Madden was in possession of cocaine. He was charged with Assault 4, Possession of Cocaine, and Disorderly Conduct 2. 11/08/16 01:24, 50 E 11TH AVE Theft 2 – Case 1618859 Officers were called to the location after report of a theft and physical dispute. Arriving officers were flagged down by a large group in the parking lot across from the Black Forest Tavern. There was still a verbal dispute in progress. A 22-year-old woman had reported having her phone taken from inside the bar, and her 27-year-old friend had gone outside and contacted two men, including Elvis Kipkurui Harper, age 41, of Eugene, as he had been near the table when the phone was taken. She found out Harper had her friend’s phone and offered him cash to get it back. They walked together to an ATM and the phone was provided in exchange for money. Harper was charged with Theft 2. 11/07/16 22:56, 2800 BLOCK OF CITY VIEW ST DUII, Reckless Endangering, Reckless Driving – Case 1618853 An officer was dispatched to the location to investigate a minivan that had crashed into a parked vehicle. The involved driver, Rolf Erik Mehlum, age 57, of Eugene, appeared impaired and was leaving the scene in his van. The officer spotted the damaged van going east on W. 28th Avenue from City View Street. The officer stopped the vehicle, contacted Mehlum, and suspected impairment. After an investigation Mehlum was charged with DUII, Reckless Endangering, and Reckless Driving. 11/07/16 20:30, 3549 DOVE LN/EMPIRE PARK DR DUII, Reckless Driving – Case 1618848 An officer was dispatched to a possible hit & run at the 1900 block of Empire Park. A Chevy Camaro had hit the side of a building and then driven off, leaving a wheel. While the officer was on his way, dispatch advised that the driver, later identified as T J Lane Moore, age 24, had returned to the location. The officer located Moore, who was returning to the scene. After an investigation Moore was charged with DUII and Reckless Driving. The hit and run was unfounded. 11/07/16 21:27, 50 E 11TH AVE Detox – Case 1618849 Officers were sent to the Black Forest Tavern for a welfare check on a 49-year-old female who was prone in front of the bar with a friend holding her head up. She appeared heavily intoxicated and unable to care for herself. A 47-year-old man was claiming to be her husband and advising he would take her home. Her friend knew this wasn’t true and alerted the bartender in order to prevent the 48-year-old man from taking the woman home. The officer found that the man was a registered sex offender. Due to the woman’s intoxication, officers couldn’t find a contact for someone to take her home and they took her to Buckley House where she’d be safe. 11/07/16 22:32, 99 W 8TH AVE/OLIVE ST Disorderly Conduct – Case 1618851 Officers were sent to the area after report of one man chasing another with a knife. They arrived and detained the involved man, identified as Patrick Xavier Stack, age 49. He had a screwdriver in a sheath and a pocket knife. It was reported that the victim had been headed to the Horsehead Tavern with three friends when they came upon Stack, who had property spread out around the ground. The man made a comment that upset Stack. As the group moved away, Stack ran up to the other man with a knife in his hands, threatening him. The man didn’t see the knife. Stack was charged with Disorderly Conduct. 11/07/16 11:09, Eugene Area (due to this being a mental health crisis, no identities are released). A man in his early 20s (man 1) was having a mental health crisis near a residence. He was banging on the door of the house where he recently had lived with his mother. The man was talking randomly and had possibly taken LSD a short time earlier. Officers handcuffed the man. There was a 28-year-old man (man 2), who lives at the location with man 1’s mother, and man 2’s two daughters, ages 1 and 3. Man 2 had let man 1 into the residence to get some property. Man 1 began to act aggressive and erratic. At one point man 1 slapped the 3-year-old girl’s face, but it didn’t injure her. Man 2 walked man 1 outside to the porch, there was a struggle, but man 2 locked man 1 out of the home. He didn’t wish to press charges. Officers seized a dagger that was in man 1’s backpack and took him to a local hospital for treatment. 11/07/16 00:28, 1899 GILHAM RD/JEPPESEN ACRES RD DUII, Careless Driving – Case 1618786 An officer was sent to a crash at the location and found three cars with heavy damage parked along the east side of Gilham Road. Two of the vehicles had been struck while parked, by the driver of a Subaru Legacy, later identified as Molly Ann Hinson, age 28, of Eugene. The officer suspected impairment and after an investigation, Hinson was charged with DUII and Careless Driving. 11/07/16 14:24, 846 W 6TH AVE Criminal Trespass 2, Warrants – Case 1618829 An officer was sent to report of a disorderly subject and upon arrival, did not find any subject. However, he did a patrol check of the Side Pocket Tavern and found two men engaged in possible drug activity. He approached the men, one of whom was later identified as Earl Eugene Cary, age 26. The men began hiding items. Cary had two warrants. During transport, Cary intentionally slammed his head into the divider of the patrol vehicle and had to be transported to a local hospital to be medically cleared. He was evaluated and taken to Jail and lodged on the warrants and for Criminal Trespass 2. 11/07/16 10:00, 240 WASHINGTON ST Warrants – 1618828 An officer was sent after reports of illegal camping at Washington Jefferson Park. When he arrived, he contacted Theron William Lummus, age 35, near some tarps. Lummus had two warrants and was taken into custody for a Eugene Municipal Court warrant for Failure to Appear False Information to Police and Violation of Park Rules, and a second warrant through Lane County Circuit Court, for Failure to Appear on Possession of Methamphetamines. 10/30/16 12:10, 51746 MCKENZIE HWY/BLUE RIVER DR Reckless Endangering, Reckless Driving – Case 1618471 On October 30, a red Mazda sedan with a couple in their mid-20s was following a red Toyota pickup too closely on Hwy. 126 near Blue River. The sedan tried to pass the pickup, but the pickup sped up and matched the speed of the sedan. As the sedan passed the pickup the truck intentionally swerved toward the sedan several times, forcing the Mazda toward the guard rail a couple of times. The red Mazda eventually passed the pickup and drove away. An EPD officer followed up on this traffic complaint and charged Nathanel Daved Brown, age 33, of Blue River, with Reckless Endangering and Reckless Driving. 11/05/16 18:30, 1023 W 8TH AVE Criminal Mischief 2, Hit & Run – Case 1618746 An officer was sent to investigate a vehicle that had gone through a fence at Valley Ridge Apartments. A truck was reported to have been intermittently stopping and then driving at the location and the callers were concerned about driver impairment. The truck’s driver tried to park, but drove over the curb and crashed into a fence. The driver got out and appeared intoxicated. After investigating, the next day the officer located the driver, identified as Gonzalo Balcazar Espinoza, age 22, of Eugene, and charged him with Hit and Run and Criminal Mischief 2. Espinoza was also cited for driving without privileges. 11/06/16 09:58, 1500 COBURG RD Non-criminal Hold – Case 1618752 An officer was sent to the Safeway Parking lot after there was a report about a reckless driver. The driver was reported screaming and driving at a high rate of speed in the parking lot and then last seen going southbound on Coburg Road. A second caller reported the same reckless driver near W. 4th Alley and Madison. The driver got out at some apartments, pounded on a door, then left again. A third caller reported the vehicle driving erratically in the parking lot of McDonald’s on Coburg Road. An officer spotted the vehicle parked at the Safeway parking lot near Cal Young road. The driver, in her early 50s, was rocking back and forth in the driver’s seat screaming and was suffering from apparent mental health issues. The officers were able to talk her out of the vehicle and called medics to evaluate her. Officers had taken the keys. She became upset and got back into the vehicle, and was agitated to find the keys missing. When medics arrived, she was compliant with medics at first, then slammed the door into the medic’s equipment, barely missing the medic. Medics were able to talk her out of the vehicle and voluntarily go with them to the hospital. Once at the hospital, the woman became upset again and walked away from the hospital. An officer had to detain her as she approached E. 13th and Hilyard. She was taken back to the hospital. The officer is completing a driver evaluation request with DMV due to the woman’s lack of ability to drive safely. 08/28/16 12:12, 255 COBURG RD Theft 2 – Case On August 28, a girl was washing cars at a car wash fundraiser for her church and after she set her cell phone down on a vehicle to work, it was stolen. Police investigated, and the phone was located using Find my iPhone app at a residence. They were able to connect this to a suspect, Kelly Jean Dobson, age 53, of Eugene. When they attempted follow up contact at a residence where Dobson was located, a man there denied police consent to enter to interview and arrest her. An attempt to locate was put out for Dobson. While on routine patrol on November 6, another officer was dispatched to the intersection of 11th and Tyinn regarding a possible theft in progress. During the investigation, the officer came into contact with Dobson, and he took her into custody on Theft 2 charges. 11/06/16 05:40, 455 W 15TH AVE Non-criminal Hold – Case 1618740 911 was called by several people after they saw a woman in her mid-20s running and screaming for help and being chased by people who were trying to help her. An officer located her in the backyard of a residence. She agreed to walk out to the patrol vehicle. She was sweating and covered in dirt, with no shoes and feet that were cut. She appeared to be having a bad drug reaction. She was taken to a local hospital after having possibly ingested large quantities of cocaine. 11/06/16 02:42, E 13TH AVE/OAK ST DUII, Reckless Driving – Case 1618737 An officer was dispatched to the area for a possible DUII driver. The caller reported a white Mercedes running red lights, swerving and driving the wrong way on one-way streets. The front bumper on the vehicle was dragging. Officers found the vehicle stopped in the intersection of E. 13th Avenue and Oak Street and E. 13th Avenue. The vehicle was facing the wrong way and had damage to it, as well as a flat tire. Officers had to don gloves because the driver, identified as Miao Wei, age 22, of Eugene vomited over the driver`s door. Wei was requested to get out of his vehicle and after an investigation he was charged with DUII, and Reckless Driving. Officers tried to locate any vehicles or property that may have been struck, but did not find any. 11/05/16 19:05, 145 E 12TH AVE Harassment, Disorderly Conduct, Criminal Trespass 2 – Case 1618711 Officers were called to a physical dispute at Safeway between a 22-year-old man and another man, later identified as John William Tarry, age 40. The younger man reported being struck by Tarry, who left. Officers contacted Tarry in a parking lot nearby and detained him. It was reported Tarry had been breathing on fresh produce and fresh foods at the store, appeared intoxicated and refused to leave when told to. The victim tried to escort Tarry out the front doors. Tarry yelled, chased the victim and struck him. The victim ran back into the store and Tarry followed, continuing to be disorderly and using racial slurs. A mixture of store staff and customers began forming a crowd to defend the victim. Tarry had a warrant out of Eugene Municipal Court for Failure to Appear Open Container. He was charged with Harassment, Disorderly Conduct and Criminal Trespass 2. 11/05/16 14:29, 3900 BLOCK OF N CLAREY ST DUII, Driving While Suspended, Failure to Register as a Sex Offender – Case 1618721 An officer responded to report of a stolen vehicle in the 3900 block of N. Clarey Street. Police contacted the suspect, Elvis Kipkurui Harper, age 41, of Eugene, and found the incident was more of a civil issue. However, officers suspected Harper was impaired and had been driving, and also was a suspended driver and had not registered as a sex offender. After an investigation, Harper was charged with DUII, Driving While Suspended, and Failure to Register as a Sex Offender. 11/04/16 19:23, 1788 W 6TH AVE Delivery of Methamphetamine, Driving While Suspended, Warrant – Case 1618655 An officer performed a traffic stop on a Chevy Blazer as the license plates did not match the vehicle. He contacted the driver, Allen Lee Davis, age 57, of Eugene, and passenger, Vanessa Kay King, age 56 of Eugene. Davis had a Parole Violation warrant from Lane County Sheriff’s Office, and he was driving while suspended. Officers arrested Davis and found him in possession of methamphetamine and found probable cause for delivery of methamphetamine. He was charged with Possession of Methamphetamine, Delivery of Methamphetamine and Driving While Suspended. King also had a warrant and was taken into custody. 11/05/16 15:41, 125 E 8TH AVE Warrant – Case 1618702 An officer on foot patrol observed a group trespassing on the upper level of the courthouse behind the locked gates. He warned the group about trespassing and also noticed marijuana-smoke odor. There was a man in the center of the groups who had pipes, identified as Allen Clayton Townsend, age 28. He had two warrants for his arrest and was taken into custody on the warrants without incident. 11/05/16 15:53, 1520 HWY 99N Possession of Methamphetamine, Warrants – Case 1618704 An officer was sent to a dispute in a parking lot between a man and woman. The female left, but the man, later identified as Maximo Rodolfo Covernali, age 31, was still present. Officers contacted him and found Covernali had a warrant for Robbery 3. Covernali was taken to jail and found in possession of meth. He was also charged with Possession of Methamphetamine. 11/04/16 23:17, 241 HWY 99N Detox – Case 1618669 Officers were sent to help CAHOOTS transport a woman in her 30s to Buckley House as she had become belligerent and was trying to jump in front of traffic on Hwy. 99. She had been using meth. She was taken to Buckley House on a non-criminal hold as she was unable to care for herself. 11/04/16 23:04, 1199 W 6TH AVE/TYLER ST DUII – Case 1618668 An officer was dispatched after calls regarding a possible DUI driver. He located the involved vehicle, a green van at the 7-Eleven store at W. 6th and Blair. A man got into the van and started to drive it, and the officer initiated a traffic stop. The van didn’t yield and appeared unaware. Once the van began to yield, it ran over a sidewalk and over a mound of dirt before coming to a stop. The officer suspected impairment upon contacting the driver, Francisco Martin Rodas, age 48, of Centralia, Oregon. He was charged with DUII. 11/04/16 22:25, 1600 BLOCK OF OAK PATCH RD Possession of Methamphetamine, Warrant – Case 1618661 On November 4, an officer was sent to the location after reports of a man assaulting another with a baseball bat or machete. The officer stopped a man matching the description of one of the involved males and identified him as Darryl Freerksen. He had a Statewide Felony warrant for his arrest for a Parole Violation out of the Lane County Circuit Court. Freerksen was in possession of methamphetamine and was taken into custody on the warrant. During the transport to jail, he became hostile and belligerent and called the officer by racial slurs. He was charged with Unlawful Possession of Methamphetamine. 11/04/16 04:51, 125 E 8TH AVE Carry Concealed Weapon, Warrant – Case 1618609 A man was sleeping on the walkway leading to Harris Hall at the Lane County Courthouse. An officer contacted the man, Andrew Buchert, age 28, of Eugene and found he had a warrant. Buchert was carrying a concealed fixed blade. He was charged with Carrying a Concealed Weapon and taken into custody on his warrant. 11/04/16 00:26, 1700 BLOCK OF CRESCENT AVE DUII, Reckless Endangering, Reckless Driving, Criminal Mischief 1 – Case 1618602 A man, later identified as Trevor Kenneth Schamp, age 21, of Eugene, crashed his 2001 Ford Taurus at a residence in the 1700 block of Crescent Avenue. When officers arrived, the car was wedged between the home and a fence and had broken through the fence and hit a shed. An infant was sleeping against the wall that was struck by the vehicle, but was not hurt. Residents in the area reported hearing a skidding noise and crash sounds. After an investigation, Schamp was charged with DUII, Reckless Endangering, Reckless Driving and Criminal Mischief 1. 11/04/16 00:07, 1100 BLOCK OF W 6TH AVE Possession of Heroin – Case 1618603 An officer was sent to report of a man shooting up heroin in the back parking lot of an apartment complex. The man, later identified as Brandon Jack Apker, age 33, of Pleasant Hill, was in a vehicle and the officer contacted him. Apker was compliant and found in possession of heroin. He was arrested for Possession of Heroin. 11/04/16 01:55, 1456 CITY VIEW ST APT Possession of Heroin, Warrant – Case 1618607 An officer stopped a Cadillac Eldorado for a traffic violation. When the officer contacted the driver, Sean Donald Rodrigues, the passenger voluntarily identified himself by a name and appeared in his 20s. The name was a false name and the date of birth he provided would have matched a teen, not a man in his 20s. The passenger then provided his real name, Cameron Amos Hanner, age 21. Hanner had warrants: two from Clackamas County for Failure to Appear Heroin, and Failure to Appear 1, and a warrant from Eugene Municipal Court for Failure to Appear Theft 3. Methamphetamine and heroin were found in the vehicle. Hanner was taken into custody on his warrants and also charged with Possession of Heroin and Possession of Methamphetamine. The driver, Sean Donald Rodriguez, was cited for Driving Uninsured, Failing to Transfer Title in 30 Days and Failing to Signal a Turn. 11/03/16 19:43, 2900 BLOCK OF TIMBERLINE DRIVE Possession of Heroin, Warrant – Case 1618597 Officers were dispatched to report of suspicious conditions at a residence, where the neighbors had seen a sedan parked in the driveway that didn’t belong to the occupants of the home. They spotted a man from the sedan going around the back of the house and the other occupants appeared to be using drugs in the car. A K9 officer arrived and detained the vehicle and four occupants. A woman in the car, identified as Anastasia Loren Yell, age 24, of Eugene had warrants (FTA for Heroin and Criminal Trespass from Lane County Circuit Court, Parole Violation Dangerous Drugs from Florence, Parole Violation PCS Heroin from Lane County Sheriff’s Office). She was also in possession of heroin. She was taken into custody on her warrants and charged with Possession of Controlled Substance Heroin. Another of the car’s occupants, Rodney Brandon Kneece, age 33, of Eugene, initially provided a false name, but eventually provided his true name. He had a warrant from the Oregon Parole Board. Kneece began lethargic and police called medics to evaluate him. He was taken to a local hospital. Yell reported ingesting drugs and was taken to a local hospital as well. Both were cleared at the hospital and then taken to Lane County Jail. Yell was lodged at Lane County Jail on her 3 warrants and the charge of PCS-Heroin. Kneece was lodged on his warrant. 11/04/16 01:25, 699 BETHEL DR/BELL AVE Driving While Suspended, Driving Uninsured, Switched Plates – Case 1618605 An officer stopped a Toyota pickup for a traffic violation. He contacted the driver, Tomas Angelo Martinez, age 33, of Eugene, and found that Martinez’s license was suspended. The vehicle he was driving also had license plates that did not match the registration of the vehicle. Martinez was cited for Driving While Suspended Felony, Driving Uninsured, Switched Plates and Failure to Signal Turn. The vehicle was impounded. 11/03/16 21:36 , 495 W 7TH AVE Criminal Trespass – Case 1618595 An officer was sent to Starbucks regarding a disorderly man. When officers arrived, they found the man, identified as Colin Peter Curley, age 44, of Bellingham, Washington, sitting in the store. Two hours before, Curley had gotten into a confrontation with a female customer about the way she looked at him. Employees intervened as he was being aggressive. He was asked to leave and refused. Curely was charged with Criminal Trespass 2. 11/03/16 01:40, 764 LINCOLN ST Possession of Heroin, Possession of Methamphetamine – Case 1618536 Officers were asked to respond to three individuals trespassing at the location. The officers contacted three and advised them they were trespassing. Michael Wayne Melendy, age 25, was in possession of methamphetamine. Eden Rose Benson, age 25, of Eugene, was found to have methamphetamine and heroin. Benson was charged with Possession of Heroin, Possession of Methamphetamine. Melendy was charged with PCS Methamphetamine. 11/03/16 19:20, 980 WILLAMETTE ALY Warrant – Case 1618593 Two officers observed a man, identified as Ira Johannes Daly, age 33, standing at the location and he appeared to be intoxicated by a controlled substance. Officers were concerned for his safety, as well as the safety of others. They offered to have CAHOOTS respond to help him, but he refused. He had a warrant out of Eugene Municipal Court and was taken into custody without incident. 11/03/16 18:32, 3501 HILYARD ST Criminal Mischief – Case 1618590 An officer was dispatched to an apartment complex after a disorderly man with a large knife was reported to be in the parking lot after a verbal dispute with another male tenant regarding the other tenant’s noise. Multiple officers arrived and the man, identified as Todd Gebow, age 44, of Eugene, walked out of an apartment unarmed and was cooperative. He had been in a verbal argument earlier in the day with the other tenant, age 54, that was resolved with police intervention. Gebow was observed in the parking lot near the tenant’s vehicle yelling and holding a large knife. The car had some damage. Gebow was charged with Criminal Mischief 2. 11/03/16 12:12, 599 BLAIR BLVD/W 6TH AVE Non-criminal Hold – Case 1618562 Police were called after bystanders who reported a woman in her late 20s was standing in the road, crouched over and not moving. Bystanders were concerned for her safety. Another woman got out of her vehicle and escorted her out of the roadway. When officers arrived, they observed the woman appeared to be having a mental health crisis and called CAHOOTS. The woman refused to go to the hospital with CAHOOTS, so police transported her. 11/03/16 17:24, 590 COUNTRY CLUB RD Driving With Suspended – Case 1618584 An officer was patrolling I-105 and Country Club Road and spotted a red van go through a solid red light at the intersection of Country Club Road and Southwood. He stopped the vehicle and found that the driver, Samantha Adona Meyer, age 29, did not have a valid driver’s license or insurance. Meyer was charged with Failure to Obey a Traffic Control Device, Driving Uninsured, and Driving While Suspended. 11/03/16 16:42, 110 W BROADWAY Open Container – Case 1618582 An officer observed a man later identified as Chad Michael Bunton, age 40, drinking alcohol on the sidewalk in front of Buy2 Store. He was charged with Open Container and released. 11/03/16 12:08, 72 E BROADWAY Open Container – Case 1618559 Two officers observed a man later identified as Jacob Paul Mason, age 25, trespassing and drinking alcohol in public. He was taken to Buckley House and charged with Open Container. 11/02/16 20:39, 99 W BROADWAY/OLIVE ST Failure to Register as a Sex Offender – Case 1618526 Officers contacted Jeffrey Don Walton, age 30, at Olive Street near Broadway after finding out he was not keeping his sex offender registration up to date. He was charged with two counts of Failure to Register as a Sex Offender. 11/02/16 23:51, 3800 BLOCK E AMAZON DR Non-criminal Hold – Case 1618533 Police responded to a call regarding suspicious conditions. Residents of a home had found that there was a woman in her 30s standing on the porch banging on the front door and stripping her clothes off. When they opened the door, the woman tried to push past them. The woman’s clothing was soaking wet and she was cold. The residents clothed the woman with a shirt and blanket. The woman reported falling had into the Amazon Creek and being homeless. Police requested medics, but the woman refused help. The officer also requested CAHOOTS and she declined multiple offers for a ride anywhere. Officers took her to the hospital for help as she was suffering from a mental health issue. 11/03/16 00:55, 1899 CARMEL AVE/DIANE ST DUI, Speeding - Case 1618535 An officer observed a speeding driver, later identified as Melissa Nicole Bailey, age 34, of Eugene. He performed a traffic stop and upon contacting the Bailey, suspected impairment. After an investigation, Bailey was charged with DUI and Speeding. 11/02/16 16:18, 300 W 2ND AVE/LINCOLN ST UUMV and Reckless Endangering – Case 1618514 Police were flagged down by a 36-year-old Eugene man, who reported his Lexus SC400 had been stolen by a suspect, Mary Ellen Laux, age 61, of Eugene, on October 30 from Richards Deli at 3666 W. 11th Avenue. He reported finding Laux and her daughter standing out in the rain on October 27 and offering them a ride, but then they spent the next few days together. On October 30, he was at a store and left Laux in the passenger seat while he went inside. When he returned, the car was missing. The victim was at the Washington/Jefferson Park on November 1 and saw his vehicle parked by the restrooms and Laux was inside. He tried to contact her, but she put the vehicle into reverse. He got in front of the vehicle and tried to get her to stop, but she drove forward and he had to jump on the vehicle’s hood to avoid being hit. She stopped and he jumped off and she fled in the vehicle. Officers found the vehicle shortly thereafter with the help of a bystander, and performed a traffic stop. After an investigation Laux was charged with Unauthorized Use of Vehicle and Reckless Endangering. The vehicle was returned to the victim. 11/02/16 08:23, 996 WILLAMETTE ST Burglary 2, Criminal Trespass 2 and Unlawful Possession of Ecstasy – Case 1618485 Police responded to a call regarding a man, later identified as Braxton Lavell Walker-Holmes, age 18, trespassing at the Actors Cabaret. Walker-Holmes had an attempt to locate for Burglary 2 that happened on July 10, 2016 (case 1611412). In that case, a motorhome was broken into at the Oakway Golf Course, 2000 Cal Young Road. Walker-Holmes was in possession of Methamphetamine and Methylenedioxymeth (Ecstasy). He was charged with Burglary 2, Criminal Trespass 2 and Unlawful Possession of Ecstasy and Methamphetamine. 10/29/16 19:28, 1075 OAK ST Reckless Burning, Criminal Mischief 3, Criminal Trespass 2 – Case 1618200 An officer was sent to a fire under the overhang at the bank. The fire was mostly out by the time the officer arrived. He contacted Leslie Joanne Burleson, age 45, who was suspected to have started the fire. Burleson had been trespassed from the location. Burleson was charged with Reckless Burning, Criminal Mischief 3, and Criminal Trespass 2. 10/29/16 21:38, 99 W BROADWAY/OLIVE ST APT Open Container - Case 1618204 An officer observed Jacob Paul Mason, age 25, drinking alcohol near the flower bed of the Horsehead Bar. He was charged with Consumption/Possession Unlicensed Premises. 10/29/16 22:57, 49 W BROADWAY/WILLAMETTE ALY Open Container – Case 1618209 An officer was flagged down regarding a man and his dog, which was reported to be lunging at people as they walked by. An officer contacted the man, Bernard Sanchez, age 26, who had an open container of alcohol. He was charged with Consumption/Possession Unlicensed Premises. 11/02/16 14:15, 2899 PEARL ST/E 29TH AVE Probation Violation – Case 1618508 An officer was dispatched regarding a man who was suspected of stealing mail at the Market of Choice. The suspect, later identified as Robert Henry Mather, Jr., age 50, of Eugene, was on the second floor. The officer contacted Mather and found he had a warrant for a Probation Violation and was taken into custody. The officer is continuing to investigate the mail theft report. 11/02/16 17:36, 100 W 10TH AVE Possession of Methamphetamine – Case 1618505 An officer was dispatched to the Eugene Library where a man had been told to leave multiple times as he had a Library Restriction. The officer contacted the man, Logan Blake Foster, age 21. Foster was in possession of methamphetamine. He was charged with Possession of Methamphetamine. 11/02/16 13:01, 270 W 8TH AVE Warrant – Case 1618502 Multiple officers were dispatched to The Dining Room for a report of a man with a firearm. The man, later identified as David Michael Petree, age 60, was in front of the building. An officer held him at gunpoint as Petree produced a handgun and was not obeying commands. The officer determined the man had a hearing problem and increased his voice volume and Petree complied. The gun turned out to a replica, which looks like an operational handgun. He had been showing it to others at the location. He was advised about the dangers of taking this type of equipment out in public as it causes alarm. Petree asked for the airsoft gun to be destroyed. Petree had a warrant and was taken into custody on the warrant. 11/02/16 16:02, 399 E 11TH AVE/MILL ST Non-criminal Hold – Case 1618512 Officers were sent to the location regarding a woman in her late 20s, who had been running in traffic, causing cars to slam on their brakes, and at one point she was observed running in front of an LTD bus. A bystander was holding her hand to prevent her running back into traffic. When the officer arrived, the woman was actively trying to run into the road, but was cooperative when contacted. She was having a mental health issue and was taken to a local hospital. 11/02/16 10:17, 4550 W 11TH AVE Theft 3 – Case 1618495 Police were dispatched for report of an uncooperative shoplifter at Walmart. An officer arrived and detained Christopher Wayne Langford, age 45, of Portland, outside of the store. After investigating, Langford was charged with Theft 3. 11/02/16 07:02, 198 W BROADWAY Criminal Trespass 2, Warrant – Case 1618480 An officer was patrolling and observed a woman, later identified as Theanie Anne Short, age 26, trespassing at Shaw Medical and she had a warrant for Unlawful Possession of Methamphetamine Failure to Appear. She was charged with Criminal Trespass 2 into Community Court. 11/02/16 06:03, 1700 W 15TH AVE/CHAMBERS ST Littering, Warrant – Case 1618479 An officer responded to the W. 15th/Chambers tunnel regarding graffiti. When he got there, he found Keenan Douglas Moore, age 22, of Springfield, applying spray paint to the wall. Moore was compliant and had a warrant for Possession of Methamphetamine Failure to Appear. He also let the officer know he had a replica BB gun in his pocket. He was charged with Littering and taken into custody on the warrant. 11/02/16 03:04, 5TH AVE / WASHINGTON ST Possession of Heroin/Warrants – 1618478 A police officer conducted a traffic stop of a 2003 Honda Accord regarding the vehicle registration and contacted the driver, Tyler James Denny, age 31, of Eugene, and found that the registration had expired and Denny had a suspended Oregon Driver License. During contact with Denny, police found information to arrest him for Possession of Heroin and Possession of Methamphetamine. Police also contacted two passengers who were with Denny, and found that they had warrants for arrest. Lindsey Michelle Weston, age 26, of Springfield, was arrested on seven warrants and Mathew Jacob Decker, age 29, of Eugene, was arrested on a warrant. All three subjects were transported to the Lane County Jail on the charges. 11/01/16 23:55, W 6TH AVE/CHAMBERS ST DUII/Reckless Driving – Case 1618476 A police officer observed a Jeep Patriot, stopping abruptly at traffic signals, and then accelerating on the green light. The vehicle was also observed traveling at a high rate of speed and drifting to the left across the fog line. The officer contacted the driver, Casey Lee Rahim, age 29, of Eugene, and after further investigation, arrested her for DUII and Reckless Endangering. She was also cited for Careless Driving. 11/01/16 23:55, 110 W BROADWAY Open Container – Case 1618475 An officer assigned to foot patrol downtown was in the area of the Buy2 Market when he observed a man, Paul Alex Kuza, age 24, of Eugene, drinking from an open container of alcohol. He was cited for possession/consumption of an alcoholic beverage on an unlicensed premise open to the public. 11/01/16 23:36, 110 W BROADWAY Open Container – Case 1618473 An officer assigned to foot patrol in the downtown area was in front of the Buy2 Market when he observed a man, Jacob Levi Eddings, age 33, of Eugene, drinking from an open container of alcohol. He was cited for possession/consumption of an alcoholic beverage on an unlicensed premise open to the public. 11/01/16 21:08, 1136 HWY 99N Criminal Trespass 2 – Case 1618465 Police responded to the Burrito Amigos restaurant regarding a male subject who was in the recycling bin near a No Loitering sign, and refused to leave. Police contacted the subject, Billy Dye Jr., age 55, of Eugene, and transported him to the Lane County Jail for Criminal Trespass in the Second Degree. 11/01/16 19:20, 3100 BLOCK OF W 11TH AVE Harassment – Case 1618461 Police responded to the location regarding a physical dispute. When police arrived, the officer contacted the involved subjects and received information that two men known to each other were in a verbal dispute that escalated when one of the men, John Charles Derrig, age 54, pushed and punched the other subject in the face. After further investigation, police arrested Derrig for Physical Harassment, and transported him to the Lane County Jail. 11/01/16 17:50, I-105 WB Disorderly Conduct – Case 1618458 Police responded to the area of W. 6th Avenue and Washington Street regarding a female subject who was not wearing any clothing and throwing objects from off the Washington Jefferson Street Bridge at cars under the bridge. Police located the subject, Rebecca Lauren Shanklin, age 28, running westbound on the off ramp of the bridge toward 6th Avenue. When the officer attempted to stop Shanklin, she threw sticks at his vehicle and proceeded to run eastbound on W. 6thAvenue. She was arrested and transported to the Lane County Jail for Disorderly Conduct, for causing a disruption to traffic. 11/01/16 15:39, 400 HWY 99N APT: BLK Possession of Methamphetamine, Warrant – Case 1618450 An officer stopped a woman on a bicycle due to her making a traffic violation. Upon contact, the officer found the woman, Jennifer Jean Penland, age 30, of Eugene, had warrants for Possession of Meth Failure to Appear, and Theft 3 Failure to Appear. She was taken into custody on the warrants. She was found to have drug paraphernalia, then later at the Jail, she was found to have meth baggies stored inside a body cavity. She was charged with Possession of Methamphetamines. 11/01/16 15:06, 199 E 8TH ALY/PEARL ST Open Container – Case 1618445 Officers conducting assigned foot patrol for the Park Blocks Safety Initiative were returning from Broadway and Pearl and observed two men consuming alcohol in the E. 8th Alley. They contacted the men, Gregory Riboule Manwarren, age 26, and Lance Christopher Naldrett, age 26, who were both very cooperative. They were issued citations for Consumption/Possession Unlicensed Premises. 11/01/16 13:58, Downtown Interfering with Police – Case 1617757 An officer was patrolling downtown for the Park Blocks Safety Initiative and spotted a man who was had been involved in an incident at the Park Blocks on October 21 at 3:24 p.m.. There was probable cause to charge him with Interfering. When the officer contacted the man, Jeremy Edward Lowery, age 29, he was wearing the same clothing as on October 21. The officer contacted Lowery and issued him a citation without incident for Interfering with Police. 11/01/16 13:01, 1005 GREEN ACRES RD ID Theft, Theft 1 – Case 1618431 Officers were sent to the Sprint Store after report that a suspect, later identified as David L. Bahamundi, age 26, of Bronx, NY, had engaged in fraudulent account activity and used fake ID. Officers arrived and found the Bahamundi had left and was now at a Sprint Store in Springfield. A detective listening to radio traffic responded to the store and contacted the man along with s Springfield officer and a Eugene officer. They contacted Bahamundi and after an investigation charged him with two counts of Identity Theft and two counts of Theft I. 10/15/16 21:19, 4550 W 11TH AVE Harassment – Case 1617379 Officers were sent to Walmart after an assault in the parking lot was reported. Police contacted the victim, a 21-year-old man, who reported that there had been a group of about 10 men and women at the checkout counter trying to purchase alcohol without success. None of the individuals had ID that worked. The victim had laughed at the situation. One of the men, who had been videotaping the transactions followed the victim. The man, later identified as Alberto Santiago-Vasquez, age 38, of Springfield, is reported to have pushed, followed and hit the victim, before getting into a vehicle and driving away. The officers investigated and charged Santiago-Vasquez with Harassment on November 1 at 9:12 a.m. 11/01/16 01:01, OLIVE STREET/W BROADWAY Open Container – 1618398 An officer assigned to foot patrol in the downtown area was walking westbound on Broadway, just west of Olive Street, when he observed a man, Michael Jonathan Percival, age 33, with an open container of alcohol. He was cited for open container on an unlicensed premises. 11/01/16 00:38, 62 W BROADWAY Open Container – Case 1618396 An officer assigned to Downtown foot patrol observed a man, Nicholas D Webster, age 32, of Springfield, walking up to Cowfish bar and drinking from an open container of alcohol. He was cited for possession/consumption of an alcoholic beverage on an unlicensed premise open to the public. 11/01/16 00:04, 99 W BROADWAY/OLIVE ST Open Container – Case 1618394 An officer assigned to Downtown foot patrol observed a man, Anthony Eugene Smith, age 45, on the corner of Broadway and Olive drinking from an open container of alcohol. He was cited for possession/consumption of an alcoholic beverage on an unlicensed premise open to the public. 10/31/16 23:53, 1999 W 6TH AVE/GARFIELD ST DUII, Open Container, – Case 1618395 An officer stopped a Kia Optima after it made traffic violations and contacted the driver, Alexander Markray Bailey, age 23, of Eugene. Upon contact, the officer suspected Bailey to be impaired and there was an open container of alcohol in the vehicle. After an investigation, he was charged with DUII and Open Container.
