DUII, Reckless Driving, Driving While Suspended– Case 1616341
A suspected DUII driver was called in to 911. An officer was dispatched and located the suspect vehicle at Barger and Beltline. The vehicle, driven by Rachel Leanne Smith, age 36, of Eugene, was reported to be having difficulty maintaining its lane and side swiped a median. An officer responded the located the suspect vehicle, which made an illegal U-turn around the median of Barger and went westbound with its headlights off. It swerved into a bicycle lane and nearly struck a bicyclist. The officer stopped the vehicle and contacted Smith and found she was driving while suspended. After an investigation, Smith was charged with DUII, Reckless Driving, and Driving While Suspended.

Interfere with Peace Officer, False Info to Police Officer, Failure to Register As Sex Offender, Warrant – Case 1616347
An officer on patrol contacted several people on Unthank Street regarding prohibited camping. He was trying to confirm the identity of one man, later identified as
Jacob Allen Carrier, age 34, who had provided a false name. The officer became aware that Carrier had provided a false identification and that he had two warrants. Carrier took off running and officers pursued for about a quarter mile. Carrier refused to stop and the officer used a taser to take him into custody, which Carrier still resisting arrest. Carrier is a registered sex offender and was out of compliance. Carrier was charged with Failure to Register as a Sex Offender, False Information to Police, Interfering with Police, a circuit court warrant and a parole violation warrant.

Detox – Case 1616348
Officers responded to a call from Buckley House to help CAHOOTS with a woman in her 30s who was refusing to enter Buckley, but was unable to care for herself. She had been contacted at Doc’s Pad and the woman refuse to get into a taxi. She was convinced to go to Buckley and passed out in the van. Upon arrival, she refused to enter Buckley. The officer spoke with the woman about her inability to care for herself and the safety of Buckley for her. She walked inside.

Robbery 3/ Assault 4/Possession of Heroin – Case 1616334
Police responded to the Macy’s Department store regarding a shoplifter and received information that the suspect was contacted by an employee after exiting the store without attempting to pay for the clothing merchandise she had concealed on her person. The suspect, Ashley Lynn Freeman, age 32, of Eugene, attempted to run from the employee after being told to stop and a struggle ensued. The employee sustained minor injuries, and was able to detain Freeman before police arrived and contacted her regarding the incident, and found her in possession of Heroin. She was arrested and transported to the Lane County Jail for Robbery in the Third Degree, Assault in the Fourth Degree and Possession of Heroin.

Interfering With A Police Officer – Case 1616335
Police were called to a physical dispute at the location and received information that one of the involved subjects displayed a knife. Police arrived at the location and attempted to contact the person who matched the description of the subject, Anthony Joseph Ciechon, age 36, of Eugene, walking east on E. 7th Avenue. The officer directed the subject to stop, and he continued to walk away from the officer and into the street, which caused vehicles to stop to avoid striking him. Ciechon then ran from the officer, discarded the knife (which was later located), and was apprehended a short time later and arrested for Disorderly Conduct and Interfering With A Police Officer. He was transported to the Lane County Jail. Police received information that Ciechon had yelled at patrons at the bar while displaying the knife and engaged in a physical dispute with a male patron after the patron told him to leave.

Reckless Endangering/Hit and Run/Reckless Driving – Case 1616330
Police received information of a crash that happened earlier at the location involving a white 2002 GMC pickup with a passenger that was traveling northbound on Charnelton, approaching a red traffic signal, before driving through the parking lot on the southeast corner of the intersection and striking the side/front of a vehicle, parked along the roadside. The GMC subsequently continued back onto W. 7th Avenue, without attempting to stop or exchange information with the driver. The driver of the vehicle, Bryson Allen Rockwell, age 18, was later contacted by police at EPD headquarters and arrested for Reckless Driving, Hit and Run and Reckless Endangering. He was transported to the Lane County Jail.

Harassment/Disorderly Conduct/Criminal Trespass 2 – 1616260
Police responded to the Silver Dollar Club regarding a disorderly male subject who was being detained by employees. When police arrived to the location, they received information that the subject Ryan Michael Kesler, age 30, of Springfield, was asked to leave the property several times and refused. Kesler subsequently pushed an employee and hit him in the face before employees detained Kesler until police arrived, and contacted him about the incident. Medics responded and evaluated Kesler at the scene for minor injuries sustained during the altercation with employees. He was arrested and transported to the Lane County Jail for Harassment, Disorderly Conduct and Criminal Trespass in the Second Degree.

Criminal Mischief 1/Interfering With A Peace Officer – Case 1616257
A police officer observed a large window of the White Lotus Gallery shatter and attempted to contact a male subject who was in the area. The suspect, Christopher Lorenzo Garza, age 23, of Siletz, ran and was apprehended a short time later. Following contact with police, the officer received information that Garza broke the window. He was arrested and transported to the Lane County Jail for Criminal Mischief in the First Degree and Interfering With a Police Officer.

Criminal Trespass 1 – Case 1616253
Police responded to a residence regarding a male subject who was in the backyard and had opened a sliding glass door. Police contacted the male subject, Keith Joseph Randel, age 26, of Eugene, at the residence, and received information that he had made unforced entry through a gate. He was arrested for Criminal Trespass in the First Degree and transported to the Lane County Jail.

Disorderly Conduct – Case 1616248
Police responded to the Eugene Amtrak Station regarding a disorderly subject who refused to leave the train and when police arrived, officers could hear her yelling from the upper train car. Police received information that the behavior of the female subject had been yelling at employees and passengers. Delmy Maldonado, age 35, continued to behave disruptively during contact with police and was arrested and transported to the Lane County Jail for Disorderly Conduct.

Burglary 1/Criminal Trespass 1 – Case 1616232
Police responded to the location regarding the victim of a burglary who was following the male suspect on foot. Police arrived, and contacted the suspect Sheldon Scott Smith, age 24, of Eugene. Police received information that the victim returned home and found Smith inside the apartment, and wearing accessories that he found inside the residence. The victim then observed Smith attempt to open the door of another apartment and continued to follow Smith and observed him attempting to open car doors. Smith was arrested and transported to the Lane County Jail for Burglary in the First Degree and Criminal Trespass in the First Degree.

Criminal Mischief 2 - Case 1616209
Officers were sent to the Lane County Parole and Probation parking lot as a man, later identified as Amiel Jerome Arnegard, age 41, was reported to have damaged two vehicles in the parking lot. Arnegard had left the building upset and tried to pull the front grill from a pickup, then appeared to be kicking at or on other vehicles as he walked through the lot. On the way out of the lot, he kicked a mirror off a sedan and threw it at Parole and Probation officers. They took him into custody until EPD officers arrived. Arnegard was charged with Criminal Mischief.

Possession of Methamphetamine, Warrant – Case 1616191
Police responded to a call regarding a trespasser. A man later identified as Howard Stone Coburn, age 29. When police arrived, Coburn was sitting in a chair outside an apartment. He was cooperative with police, but initially started to provide a false name. He was in possession of methamphetamine and had a warrant. He was taken into custody on the warrant and also charged with Possession of Methamphetamine.

Criminal Mischief 3, Non Criminal Hold – Case 1616181
A Downtown Guide called police to report a disorderly woman, in her late 60s, outside the Key Bank. She was trespassing and destroying plants at the location. She is reported to have gone up to several floors and offices, was asked to leave and refused. She did eventually exit the building, but then began damaging potted plants and flowers. When officers arrived, she was sitting against a wall. She was cited (into Municipal, Community Court) with Criminal Mischief 3, as officer noted she appeared to be in a mental health crisis and needed help. She was taken to a local hospital for evaluation.

Possession of Heroin – Case 1616176
Officers were sent to 1312 Mill Street after trespassers were reported in the parking level below apartments. The officers arrived and contacted two individuals, later identified as Mary Lee Skaling Brocher, age 60, and Robert Henry Mather, Jr., age 50. They appeared to be heating a substance in foil. Initially Skaling Brocher provided a false name, but officers were able to identify her. Skaling Brocher was charged with Unlawful Possession Heroin. Mather was charged with Unlawful Possession Heroin and Unlawful Possession Methamphetamine.

Hit and Run – Case 16-15753
Police responded to a residence at the location regarding a Hit and Run that happened on September 19 on the 2600 block of Ross Lane, and contacted the suspect driver, Michael David Britt, age 40. Police received information that on the listed date, a green Ford Explorer, driven by Britt, was traveling at a high rate of speed when he hit the fence of a neighboring residence and left the location. Britt was cited in lieu of custody for Hit and Run (property damage), and Criminal Mischief in the First Degree.

Police responded to the church at the location regarding a female subject who had damaged the sign. Police contacted the suspect, Olivia Madeline Bates, age 23, of Brooklyn New York, at the location regarding the incident, and arrested her for Criminal Mischief in the Second Degree and transported her to the Lane County Jail.

Officers were called to respond to a disorderly subject at Church of the Nazarene. A woman, later identified as Olivia Madeline Bates, age 23, of Brooklyn, New York, was reported to have broken the illuminated church sign. The officer located her laying in grass on the curb. She was charged with Criminal Mischief 2.

False Information to Officer/Warrant – Case 16-16155
Police contacted two subjects who were sitting under a No Trespassing sign in the flower bed behind the Winco store, and found that both subjects, Jeremy Lee Wells, age 46, of Veneta, and Jesse Stephen Share, age 34, of Eugene, had a warrant for arrest. Wells also received an additional charge of False Information to Officer, after he provided false information to the officer regarding his identification. Both suspects were transported to the Lane County Jail.
September 26 at 1:14 p.m., 201 E. 13th Avenue
Open Container, Criminal Trespass 2 – Case 1616226
An officer on patrol responded to a report of people drinking in public across from Bill and Tim`s BBQ restaurant at 201 E 13th Ave. The officer observed a man, Gregory Gene Faulkner, age 56, drinking alcohol while sitting against a wall at La Perla. There were three other individuals with Faulkner: Jill Elaine Smith, age 49; Henry Lee Young, age 61; and Arthur Roy Lyle, age 50. It was reported that Smith had been told to leave the property earlier, as well as advised she was trespassing a week ago on the restaurant property. On September 26, she had returned and was reported to have harassed a woman in a car with her children, and that the family left before the officer’s arrival. Smith urinated between two cars. After investigating, the officer charged Faulkner, Young and Lyle with Open Container. The officer charged took Smith into custody and she became upset and intentionally hit her head on the window of the patrol vehicle and kicked the door. She was charged with two counts of Criminal Trespass.

Unlawful Entry of a Motor Vehicle – Case 16-16108
Police responded to the area regarding a female subject who was observed sitting in multiple vehicles without permission. Police received information that when the victim approached the suspect, she ran. The officer contacted the suspect, Danielle Nicole Long, age 24, and arrested her for Unlawful Entry of a Motor Vehicle. She was transported to the Lane County Jail.

Harassment, Possession of Oxycodone, Interfering with Peace Officer, Criminal Trespass 2, two warrants (Open Container/Resisting, and Disorderly Conduct/Interfering) – 1615928
Officers were dispatched to Lucky’s Bar for report of a dispute. A man, later identified as Ira Ulyesses Bastian, age 31, was reported to have hit a bouncer twice with his backpack and had been getting in people’s faces. Bouncers pushed him away from the bar and into the street. He was last seen going west on W. Broadway. An arriving officer found Bastian and commanded him to stop. Bastian was agitated and yelling, but sat down after multiple admonishments. When officers went to remove a backpack he was wearing, he tried to pull away. After he was handcuffed, he started kicking. He appeared intoxicated. He provided a false name and was in possession of oxycodone. He was charged with Harassment, Possession of Oxycodone, Interfering with Peace Officer, Criminal Trespass 2, two warrants (Open Container/Resisting, and Disorderly.).
September 22 at 10:41 p.m., 1099 Olive Street
Interfering with Public Transport – 1615919
Two officers were dispatched to a disorderly subject at the LTD Downtown bus station at 10th and Olive. LTD officers had already handcuffed the suspect, Dylan Kyle McNamara, age 24, for Interfering with Public Transportation. McNamara was intoxicated. He had been approached for having an open container while waiting for a bus and the LTD officer was in the process of writing McNamara a citation, but McNamara became verbally hostile. He left after the officer issued the citation and advised McNamara he was trespassed from the location and all other stops. He showed back up and sat at the same spot. EPD Officers took McNamara to Buckley House and cited in lieu of custody for Interfering with Public Transportation.
September 22 at 11:21 p.m., 1039 Green Acres Road
Possession of Methamphetamine, Warrant - Case 1615924
Officers spotted a Ford truck parked at Green Acres, in front of Home Depot, which was closed for business for the day. When officers contacted the occupants, a woman, Erryn Christine King, age 20, of Springfield, appeared to be partially nude. The officer recognized King from a previous contact regarding a case (DUII/Reckless Driving and Unlawful Possession of Controlled Substance Schedule II) and knew there were warrants for her arrest in that case. She was in possession of methamphetamine and was taken into custody on the warrants and also charged with Unlawful Possession of Controlled Substance – Methamphetamine.

An officer observed Brandon Francesco Blair, age 31, of Veneta, standing on Charnelton near W. Broadway and he knew Blair had a warrant for his arrest for Failure to Appear on a Possession of a Controlled Substance Methamphetamine charge. He contacted Blair, who was cooperative. Blair was in possession of methamphetamine and LSD. He was charged with

Assault – Case 1615910
Officers on patrol heard what sounded like a verbal dispute near Olive Street and W. 8th Avenue. A man later identified as Arturo Kiono Nevarez, age 25, was yelling at a man in his 40s. The man appeared to be trying to get away, when Nevarez pushed him to the ground. The officer contacted both individuals and Nevarez was charged with Assault.

Possession of Heroin, Open Container, Littering – Case 1615897
While on Patrol in the area of West Park and East 8th Avenue, an officer spotted a man later identified as Dustin Jon Alimossy, age 31, holding a bottle of beer. The officer contacted him and found he had more bottles of beer nearby. While the officer was talking with him, Alimossy was eating a salad. Although Alimossy was under arrest and was not free to leave, the officer told him he could finish eating his salad while waiting for a transport vehicle. Alimossy became angry and flung the salad and bowl into the street. He was found to be possession of heroin. He was charged with Possession/Consumption on an Unlicensed Premise, Unlawful Possession of Heroin, and Littering.

Reckless Burning, Criminal Trespass 2, Warrant – Case 1615889
An officer responded to the Federal Courthouse after security staff had placed David Robert Brown, age 48, in custody. Brown had been asked by two security officers to leave the courthouse property. He had spilled his coffee by the steps on the south side of the building. He left the location but is reported to have returned a few minutes later to light a fire on the retaining wall west of the steps. A US marshal assisted security in taking Brown into custody. Brown resisted arrest and began struggling. Brown had 4 confirmed warrants for his arrest. The EPD officer who responded put Brown into his vehicle for transport and Brown spit in the backseat after being repeatedly told not to. Brown was charged with Reckless Burning, Criminal Trespass 2, and his warrants. The patrol vehicle was put out of service for biohazard removal.

DUII, Reckless Driving - 1615855
A man, later identified as Michael Quinn Lowell, age 24, of Eugene, crashed a Toyota Corolla at 6th/Mill, then got out and walked away. Bystanders in the area notified police. An EPD officer spotted Lowell at High Street near 7th Avenue and commanded Lowell to stop. Lowell tried to walk away, and the officer gave several more commands. Lowell complied and stopped, but he refused to sit until another officer arrived. During the contact, Lowell was disorderly. He was in possession of meth. Lowell appeared impaired and after an investigation he was charged with DUII, Reckless Driving, and Possession of a Controlled Substance – Methamphetamine (PCS –Meth case 1615857)

Disorderly Conduct/Criminal Trespass 2 – Case 1615860
Patrol officers were called to the Chevron (Jackson`s Market) gas station after a report of a disorderly trespasser behaving aggressively toward customers and employees. The subject, Aleksander Curtis Smith, age 36, had been asked by employees to leave the premises, but he refused. He is reported to have yelled and acted aggressively and the employees were concerned about getting hurt. The employees held the doors of the business closed and Smith pushed and yelled trying to get in, then threw a condiment packets at the business front and also threw garbage from a garbage can around. Smith continued to try and force his way into the business until police arrived and took him into custody. Smith was charged with Criminal Trespass 2 and Disorderly Conduct.

Criminal Mischief 2, Warrant – 1615856
An officer was dispatched to a call regarding criminal mischief at the LCC downtown campus. He contacted the suspect, Christopher David Holmes, age 45, of Springfield, in front of the building. Holmes was reported to have been forcefully trying to get into the locked doors to the building, damaging them. Holmes appeared to be under the influence of a controlled substance. As he was handcuffed, he pulled away, but he was taken into custody without further incident. He had a warrant and was also charged with Criminal Mischief 2.

DUI, Interfere with Police Officer, Driving Uninsured, Careless Driving, Un-signaled Lane Change – Case 1615846
An officer was dispatched to the location for a possible impaired driver in a black pickup truck. The driver was reported to have hit a curb while parking at a deli, then when he got out he appeared intoxicated, entered the establishment and had a beer. The officer located the truck at River Road and Railroad Boulevard. The driver failed to signal before turning. The officer contacted the driver, Joseph Lee Carrillo, age 53, of Eugene. He appeared to be under the influence. After an investigation, Carrillo was charged with DUI, Interfere with Police Officer, Driving Uninsured, Careless Driving, Un-signaled Lane Change.

Possession of Methamphetamine, Open Container, Interfering with Police Officer, False Info to Police Officer, Warrant – Case 1615827
An officer spotted a man, later identified as Kyle Lee Cantwell, age 34, of Eugene, holding a large growler with alcohol in it in Washington Jefferson Park. The officer contacted him and asked his name, but he refused to provide it. When another officer arrived, he provided a false name and state of residence. He was arrested and he was found to be in possession of methamphetamine. He was charged with Possession of Methamphetamine, Open Container, Interfering with Police Officer, False Info to Police Officer. He had a Driving While Suspended Misdemeanor warrant out of Clackamas County Circuit Court.

Disorderly Conduct 2 - Case 1615281
Officers following up on a case on September 21 at 3:11 p.m., charged Scott Montes Castro, age 38, of Springfield, with Disorderly Conduct 2. The charges stem from an incident on September 12 at 11:59 a.m., at Alton Baker Park. An officer was sent on a call regarding a subject armed with a machete. Officers were unable to locate the man, who had left in a gold Oldsmobile. It was reported the subject, identified as Scott Montes Castro, age 38, of Springfield, and the 48-year-old male complainant had argued regarding a parking space at the location. Castro is reported to have swung a machete around. The other man left in his vehicle and called police. Police followed up and contacted Castro on September 21. Castro was cooperative and was charged with Disorderly Conduct and Violation of Park Rules. He was also issued him a 30-day park exclusion for Alton Baker Park only.

Non-criminal Hold – Case 1615820
Multiple calls came in regarding a woman in her late 20s, who appeared disoriented and was walking in traffic. An officer arrived and found her doing shuffle steps on the sidewalk in front of a business. She did not respond to questions and appeared to have no disregard for where she was walking. She appeared to be having a mental health crisis and was taken to a local hospital.

Non-criminal Hold – Case 1615818
Police were called to Jersey Mikes regarding a trespasser inside the restaurant. An officer arrived and found the male trespasser, in his early 40s, standing by a pillar and unresponsive, he was unable to care for himself and was in mental health crisis. Two officers escorted him out and he appeared unaware of what was going on. He was taken to a local hospital.

DUI, Careless Driving, Driving without Privileges - Case 1615811
An officer was working patrol and observed a man, later identified as Jesus, Ernesto, Agredanopantoja, age 32, of Eugene, riding a motor scooter without a helmet and without headlights. He was weaving and swaying and appeared to have trouble keeping the scooter upright. The officer stopped him and Agredanopantoja did not have a valid driver’s license, and the officer suspected impairment. After an investigation, he was charged with DUI, Careless Driving.

Disorderly Conduct – Case 1615810
Officers were dispatched to Buckley House regarding a disorderly subject. When they arrived, the subject, Kristine Marie Oliver, age 32, was being disorderly and loud. It was reported she had been kicking and screaming for a couple hours. Police contacted her and she was compliant. They took her into custody for Disorderly Conduct. During booking at the jail, she was loud and confrontational with deputies. Oliver had been contacted earlier, on September 20 at 10:36 p.m., at W. 11th and Bailey Hill after reports she was intoxicated and unable to care for herself. Two women at the location, who were bystanders, had been trying to calm her down and keep her out of traffic, but she bit them. She was taken into custody on a non-criminal hold and transported to Buckley House at that time. (Case 16-15805).

Hit and Run, Criminal Mischief 1 – Case 1615753
A man driving a Ford Explorer was reported to have hit a residential fence while driving at high speed. Police investigated and were able to locate the involved driver, but he didn’t respond when officers knocked at the residence. They were able to contact the driver, Michael David Britt, age 40, of Eugene, on September 27 and he was charged with Hit and Run and Criminal Mischief 1

Police responded to a dispute at a residence and received information that Ryan Charles Armstrong, age 31, of Eugene, damaged personal items belonging to another male subject who had been at Armstrong’s residence. Police contacted Armstrong regarding the incident and cited him Criminal Mischief in the Second Degree.

Police responded to the location regarding a female trespasser who was told to leave and refused after yelling at people at the location. Police contacted the subject, Shayla Lynise Harris, age 33, of Eugene, and received information that her threatening behavior had alarmed people at the location and was causing a disruption. She was arrested and transported to the Lane County Jail for Disorderly Conduct and Criminal Trespass in the Second Degree.

Police conducted a traffic stop of a gray 2009 Subaru Legacy after it was observed traveling at a high rate of speed, and contacted the driver James Donley Aley IV, age 39, of Eugene. After further investigation, Aley was arrested for DUII.

Police responded to the area regarding information of a possible DUII driver, and received information of a 1995 Mercury Sable that had failed to stay in its lane of travel. Police located the vehicle, and contacted Lenard Phillip Delffs at his residence. After further investigation, he was arrested for DUII.

Theft 2 – Case 16-15641
Police responded to a residence at the location regarding a theft suspect who had taken a backpack from a truck and was being followed by the victims. When police arrived to the location, the officer observed the suspect, John Thomas Wilkinson, age 42, of Eugene, sitting on the sidewalk in front of the two victims. The officer received information that the victim observed his backpack missing from the truck as they were leaving the residence. After not being able to find the backpack at the location, they were able to track the backpack, which contained the victim’s cell phone, and located Wilkinson in the neighborhood on his bike. Wilkinson then left the bike in a yard and ran, and they were able to catch up to him and retrieve the backpack. Police contacted Wilkinson regarding the incident and arrested him for Unlawful Entry of a Motor Vehicle and Theft In The Second Degree. He was transported to the Lane County Jail.
September 18 at 6:45 a.m., 20 E. Broadway
Criminal Mischief 3/Disorderly Conduct/Criminal Trespass 2
Police responded to the area regarding a disorderly subject, who had been previously trespassed from the location, and smeared a white sticky food substance on the patio furniture and windows outside Voodoo Donuts. Police located the subject, Ean Mandrake Card, age 20, in the area of Oak Alley, just south of 11th Avenue, and contacted him regarding the incident. During contact with Card, police found him covered in a sticky white substance and arrested him for Criminal Mischief in the Third Degree, Criminal Trespass in the Second Degree and Disorderly Conduct. He was transported to the Lane County Jail.

Unauthorized Use of Vehicle/Warrant – Case 16-15634
A police officer observed a white Chevy Tahoe traveling northbound on Highway 99 use its blinker several times without making a turn. The officer received information that the vehicle was stolen, and contacted the driver, Nicholas Jason Phillips, age 36, of Redmond. Phillips was arrested for Unauthorized Use of a Vehicle and a warrant. He was transported to the Lane County Jail.

DUII/Reckless Endangering/Reckless Driving – Case 16-15633
A police officer conducting patrol in the area observed the driver of a black 2001 Mustang, spinning the tires and revving the engine, causing the vehicle to fishtail and swerve. Police contacted the driver, and after further investigation, arrested Faisal Nashmi Alonazi, age 21, of Eugene, for DUII, Reckless Driving and Reckless Endangering.

An officer contacted a male subject after he was observed blocking pedestrian traffic in the middle of the sidewalk, and found information to arrest Ronald Tracy Stoltenberg, age 49, of Eugene, for Possession of Methamphetamine.

Possession of Methamphetamine – 1615621
An officer saw a man, later identified as Austin Henry Johnson, age 37, of Junction City, laying in the lawn at 640 W 7th Ave. He contacted Johnson, who was trespassing as the business was closed and posted ‘no trespassing.’ Johnson appeared to be under the influence of a controlled substance. He was in possession of meth and charged with Possession of Methamphetamine. Johnson is on probation for PCS Methamphetamine.
September 15 at 9:03 p.m., 640 W. 7th Avenue
Possession of Heroin, Criminal Trespass 2, False Info to Police, Warrant – Case 1615511
Officers patrolling near Salvation Army, 640 W. 7th Avenue saw three individuals on the south side of the building after hours. They approached the group. While investigating, the officer noted that one of the individuals, later identified as Dustin Kyle Coughran, age 26, had nunchakus (nunchuks) on him. He was in possession of heroin and gave the officer a fake name. He was taken into custody for a Parole Violation warrant out of Linn County and additional charges of Possession of a Controlled Substance -Heroin, Criminal Trespass II and False info to a Police Officer. The two women who were with him were also charged: Anastasia Loren Yell, age 24, of Eugene was charged with Possession of a Controlled Substance -Heroin, and Criminal Trespass 2; Christina Maria Eck, age 43, Possession of a Controlled Substance-Heroin, Criminal Trespass 2.

DUII (Cannabis) , Case 1615595
An officer was on patrol in the area on River Road and Knoop when he observed a vehicle driving without headlights. The operator of the vehicle, Taylor Christian Durham, age 37, of Eugene, had been smoking marijuana while operating the vehicle. Durham appeared to be impaired and after an investigation, he was subsequently arrested for DUII.
September 16 at 10:30 p.m., 44 E. 7th Avenue
Burglary II, Coercion, Unlawful use of a Weapon, Menacing, Carrying a Concealed Weapon, and Interfering with Police Officer - Case 1615584
Officers were dispatched to HIFI Music Hall, 44 E. 7th Avenue, regarding a menacing with a knife. A man wearing a coat and bandana over his face, was reported to have entered the business and held a male employee, age 29, at knifepoint before leaving. An officer spotted the suspect, later identified as Trevor Paul Wanberg, age 30, at the corner of W. 7th Avenue and Olive. Another officer contacted him and as a patrol vehicle arrived, Wanberg pulled his hands towards his waistband and he was ordered to the ground. He refused to obey the commands. The officer displayed a taser and Wanberg became cooperated with the handcuffing procedure. He was in possession of a concealed knife. Wanberg was charged with Burglary II, Coercion, Unlawful use of a Weapon, Menacing, Carrying a Concealed Weapon, and Interfering with Police Officer.
September 16 at 9:12 p.m., Royal Avenue/Echo Hollow
Assault Public Safety Officer, DUII, Reckless Endangering, Criminal Mischief 2, Hit and Run, Reckless Driving, Elude by Foot – Case 1615579
Officers were called to locate a DUII driver reported in the area of Barger and Echo Hollow. An officer responded to the area and was traveling west on Royal Avenue approaching Echo Hollow. The involved vehicle was traveling east on Royal Avenue and attempted to turn north onto Echo Hollow at a high rate of speed. The driver, later identified as Shawn David Quine, age 36, of Eugene, did not make the turn and collided with a power pole, head on. The impact fractured the power pole. There were four total occupants in the vehicle and all escaped with minor injuries. The officer pulled in behind Quine who was attempting to back his vehicle away from the pole to leave. When Quine was unable to drive away, he tried to flee on foot, west on Royal Avenue. A bystander observed Quine fleeing from the stop and subsequently tackled Quine and held him until officers could take him into custody. While Quine was being taken into custody, one of his passengers decided to run on foot as well. Multiple persons stopped at the crash scene to report what they had seen. EWEB responded and determined the fractured pole presented a significant risk. Echo Hollow was closed temporarily until EWEB responded to fix the pole and assumed responsibility of the roadway. While investigating the suspected impairment of Quine, Quine kicked an officer in the leg several times during a re-handcuffing procedure, injuring the officer. After admonishments, a taser was used to get Quine safely back into handcuffs. Quine was charged with Assault Public Safety Officer, DUII, Reckless Endangering, Criminal Mischief 2, Hit and Run, Reckless Driving, and Elude by Foot.

DUII (Narcotics), Reckless Driving - Case - 1615571
A man driving a Chevy pickup was reported by multiple persons to be a possible DUII driver. He was initially reported near E. 11th and Kinkaid, failing to maintain lane of travel, nearly hitting vehicles and performing u-turns in the middle of the road. At E. 15th and Villard Alley he was reported to have nearly hit a parking meter and light pole before coming to a stop and passing out behind the wheel. An officer located he vehicle and the driver, Jesse Bryan Darling, age 28, of Veneta. After a DUII investigation the officer arrested Darling for DUII (narcotics).
September 14 at 2:47 a.m., 910 Willamette Street
Non-criminal Hold – Case 1615378
Man in his early 30s.
Officers were dispatched to 910 Willamette regarding a dispute. A man had asked a bouncer outside for a cigarette and without warning hit the bouncer in the jaw. The bouncer took the man to the ground and held him until he calmed down. A sergeant arrived at the location and he was able to handcuff the man. The man, who was extremely intoxicated, repeatedly banged his head on the concrete while he was handcuffed, yelling that he wanted to die and for someone to kill him. As he was threatening to harm himself, he was taken into custody to go to the hospital for mental evaluation.
September 13 at 9:27 p.m., Railroad Boulevard/Cross Street
Hit and Run, DUII, Assault 2, Reckless Driving - Case 1615370
Officers responded to a head-on collision on Railroad Blvd. near Cross Street. Before they could arrive one of the involved drivers, later identified as Ashley Lynn Turnipseed, age 28, of Eugene, fled the scene on foot, jumping fences. The two victim occupants in the other car, Elizabeth Ellen Campbell, age 47, and Stacy Shannay Fox, age 48, of Eugene, were transported to the hospital with serious injuries. Several bystanders assisted officers with updates to Turnipseed's location and she was finally located inside of a local business where she worked. The Eugene Police Major Collision Investigation team responded to assist with the investigation. Turnipseed was found to have driven out of her lane into oncoming traffic and was intoxicated.

Felon In Possession of Firearm – Case 1615369
An officer on patrol and spotted a silver Chevrolet Silverado fail to signal 100 feet prior to turning as it was changing lanes on W. 6th Avenue. He stopped the vehicle and found the driver was on probation for Robbery, and the passenger, Daisy Viridiana Gonzalez, age 32, of Eugene, and who is a convicted felon, was carrying a loaded handgun. She was charged with Felon in Possession of a Firearm.

Police responded to the LTD station at the location and received information that the suspect, Anthony Morales Jr., age 33, of Eugene, was detained by employees after he aggressed multiple people at multiple LTD locations. Police contacted Morales and arrested him for Disorderly Conduct. He was transported to the Lane County Jail.

Menacing – Case 16-15334
Police responded to the location regarding a disorderly subject who was asked to leave multiple times after arguing with people at the location and subsequently threatened an employee while displaying a rock. Police located the suspect, Aaron Ty Bradley, age 33, of Eugene, at the Ivy Mini Mart and contacted him regarding the incident. He was arrested and transported to the Lane County Jail for Menacing, Felon in Possession of A Restricted (knife) Weapon and Criminal Trespass in the Second Degree.
September 13 at 1:07 a.m., Beltline WB/River Road
UUV/DUII/Reckless Driving – Case – 16-15307
Police responded to the area regarding information of a possible wrong way driver who had crashed into the barrier and running across Beltline. When police arrived to the scene, the officer contacted the driver, Jasmine Esther James, age 25, of Eugene, and observed a red 1999 Mercedes 370, with substantial front end damage and the front passenger side wheel and tire missing from the vehicle. Police found information that James did not have ownership of the vehicle and did not have permission to drive the vehicle. She was arrested and transported to the Lane County Jail for DUII, Reckless Driving, Unauthorized Use of a Vehicle and Possession of a Stolen Vehicle.
September 12 at 6:08 p.m., 3700 block of Gilham Road
Hit and Run/Warrant – 16-14961
Police responded to the residence at the location to contact Serena Lynn Vasbinder, age 31, following a vehicle hit and run that happened on September 6 at approximately 3:57 p.m., at the intersection of Coburg Road and Cal Young Road. At that time, police responded to a crash at the location and received information that a Volvo had stopped for two other vehicles that had been in a crash, and was subsequently hit from behind by a black 1979 Oldsmobile that drove away from the scene following impact. Police contacted the female subject who matched the description of the driver, Vasbinder, regarding the incident and found information that she had a warrant for arrest. She was arrested for the Hit and Run and the warrant, and transported to the Lane County Jail.

Police responded to the location after receiving information of a male subject trespassing on the property and contacted Lee Anthony Johnson, age 29, of Everett Washington. During contact with Johnson, he provided false identifying information to the officer. Police found information to arrest him for Possession of Methamphetamine, False Information to Police, Criminal Trespass in the Second Degree and a warrant. He was transported to the Lane county Jail.

Felon in Possession of Restricted Weapon/Vehicle Recovered For Another Agency/Warrant – Case 16-15243
An officer on patrol observed a stolen black Dakota Dodge pickup with an attached utility trailer. Police contacted the occupants of the vehicle and after further investigation, it was found that they were in possession of several other items that were stolen, including a Suzuki motorcycle that was returned to its owner. The Dakota was also returned to its registered owner. Police arrested and transported Robbie Louis Rowland, age 45, of Eugene, and Michaela Marie Wheeler, age 23, of Eugene, to the Lane County Jail. Rowland received charges of Unauthorized Use of a Vehicle, Felon in Possession of a Restricted Weapon, Carry Concealed Weapon and two warrants. Wheeler was arrested on a warrant.

DUII, Reckless Driving – Case 1615223
An officer was conducting traffic enforcement at 6th and Madison and spotted a Ford Explorer fail to stop at a red light at 7th and Washington. It entered I-105 at a high rate of speed and swerved. The officer stopped the vehicle and contacted the driver, Breanna Cheri Collins, age 31, of Springfield. After an investigation, Collins was charged with DUI, Reckless Driving, Violation of Designated Speed, Failure to Obey Traffic Control Device, and Failure to Drive in a Single Lane.

Burglary 2, Criminal Mischief 3, Warrant - Case 1615156
An officer was dispatched to a trespasser in a fifth-wheel trailer parked beside a house at the location. A resident had the suspect, later identified as Sean Michael Kinch, age 26, at taser point. The officer took Kinch into custody and after investigating, Kinch was charged with Burglary 2, Criminal Mischief 3, and he had a warrant out of Municipal Court for Theft 3.

Disorderly Conduct/Criminal Trespass 2 – Case 16-15206
Police responded to University District Hospital regarding a disorderly trespasser who refused to leave the location. When police arrived, the officer observed the subject, Nathan Gene Davis, age 56, of Eugene, being detained by employees. Police received information that Davis was yelling and causing a disturbance at the hospital, and had behaved aggressively toward the employees. Davis was contacted about the incident and arrested for Disorderly Conduct and Criminal Trespass in the Second Degree.

Police responded to the area after receiving information that a male subject, Jesse James Egan, age 35, of Eugene, was observed drawing on the side of the building. Police contacted Egan, and cited him for Criminal Mischief in the Third Degree.

Burglary 1/UUV – Case 16-15189
Police responded to the area for suspicious activity at a residence. When police arrived, they observed a stolen vehicle near the location and contacted two subjects inside a residence. During contact with the subjects, police received information that they had entered the residence from the backyard and taken items from the location. Police also received information that the subjects had traveled to the location in the stolen vehicle. Loren Douglas Riddle, age 30, of Eugene, and Jennifer Louise Castro, age 33, of Eugene, were both arrested for Burglary in the First Degree and Unauthorized Use of a Vehicle and transported to the Lane County Jail. The resident was not at the location during the burglary.

An officer on patrol in the area contacted the driver of a blue Toyota Camry after observing that it failed to stop before entering the roadway. Following contact with the driver, Matthew Edward Shores, age 45, of Eugene, and after further investigation, police cited Shores for DUII.

Disorderly Conduct, Interfering with Police, Criminal Trespass 2 – Case 1615121
Police responded to a disorderly subject call at the Wayward Lamb. Upon police arrival, employees were in front of the entrance and the subject, Chal Jamison McCollough, age 34, of Eugene, was standing on the sidewalk refusing to leave. He had been asked to leave the outside seating area after being verbally disruptive. He had been refused service earlier at the bar as he was already intoxicated. McCollough refused to provide an officer with his information and he was detained, and while being handcuffed, he dropped his weight to the ground. He yelled obscenities at the officers, and swore at Jail staff during booking. He was charged with Criminal Trespass 2, Disorderly Conduct 2, and Interfering with a Police Officer.

Possession of Methamphetamine – Case 1615111
An officer was conducting a patrol check of the area and saw a man sleeping beneath a ‘no trespassing’ sign. He contacted the man, identified as Justin Scott Crump, age 27, of Veneta. Crump was found to be in possession of methamphetamine. He was cited for the Possession of a Controlled Substance – Methamphetamine, and warned regarding the trespass.

Possession of Methamphetamine – Case 1615051
Two officers observed a subject, Ian Kerchee, sitting in an area posted with “no trespassing.” He had an open can of alcohol. He attempted to hide something as officers approached. He was found to be in possession of methamphetamine and charged with Possession of a Controlled Substance - Methamphetamine.

DUII (Cannabis) – Case 1615117
An officer stopped a vehicle when it failed to signal a lane change. Upon contacting the driver, Gerson Luis Monjaras, age 20, of Eugene, the officer suspected impairment by cannabis. After an investigation by a drug recognition expert, Monjaras was charged with DUI, Unsignaled Lane Change, and Driving Uninsured.
September 8 at 9:32 p.m., 110 W. Broadway
Criminal Mischief 3, Harassment, Open Container – Case 1615112
Police were called to a disorderly subject at Buy 2 Market, who was reported as being hostile and aggressive. When police arrived, the person, identified as Greg Alan Kuntz, age 31, was seated and there were security guards nearby. The security guards had gone to the store to buy water and Kuntz had been on the sidewalk, screaming and demanding someone light his cigarette. They called 911. One of the guards asked him to calm down and he spit in the guard’s face. Kuntz was arrested and he spit toward the officer. He spit in the vehicle during transport. When they got to jail, he refused to get out of the patrol vehicle and urinated in it. Kuntz was charged with Criminal Mischief 3, Physical Harassment and Open Container.

Open Container and Reckless Driving – Case 1615115
Officers were called regarding a physical dispute, where a man later identified as Robert Francis Sieveking, age 41, of Eugene, was doing ‘burnouts’ in the parking lot of an apartment complex. When officers arrived, Sieveking was outside an apartment on foot, intoxicated and yelling while standing over a woman. He had been drinking in the parking lot. The woman was not injured. He was arrested for Open Container and Reckless Driving.

Criminal Trespass 2 – Case 1615089
Officers were sent to a report of a disorderly person who had been evicted from a residence. When they arrived the subject, identified as Anthony Jospeh Ciechon, age 36, of Eugene, was sitting with his belongings. An investigation found that he had been evicted and was acting disorderly during the process. Workers at the property became concerned for their own safety and police were called. Ciechon was cited for Criminal Trespass 2.

Non-criminal Hold – Case 1615057
Passersby at Chambers overpass called 911 when they observed a woman climbing up the overpass chain link fence, and she appeared to be trying to jump. An officer arrived and contacted the woman, who appeared to be experiencing a mental health crisis. She appeared confused and was wandering dangerously close to traffic. She was taken to a local hospital on a non-criminal hold.

A police officer observed a female subject in the area who had an arrest warrant and contacted her regarding the warrant. During contact with the subject, Rhonda Lynn Elms, age 49, of Eugene, the officer found information to arrest her on the warrant and Possession of Methamphetamine. She was transported to the Lane County Jail on the charges.

DUII/Reckless Driving – Case 16-15049
A police officer on patrol in the area contacted the driver of a white Jeep Grand Cherokee after observing the vehicle travel through a red light at the intersection of W. 6th Avenue and Jefferson Street. After further investigation, the officer found information to arrest the driver, Karli Eileen Baker, age 26, for DUII and Reckless Driving. She was transported to the Lane County Jail and also cited for Failure to Obey a Traffic Control Device.

Harassment/Consuming Unlicensed Premises – Open Container/Resisting Arrest/Criminal Trespass 2 – Case 16-15045
Police officers downtown contacted two female subjects after receiving information of an incident at the Buy 2 Market. Police received information that Shayla Lynise Harris, age 33, of Eugene, was behaving disorderly in the store and refused to leave. Harris and another female subject, Maria Samantha Rivera, age 26, of Eugene, remained on the property and engaged in a dispute with a male and female subject, and Rivera elbowed an 18-year-old female in the side. Rivera and Harris left the location, and police located Rivera with a man, Travis Raleigh Krauziewicz, age 24, of Eugene, in the area of W. Broadway and Charnelton. During contact with the subjects, Rivera and Krauziewicz were observed with open alcohol containers, and both refused to identify themselves and follow direction from the police officers. Police arrested Krauziewicz for Interfering With a Peace Officer and Open Container and Rivera was arrested for Harassment, Interfering with a Police Officer, Disorderly Conduct and Open Container. Harris was contacted by police in front of Killer Burger near W. Broadway and Willamette and continued to walk across the street from the officer after being told to stop. The officer attempted to detain Harris and she pulled away and threatened the officer, and actively resisted arrest. She was eventually taken into custody with the use of taser and charged with Resisting Arrest, Interfering with a Police Officer, Disorderly Conduct and Criminal Trespass in the Second Degree. All three suspects were transported to the Lane County Jail.

Possession of Heroin, Criminal Trespass 2 – Case 1614835
Officers observed four individuals sitting on a walkway at 640 W. 7th Avenue. There has been a higher frequency of drug-related activity here after hours. The officers approached the group and after investigating charged Coby Lee Ortloff, age 41, of Eugene, with Unlawful Possession of Methamphetamine, Christopher Issac Willuweit, age 39, for Possession of Controlled Substance Heroin, and Charles E. Annnich, age 34, of Eugene, for Criminal Trespass 2.

Reckless Driving/Elude (Case 1613417), Escape III (Case 1163436) and
Unlawful Use of Vehicle and Possession of a Stolen Vehicle (Case 139195)
Recovered Aprilia Scarabeo moped.
On August 12, an officer attempted to stop a man on an Aprilia Scarabeo moped who had fled, running through a stop sign at West 5th Avenue and Monroe Street, almost getting hit by other vehicles. From prior contacts, he knew the suspect was identified as Jarrelle Jason Marrsolinger, age 25, of Eugene. The officer put out an attempt to locate Marrsolinger for Elude by Vehicle and Reckless Driving. The office spotted Marrsolinger later in the day on a bicycle and he again ran from the officer. This time Marrsolinger crashed his bicycle in his attempt to ride fast, sliding right over to an officer, where he immediately was taken into custody and charged with Elude by Vehicle and Reckless Driving, and a new charge of Escape 3. At the Jail he was issued a 90-day Park Restriction. Two other officers were patrolling Washington-Jefferson Park on August 18 and spotted the Aprilia moped and it was not secured. It was confirmed as having been stolen in June 2016 and it now had a switched license plate. After more investigation, probable cause was developed to arrest Marrsolinger for unlawful Use of a Vehicle and Possession of a Stolen Vehicle. On September 7 at 12:33 p.m., an officer spotted Marrsolinger getting out of a vehicle at W. 5th Avenue and Washington Street. He was arrested and charged with Unlawful Use of a Vehicle and Possession of a Stolen Vehicle, and also with a Parole Violation for Burglary. Marrsolinger was released relatively recently from prison regarding property crimes.

Criminal Mischief 3, Interfering with Police Officer, Violation of Park Rules – Case 1614971
An officer observed a woman, later identified as Amberlee Pyle, age 38, sitting in the closed park after hours. The officer contacted her and she began walking away. When he asked for her name, she refused to provide it and began arguing. Once she was arrested and placed in the patrol vehicle she did provide her name, but urinated on the seat, taking the patrol vehicle out of commission until it could be cleaned. She was lodged for Interfering with a Police officer, Violation of Park Rules and Criminal Mischief 3.

Reckless Burning – Case 1614353
An officer was dispatched to a fire in the area, with Eugene Springfield Fire already at the location putting out some small fires. The vegetation was dry. There was a suspect who had fled the scene, later identified as Douglas Brian Bennett, age 50. Bennett was charged with Reckless Burning.
September 5 at 11:06 p.m., N. Danebo Avenue/Unthank Street
Assault – Case 1614930
A 55-year-old man reported that he had been repairing a tire on his pickup when another man, later identified as Brandon Joseph Freeman, age 33, of Eugene, and another unknown male walked up to him. After a conversation in which the pair offered the victim a reward for information about a stolen bike, the men, who were both carrying firearms in holsters, left. They returned later and told the victim to leave the neighborhood. Freeman is reported to have approached him and punched him in the head. Freeman had taken his firearm out and placed it on the victim’s truck. Officers responded and located Freeman walking in the area with his holstered handgun. He was detained and then charged with Assault.
September 5 at 7:59 p.m., 900 block of Patterson
Theft 2, Interfering with Police Officer, Criminal Trespass, Warrant – Case 1614923
Officers were called for report of a prowler after a woman spotted a man outside removing parts from her roommate’s bike. They located a man next to the location who was on a bike, with two bicycle wheels and tires in his hand. The man, identified as Bradley Clifford Carney, age 39, of Eugene, was told to stop, but he tried to ride away. Officers took Carney into custody and after investigating, charged him with Theft 2, Interfering with Police Officer, Criminal Trespass. He also had a warrant.
September 5 at 6:07 p.m., Scobert Park
Disorderly Conduct – Case 1614918
Officers were sent to a call regarding a disorderly man, later identified as Kevin John Purkerson, age 51, in a verbal dispute carrying a stick. The other involved man reported he had been cleaning up the park when Purkerson became angry and yelled at him, then threatened to hit the victim with his stick and swung at him, but didn’t hit him. Others in the area yelled at Purkerson and Purkerson left the area. Purkerson was located and after an investigation was charged with Disorderly Conduct.
September 5 at 3:41 a.m., Broadway/Olive
Disorderly Conduct – Case 1614875
An officer responded to report of a fight in the street at the intersection of Broadway and Olive. Upon arrival, the officer found Scott Montes Castro, age 38, of Springfield, lying on his back in the street. He was being restrained by two members of the public and appeared under the influence of a controlled substance. He was charged with Disorderly Conduct.
September 4 at 3:57 p.m., W. 5th Alley/Blair Boulevard
Harassment – Case 16-14860
Police responded to a dispute at the location and received information that a female subject slapped and spit on a 46-year-old male subject. Police contacted the involved subjects, and arrested Meriah Bree Blackwell, age 39, of Eugene, for Harassment. She was transported to the Lane County Jail.
September 4 at 12:42 p.m., 700 block of Highway 99N
Possession of Methamphetamine/Warrant - Case 16-14849
Police contacted a male regarding trespassing at the location after the subject was observed standing near a No Trespassing sign. During contact with the subject, James Charles Marineau, age 22, of Eugene, police found information to arrest for Possession of Methamphetamine and a warrant. He was transported to the Lane County Jail.
September 3 at 9:42 p.m., W. 18th Ave/Olive Street
DUII – Case 16-14818
A police officer conducting traffic enforcement in the area observed a 1981 Toyota Supra traveling eastbound on 18th Avenue without the headlights activated. The officer contacted the driver of the vehicle, Kelan Joiner Enos, age 25, of Eugene, and after further investigation, he was arrested for DUII and transported to the Lane County Jail.
September 3 at 9:09 p.m., 3333 W. 11th Avenue
Harassment/Theft 3/Interfering With Police Officer/Criminal Trespass 2/False Information to Officer – Case 16-14817
Police responded to the Fred Meyer grocery store regarding a shoplifter. When police arrived at the location, the officer contacted the suspect, Autumn Marie Slater, age 30, of Cottage Grove, and received information that Slater was observed walking toward the exit without attempting to pay for the beverages she selected. The employees were able to recover the items and instructed Slater to leave the location. Slater refused to leave and became aggressive, screamed, and hit an employee. When police contacted Slater, she repeatedly gave false information to the officer regarding her identity. She was arrested and transported to the Lane County Jail for Harassment, Theft in the Third Degree, Interfering With a Police Officer, Criminal Trespass in the Second Degree and False Information to an Officer.
September 3 at 1:01 p.m., 4300 block of Fergus Avenue
Theft 1 – Case 16-14609
Police contacted Alexander Jackson Yocum, age 27, at his residence regarding a Theft that happened at Target on August 30. Police received information that Yocum had been observed placing electronic items on his person and leaving the store without attempting to pay for the items. He was cited for Theft in the First Degree.
September 3 at 1:32 a.m., 1100 block of Green Acres Road
DUII/Reckless Driving – Case 16-14763
Police contacted the driver of a red 2009 Jeep Wrangler, Randolph Tobias McCourt II, age 48, of Eugene, after the vehicle was observed swerving and driving over the bike lane. After further investigation, police found information to arrest McCourt for DUII and Reckless Driving. He was transported to the Lane County Jail on the charges.
