EPD on the Beat - July 2015

July 30, around 11 p.m., police spotted a vehicle driving in the wrong direction on Alder St. near 13th Avenue, which only allows for southbound traffic. The officer observed pedestrians in the area and attempted to stop the vehicle, but the vehicle continued to drive north and then turned east on 11th Avenue toward Franklin Blvd. The information was relayed to law enforcement in the area, and the vehicle was located by Springfield Police near Main Street. It was traveling at a high rate of speed toward the Glenwood area. SPD pursued the vehicle and observed it strike another vehicle, causing a crash in the Franklin Blvd. area near Hilyard St. that involved two other vehicles. SPD discontinued the pursuit to help the victims involved in the crash, and the vehicle was then located again by EPD, near the Ferry St. bridge, nearly crashing into another vehicle as it accelerated northbound, and also nearly striking an LTD bus. The EPD officer continued to observe the vehicle driving recklessly, and because of the overwhelming danger it presented to the community, he forcibly stopped it. The suspect, Adam Michael James Hahn, age 24, of Medford, quickly exited the vehicle and ran, but was captured by police and arrested for Reckless Endangering, DUII, Reckless Driving, Elude by Vehicle, Driving While Suspended – Misdemeanor, Hit and Run Vehicle – Injury, and a Warrant for Arrest. He was transported to the Lane County Jail.

On July 29, at 7:17 p.m., a beer theft suspect, later identified as Kory Austin Fields, age 26, of Eugene, was struggling with employees at the 7-Eleven at 588 W. 7th Ave. When the officer arrived, she observed three males, who were attempting to detain Fields against the wall of the business. As the officer approached and gave commands, the men released Fields, who then fled eastbound on W. 7th Avenue, and was pursued by the officer. The suspect continued to run through yards and climb fences, but was eventually apprehend by police in a carport in the 500 block area of W. 8th. Responding officers arrived and the suspect was taken into custody on six warrants and cited for Theft in the Third Degree.

Around 4 a.m., on July 27, police attempted to contact a person on a bike for improperly using the bike lane in the 4700 block area of Royal Avenue. The suspect, Charles Lloyd Ackers, age 41, turned in front of the officer’s patrol vehicle and accelerated east on Royal Avenue, and continued through the parking lot of Albertsons and Chase Bank, as the officer attempted to contact him. The suspect left the bike in the area of an apartment complex on Thorn Drive, and continued to elude police on foot. The suspect was observed jumping over fences in the 4900 block area of Royal Avenue, and was then seen on the roof of one of the residences. The suspect jumped from the roof into the backyard of the residence and was apprehended by police. The suspect resisted arrest and failed to comply with directions from the officer, and a taser was deployed before he was taken into custody. Ackers was transported to the hospital for evaluation before being transported to the Lane County jail for Theft in the Second Degree (for the bike), Resisting Arrest, Interfering with Police, Criminal Trespass in the Second Degree, and four warrants.

911 received a call on July 27, at 9 p.m., regarding a man who was disorderly and trespassing at 381 W. 11th (Holiday Laundromat). He was reported to be threatening people at the location. The suspect, Darrell Nathanal Richard, age 57, no address, was asked repeatedly to leave by the 38-year-old female manager. He refused and threatened her, so she grabbed a boom. A 23-year-old male employee from the shop next door came to her aid, but Richard also was belligerent toward him. Police arrested Richard for Menacing and Criminal Trespass in the Second Degree.

On the evening of July 24, police apprehended robbery suspect Travis David Warren, in the Whiteaker area. Police had been on the lookout for the suspect when they recognized a vehicle associated with the suspect at the Nite Inn on W. 6th Ave. The officer attempted to contact the suspect, and the suspect fled, first by vehicle, and then by foot after crashing his vehicle into a parked vehicle in the Whiteaker area. After jumping several fences and entering a business, the suspect was eventually apprehended by police.

On July 23 at 1:29 a.m. police were dispatched to help CAHOOTS with an uncooperative and intoxicated male near E. 14th and Hilyard. Police arrived and found Austin Joseph Bell, age 21, of Eugene, standing in a grassy area between the sidewalk and curb. He appeared intoxicated. Bell had been walking on the sidewalk, held up by two other pedestrians. CAHOOTS reported they had to physically prevent him from walking into the street as vehicles drove by. The original complainant reported he came across Bell, who was face down on the ground, partially on the curb and partially on the street. When police contacted him, he was verbally hostile and refused to sit down, he resisted arrest. Buckley House had no vacancy, and he was unable to care for himself. He refused to provide an address. He was charged with Disorderly Conduct and taken to Jail.

At 2 p.m. on July 22, there was a robbery at the W. 11th Fred Meyer, 3333 W. 11th Avenue. A suspect who is described as a white male in his 30s, 6’0” tall, with brown hair, a goatee, and wearing sunglasses with white frame, blue t-shirt with Air Force type symbol with “volunteer’ on the back, and jeans, shoplifted some shoes and jewelry. He left without paying and when confronted by 22-year-old male security guard, he punched him. He left in a what is thought to be a white Jetta, west on W. 11th.

July 21, at approximately 9:26 p.m., police observed a Ford Explorer travel northbound though a red light at the intersection of Hunsaker and River Road. The officer attempted to contact the suspect, later identified as Christopher Wayland Arrington, age 34, of Eugene, who turned into the Walgreen’s parking lot, and then continued to drive behind the store. The vehicle then pulled into the exit lane of the pharmacy drive thru, and he was eventually stopped and arrested for Attempting to Elude a Police Officer - Vehicle. Arrington was transported to the Lane County Jail.

July 20, around 10 p.m., police responded to the area of W. 11th Avenue and Washington Street, regarding a male subject menacing with a firearm. When police arrived, they received information that the incident escalated from a dispute at a traffic light on W. 11th Avenue, when it was reported that the suspect emitted a loud air horn from his truck. A short time later, the driver of the truck pulled off the road in front of the victim, and the victim pulled off the road behind the truck. Police received information that the suspect then approached the victim and became visibly upset and yelled at the victim and reached into the victim’s vehicle and attempted to take his phone, and as the suspect started to walk away, the victim attempted to drive off, and the suspect pointed a gun at the victim. While police were at the scene, other officers located the suspect and vehicle, driving on Hawkins Rd. Police contacted the suspect, who was uncooperative with officers, and had to be physically removed from the vehicle. After contacting the suspect, police observed a gun in the vehicle. The suspect, Randy Mas, age 26, of Eugene, was arrested for Robbery in the Third Degree, Harassment – Physical Contact – Disorderly Conduct, Unlawful Entry of a Motor Vehicle, Menacing – Intimidate/Threaten, Unlawful Use of a Weapon – Possession Illegal, Disorderly Conduct in the Second Degree, Interfering With a Peace Officer and DUII. The suspect was transported to the Lane County Jail.

On July 17, The Traffic Enforcement Unit responded to crash in the area of Crescent Ave. and Grand Cayman Dr., and found that the Honda CRV drastically reduced its speed due to a squirrel that had jumped into the road. The driver of the motorcycle drove into the back of the CRV, and sustained serious arm injuries, non-life threatening, and extensive damage to the motorcycle. The back bumper of the CRV was damaged and the rear window shattered. Police received information that the driver, who was from British Columbia, had not received a basic course in motorcycle operation, which is required for all Oregon residents who operate a motorcycle. On July 10, at approximately 6:09 p.m., police were dispatched to the Walmart at 1040 Green Acres Rd. An employee at the location informed police that the suspect, Peterson, had provided false identifying information on a prescription. Police also received information at that time that the suspect typically filled the prescription at the Bi-Mart on Royal Avenue, and had been doing so since 2012. Police also received information that the prescription was a forged Oak Street Medical Group prescription. Yesterday, at approximately 4:02 p.m., police were able to locate the suspect at his residence, and arrested him on four counts of ID Theft and four counts of Tampering With Drug Records, and transported him to the Lane County Jail.

On June 30, at approximately 7:30 p.m., police responded to a report of an unknown subject who had fallen through the ceiling of an office on Executive Parkway. When police arrived, they received information of a similar incident approximately an hour prior, where a subject had fallen through a ceiling at the Valley River J.C. Penny’s, across the street. Police investigated the incident at J.C. Penney’s and found an employee observed a suspect fall through the ceiling, and left numerous clothing items on the floor as he quickly walked out of the store. During the investigation, police found a backpack that was left in the ceiling near an area where it appeared that entrance was made into the ceiling. A search warrant was issued for the backpack, and it was found that the owner of the backpack matched the description of the suspect, Royce Terry Savoy, age 46, of Eugene. The following day, Savoy returned to the store and told an employee that he had left his backpack at the location. The suspect was informed that the backpack was no longer at the location. Savoy left his name and phone number so that he could be contacted if the backpack showed up. As of July 15, police have not been able to locate the suspect, and if anyone has information regarding his whereabouts they are asked to contact detectives at 541.682.5192.

Police arrest man on Ross Lane - At 12:08 p.m. July 14, Eugene Police responded to calls from a third party regarding a woman who had received threats from her boyfriend. Police went to the location to check on the situation and investigate. The man did not respond to the officers and turned off his phone. After many attempts to contact him, police determined there was no current threat to the community or involved parties and they continued to investigate whether there was a crime. Police also continued to try to resolve the situation successfully with negotiation. The investigation showed probable cause to arrest the suspect, Todd Wayman Turner, age 49, and he was taken into custody at 6:09 p.m. He was charged with Felon in Possession of a Firearm (gun recovered), Harassment, and Possession of Burglary Tools.

On the morning of July 13, at approximately 2:06 a.m., police responded to a reported stabbing near the Bank of America at 11th Avenue and Pearl. When police arrived, they found a 67-year-old male victim, who was being evaluated by Cahoots. Police received information that the victim was threatened by a male suspect and told to retrieve money from the ATM. It was reported that the victim then fought with the suspect. Police checked the area and were unable to locate the suspects. The victim was transported to the hospital by medics for further evaluation.

On July 9, at 1:09 a.m., in the 3500 block of Elmira Road, Robert John Bogan, 55, Eugene, is reported to have awakened screaming and then thrown a cup of water in his 18-year-old daughter’s face and screamed at her. He also was reported to have weapons in the house, was under the influence of meth, and had earlier threatened his 22-year-old son with a firearm when the son tried to enter the house through a window after being locked out. The daughter and son had left the home, and there was no way to contact others who were still inside the house. Eugene police arrived and paramedics were staged. Bogan was hailed from a police vehicle out front and not responding for some time, ultimately came to the front gate and was taken into custody on charges of Menacing APA (abuse prevention act), Unlawful Use of a Weapon, and Physical Harassment.
