Health Plan and FSA/TRA Accounts


Internet Explorer (IE) and older versions of any browser may not be able to access the Employee Connection Portal. If you are unable to access the site please update your browser and/or use a browser other than IE, such as Chrome, Firefox, Safari, etc.

You can access the secure ceConnect site from home or work (or wherever you roam) 24 hours a day. Please note the browser will time out after 20 minutes.


For the security of your information, be sure to Log Off and Close your Browser Window when you have finished enrollment.

When prompted to log-in, use your City of Eugene credentials:

  • Your COE email address (Example: John Brown =
  • Your COE network password (the one you use to log-in to your COE computer or Employee Self Service)
  • Fire Department personnel please note: City of Eugene employees using a City of Springfield computer may experience problems logging in. If this happens, try capitalizing the first letter of your email address or using a different type of computer to login (home computer, tablet, phone, etc.)
  • After four incorrect log-in attempts your account will be disabled for one hour.
