Middle Housing Public Engagement

As the City of Eugene’s Citizen Involvement Committee, early on in the process, we approved a Public Involvement Plan that aimed to elevate voices not usually heard during planning processes. The middle housing public engagement process exemplified excellence in reaching and informing a broad cross section of our community, not just the most vocal. The process demonstrated a commitment from City staff to raise the bar, elevate voices, reconcile our State’s and local zoning code’s history of exclusion, and implement amendments that center on equity. The Commission enthusiastically supports this robust and broad outreach process that was inclusive and representative of the interests of: renters, homeowners, Black, Indigenous, People of Color, people of all ages and abilities, and people from all Eugene neighborhoods. For many, this was their first time getting involved with a City process, much less a land use planning process.

The City of Eugene partnered with Portland-based nonpartisan, nonprofit, Healthy Democracy, to assemble a Planning Review Panel that was composed of 29 random Eugene community members representative of local demographics and chosen by lottery.

Over 15 meetings in late 2020 and early 2021, the panel met for 35 hours, heard from 20 local experts, conducted thoughtful deliberation, and produced 4 reports containing recommendations to the City. The Panel crafted a list of guiding principles, two rounds of final code recommendations, and recommendations for future public engagement efforts.

The Middle Housing Survey was open on Engage Eugene from February 5th to March 8th 2021 and received 730 responses. A Spanish Engage Eugene page and survey were published from February 19th to March 19th and received 11 responses. In total, we received 741 survey responses. Although the survey is not statistically valid, it provides a snapshot of community perspectives. The questions in the survey were based on levels of implementing House Bill 2001. The state adopted minimum standards in the Oregon Administrative Rules (OAR) that serve as a baseline for complying with the bill. The questions asked community members whether we should do the minimum required to comply with the OARs, referred to as the “Allow” option, or go beyond the minimum required, referred to as the “Encourage” and “Incentivize” options. There were 3 main areas of focus: parking requirements, lot size, and design standards. Community members were also asked to prioritize Guiding Values and Principles and share additional input. 

Information Sessions & Project Guides

To provide community members with opportunities to learn about the project and ask questions, staff held 6 Information Sessions. 3 were held before the Planning Commission Public Hearing and another 3 were held before the City Council Public Hearing. Each Information Session series was paired with the release of guides that summarized the Law and Land Use Code and detailed how to get involved. 

Project Guides

2 project guides have been produced at different points in the Adoption Phase. The first was produced before the Planning Commission Public Hearing. It contained project background, Land Use Code summaries, and details for how to get involved. The second was produced before the City Council Public Hearing. It contains project background, a letter to the city Council from the Planning Commission, Land Use Code summaries, and details for how to get involved. These guides were released concurrently with the hosting of 6 Information Sessions.
