Service Districts
The City of Eugene enacted a Service District Occupancy Fee as Administrative Order in 1998 after a successful three year trial period. There are two designated Service Districts- the Downtown District and the West University District. The full text for the Occupancy Fee can be found in Eugene Code 3.650-3.680.

By Administrative Order, the fee, paid by property owners, is to be utilized for concentrated management, marketing, maintenance, and security in Downtown and the West University area. Downtown, this fee provides consistent security services, cleaning and graffiti removal, and enhanced marketing through Partnership with Downtown Eugene Inc.
In the West University District, the fee pays for the administration of food cart commerce on Kincaid Street and additional security presence.
The maps below indicate which properties are included in the Service Districts. Tax lots shaded with blue are responsible for the Occupancy Fee. If you are uncertain if your property is included or have questions about the Service District, consult EC 3.650(1-2) for the District Boundaries or contact Angelin Singh.

Downtown Service District
West University Service District
Each Service District has its own reporting form and fees. Be sure to use the correct form for your report. If your building has tenants, you will be required to complete the Service District Tenant Schedule to submit with your quarterly occupancy reports.
The Downtown Service District rates are as follows, and the form can be downloaded here.
Inner- $0.04 per occupied square foot
Outer- $0.03 per occupied square foot
Basement- $0.01 per occupied square foot
Hotel/Motel- $7.50 per occupied room on average

Fee- $0.04 per occupied square foot
Hotel/Motel- $7.50 per occupied room on average
Certain uses are eligible for an exemption from the occupancy fee. Exemptions are outlined in detail in EC 3.680.
The following qualify for an exemption in the Downtown Service District-
1. Publicly owned property occupied by any public agency; or
2. That portion of property occupied by a certified 501(c)(3); or
3. That portion of property occupied for residential purposes.
The following qualify for an exemption in the West University Service District-
1. Publicly owned property occupied by any public agency; or
2. That portion of property owned by a non-profit corporation which is used for overnight lodging purposes; or
3. That portion of property occupied for residential purposes; or
4. The basement portion of property.
