As a strategy to use land more efficiently, a package of Metro Plan diagram designation changes, and corresponding changes to refinement plan diagrams & text, refinement plan land use code, and zoning were proposed in the March 2012 Recommendation in order to accommodate more housing inside the urban growth boundary.
On July 9, 2014 the City Council approved the proposals for Crow Road, Gilham Road and Irving Road/Eagles, and on July 22, 2014 the Board of Commissioners approved the proposals for un-annexed properties in Crow Road and Irving Road/Eagles.

Future work includes exploring with the Crow Road area residents whether additional development standards are necessary for the area.
Additionally, at their May 28, 2014 work session the City Council acted to hold a future work session on redesignation/rezone of the 13th/Naval Reserve site.
