Application Types and Process

Each type of land use application follows a specific process. For more information, see below or contact the planner-on-duty at 541-682-5377.

Type I Application Process
The Type I process provides for an administrative review by the Planning Director based on approval criteria which do not require the exercise of discretion. The process does not include notice. The following applications follow the Type I process:

  • Historic Removal (HR)
  • Mobile Home Hardship Permit (MH)
  • Partition, Final (PF)
  • Property Line Adjustment (LA)
  • Subdivsion, Final (SF)
  • Vacation of Unimproved Easement (VEU)
Type II Application Process
The Type II process provides for review by the Planning Director based on approval criteria that requires a limited amount of discretion. The process includes public notice which provides an opportunity for public comments prior to a decision. There is no public hearing unless the Planning Director's decision is appealed. The following applications follow the Type II process:
  • Adjustment Review (ARA or ARB)
  • Hazardous Materials Review (HMR)
  • Historic Property Alteration (HA)
  • Historic Property Demolition (HDM)
  • Historic Property Move (HM)
  • Modification (MDA)
  • Partition, Tentative (PT)
  • Planned Unit Development, Final (PDF)
  • Site Review (SR)
  • Standards Review (SDR)
  • Subdivision, Tentative (ST)
  • Vacation of Improved Public Easements (VEI)
  • Vacation of Unimproved Public Right-of-Way (VRU)

Type III Application Process
The Type III process provides for quasi-judicial review of an application by a Hearings Official or Historic Review Board. The process includes public notice and a public hearing. The applications below follow the Type III process:
  • Conditional Use Permit (CU)
  • Historic Landmark Designation (HD)
  • Tentative Planned Unit Development (PDT)
  • Willamette Greenway Permit (WG)
  • Zone Change (Z)

Type IV Application Process
The Type IV process provides for quasi-judicial review by the Planning Commission and City Council of applications that involve a specific site. The process includes public notice and public hearings. The applications below follow the Type IV process:
  • Refinement Plan Amendment (Site Specific) (RA)
  • Street Name Change (SC)
  • Zone Change concurrent with Refinement Plan Amendment (Site Specific) (Z)
Type V Application Process
The Type V process provides for legislative review by the Planning Commission and City Council of changes that are broad in scope. The process includes public notice and public hearings before the Planning Commission and City Council. The applications below follow the Type V process:
  • Land Use Code Amendment (CA)
  • Refinement Plan Amendments (not site specific) (RA)
  • Refinement Plan Adoption or Update (RA)
  • Zone Change concurrent with a Code Amendment (Z)
