UPDATE on the City of Eugene Rental Housing Program & Sunset Date Provision

Background:
In June of 2011, staff presented council an overview and update to the program in anticipation of the December, 2011 sunset date. In that work session, we communicated our plan to evaluate the program through the lens of the triple bottom line and conduct a survey to gauge the level of success and support of the program. While council did not take any formal vote at the work session in June, we heard a desire to:

  • ensure our fees were reasonable and to consider adjusting if over collecting;
  • explore whether additional issues should be addressed through the program;
  • explain City’s program in context of existing State landlord/tenant laws; and
  • provide a history of the program to the Council.

In September 2011, the city launched a survey seeking input from owners, property managers, renters, and others with an interest in the rental housing code. Over 550 responses were collected by the time the survey closed on October 11. Based on the results of the survey and other conversations and analysis, City Council approved a nine month extension of the sunset through September of 2012 to more fully evaluate the program.

Rental Housing Program Overview

What is the City of Eugene Rental Housing Program?
The purpose of the Rental Housing Code is to provide minimum habitability criteria to safeguard health, property and public wellbeing of the owners, occupants and users of the rental housing. The program is funded by an annual $10.00 per unit registration fee. The ordinance is scheduled to sunset December 31, 2011 at which time the City Council will review the program.

Code Enforcement staff are available to all citizens who have questions or concerns about rental housing in Eugene. This service is available to property owners, property managers, tenants, neighboring property owners and any other interested parties.
