AFFORDABLE HOUSING AND JOB CREATION

The City's Affordable Housing and Job Creation service promotes the development and rehabilitation of affordable housing; and provides business loans that encourage job creation and retention.  Affordable Housing staff administer the Community Development Block Grant and HOME Investment Partnership Program, federal grants that fund activities and projects that benefit low-income residents.

Affordable Housing staff works to achieve the City's affordable housing goals in collaboration with various agencies.  Through partnerships with various housing providers, non-profit agencies and private property owners, eligible projects are  identified and funded with available grant resources.  The City also manages a down payment assistance loan program for first time homebuyers as well as an emergency home repair program for very low income homeowners and tenants with disabilities who need accessibility improvements.

The business loan program seeks to improve the economic status of local residents by providing loans for local projects.  The program funds loans based on job creation potential, neighborhood revitalization and promotion of diverse business ownership.  The program  provides information and technical assistance in the area of small business financing.

Neighborhood Stabilization Program Helps Homebuyers Purchase Foreclosed Properties

 

The City of Eugene will use approximately $300,000 in funds from the federal Neighborhood Stabilization Program (NSP) to help encourage home ownership in areas hardest hit by foreclosures.  The funds are targeted to help low to middle income residents buy and rehabilitate foreclosed properties that might otherwise become sources of abandonment and blight in their communities.
