The 2000 Eugene Airport Master Plan Update is a refinement of theAirport's 1990 Master Plan and serves as a development guide for the Airport's short-term (5 to 10 years) and long term (20 year) needs. The Master Plan Update presents a 20-year development plan that is technically correct, environmentally sound, financially viable, and implementable; and identifies the overall land requirements that will ensure the Airport's long-term operational viability.

A comprehensive public involvement program was utilized to allow for public review and input throughout the master planning process. This included a Master Plan Update Advisory Committee, comprised of representatives of the community, as well as aviation and business interests. The program also included a series of public involvement workshops which allowed interaction among the Master Plan Update team and interested members of the community.

This Executive Summary serves as a supplement to the Eugene Airport Master Plan Update. It summarizes the major findings of the study effort and highlights notable portions of the recommended development plan for Eugene Airport.

To meet these objectives and to address the specific needs of Eugene Airport, the Master Plan Update was conducted through the following interrelated tasks:

  • Inventory existing facilities, services, and tenants, along with a review of historic and current Airport activity.
  • Project aviation demand, including the types and levels of aircraft and passenger activity over the 20-year planning period.
  • Determine the facilities needed to meet projected demand, and identify deficiencies.
  • Develop and assess alternatives to address the identified deficiencies, recommending preferred alternatives.
  • Conduct a preliminary environmental analysis of proposed development projects at Eugene Airport.
  • Prepare a Capital Improvement Program (CIP) establishing the costs of the development projects and scheduling them to maximize available state and federal funding opportunities.
  • Prepare a financial feasibility analysis to determine the financial feasibility of the CIP recommended in the Master Plan Update for Eugene Airport through 2017.
  • Revise the Airport Layout Plan based on the airport development projects recommended for Eugene Airport.
