The Eugene Historic Review Board

To help accomplish its historic preservation goals, in 1975 the City of Eugene established a seven-member Historic Review Board (HRB). The Board is a subcommittee of the Eugene Planning Commission, and along with the City’s Historic Preservation Planner, oversees the main components of Eugene’s historic preservation program. The Board conducts public hearings and evaluates requests for City Landmark designation, moving, and demolition; and appeals dealing with alteration permits for historic properties. The board also oversees the City’s cultural resource survey program, its various preservation incentive programs, and education and outreach efforts such as the recently completed Advisory Design Guidelines for Historic Residential Properties.

As of October 2008, the Eugene Historic Review Board includes:

All meetings of the Historic Review Board are open to the public. The Board usually meets on the fourth Thursday of each month at 8:00 am in the Sloat Conference Room on the ground floor of the Atrium Building at 99 West 10th Avenue. Additional meetings are scheduled as necessary.

The City’s Planning staff typically prepares a written report ("staff notes") addressing each agenda item for each meeting that is distributed to Board members a week in advance, and is available to the public at Planning Division’s Permit Information Center on the first floor of the Atrium Building.

Have a Say in Preservation Issues Facing Eugene!

The Board encourages public participation in preservation issues through in person testimony at Board meetings or via written testimony. The Board Chair will open up discussions to those people interested in providing comments to the Board. Public hearings for quasi-judicial matters having a bearing on land use rights are held according to strict procedures established by State law. The hearings procedures are printed on the Historic Review Board agendas.

Written testimony may be submitted before or after public hearings. If your written testimony is delivered to the Planning Division before the staff notes are sent to the Board members, your statement can be sent along with the staff notes. This provides time to review your testimony prior to the public hearing.
