Stormwater Basin Master Plans

When stormwater collection and conveyance systems were originally designed and built for Eugene and other cities of comparable size, the sole purpose was to manage flooding issues. After the federal Clean Water Act was reissued in 1987, the city developed a Comprehensive Stormwater Management Plan (CSWMP - at right) that laid the groundwork for change. As a result, the City has taken a new direction in planning for stormwater management.

Stormwater Basin Master Plans, which will guide the future of stormwater management in Eugene, have been completed for six of Eugene's seven stormwater basins and are available to view and / or download. The new Stormwater Basin Master Plans reflect the results of a multi-year planning effort and focus on a "multiple objective" (flood control, water quality enhancement, and stormwater-related natural resource protection) approach to managing stormwater.

UPDATE (October 19, 2009): A draft plan for the River Road - Santa Clara stormwater basin is now available for public review and comment, and the public comment period has been extended one additional week.  Comments must be submitted by October 26, 2009 for consideration in finalizing the document.  Please see links at right to view the draft River Road-Santa Clara basin plan, and related information including where to view a printed copy and where to send comments.

 

The Stormwater Basin Master Plans include:

  • Background, goals and objectives, and project scope
  • Study area characteristics, described in text and color figures
  • Study methods for evaluating flood control, water quality, and open waterways
  • Development of a multiple objective stormwater management strategy for each basin
  • Implementation of the strategies

The recommended strategies themselves include:

  • Long term stormwater capital improvement needs for flood control, water quality, and stormwater-related natural resource protection
  • Enhanced stream corridor acquisition program
  • Proposed stormwater quality design requirements for new development
  • Proposed stormwater-related natural resource protection measures

There are seven completed volumes to the Basin Plans:

Volume I - Study Methodology and Summary
Volume II - Amazon Creek
Volume III - Bethel-Danebo
Volume IV - Laurel Hill
Volume V - Willakenzie
Volume VI - Willamette River
Volume VII - Willow Creek

Once finalized, the draft River Road Santa Clara basin plan, available for public review until October 19, 2009, will become Volume VIII and complete the set of basin plan documents.

These documents may be amended periodically.
Changes to the documents will be posted at this web site within two weeks of the date of the change.
