Rental Housing Program Overview

What is the City of Eugene Rental Housing Program?
The purpose of the Rental Housing Code is to provide minimum habitability criteria to safeguard health, property and public wellbeing of the owners, occupants and users of the rental housing. The program is funded by an annual $10.00 per unit registration fee. The ordinance is scheduled to sunset December 31, 2011 at which time the City Council will review the program.

Code Enforcement staff are available to all citizens who have questions or concerns about rental housing in Eugene. This service is available to property owners, property managers, tenants, neighboring property owners and any other interested parties.

Language Addressing Mold Added to Rental Housing Code
The City Council amended the rental housing code in May, 2009 to include “the presence of significant visible mold” as a symptom of faulty plumbing or weatherproofing, however did not establish that the presence of mold, by itself, as a violation of the code. Billing Statements will be mailed the week of August 17, 2009
for July 1, 2009 – June 30, 2010 Fiscal Year

Billing statements for the fiscal year beginning July 1, 2009 will be mailed the week of August 17, 2009. Payment is due within 30 days of the billing statement date. The late fee policy now provides a total of 60 days from the first billing date before a late is assessed. After 60 days, accounts with unpaid unit fees will be charged a $20 late fee each month thereafter until the unit fees are paid.
