Elmira - Maple Target
Elmira Road and Maple Street Improvements
The Eugene City Council approved the formation of the Local Improvement District on April 13, 2009. Construction began in June and is going through the Fall 2009. Final assessments are expected to be calculated after construction is complete. Hearings and actions on the assessments are anticipated for early 2010.
Tentative Project Schedule
• Project Construction: June 15 thru Oct 2009 • Assessments: Winter 2010
Design Revisions The current street design is available as a PDF file through a link on the right side of the screen.
The design now includes: • 24-ft curb to curb road width • 6-ft wide curbside sidewalks with some exceptions • Approximately 30 fewer trees will be removed during the project because of these design revisions. Bicycle lanes were eliminated to accommodate this design as per the residents' requests. See the January presentation (link at right) for more information.
As of October 2009 we are placing final pavement and concrete and doing cleanup work.

Project History The City of Eugene planned to reconstruct Elmira Road (from Bertelsen to Maple) and Maple Street (from Elmira to Roosevelt) to improve the street surfacing, provide sidewalks, appropriate stormwater drainage systems and traffic calming devices. Elmira and Maple were unimproved streets which means that they had not been constructed to current City standards. Improvement will greatly enhance the safety and comfort of all road users.
City transportation planners worked with local neighbors from 2006 to 2009 to identify key concerns and themes, as well as propose street designs that address these concerns. The discussions at the neighborhood meetings have produced several themes, which can be broadly categorized into safety issues, project financing and assessment, and specifics of the final design elements of the project. The most current street design is available as a PDF file through a link on the right side of the screen. As this is an assessable street improvement project, property owners with addresses on Elmira or Maple will be required to share in the costs of construction and design. Each property owner with an address on Elmira Road or Maple Street (with some exceptions) will be assessed for a portion of the project based upon the linear front footage of their property on the project streets. For most single family residential property the minimum of assessable linear front footage is 50-ft and the maximum is 100-ft. The assessments will be due at the end of the project (Winter 2010). The City offers a Road Subsidy program for low income residents, deferral and extension programs for senior citizens and financing options for all. There are links to more information on all these programs to the right of the screen.
