Assessments

 

On June 22, 2009, the Eugene City Council voted to form the local improvement district (LID) and proceed with the project construction.   City staff will proceed to execute contracts with Babb Construction Company (also known as Delta Construction Co.).

 

If you wish to make a donation to be used to reduce the assessable cost of the project that will be paid by the property owners, please use the "Crest Drive Assessment Donation Form" under the "Crest Assessment Information" heading to the right.

 

2010 Construction Update

 

The preliminary schedule anticipates beginning the work on "upper" Storey Blvd and continuing down the hill to the Lorane Highway intersection with Friendly Street being the next section worked on.  At this time the Contractor anticipates getting to Crest in early Summer, although there may some work on the sidewalk areas with temporary travel lane closures earlier than the rest of the road work. (See map below)

 

In addition to completing the rest of the roadwork on Crest, Storey and Friendly, the Contractor will also plant the rain gardens constructed in 2009 with native plant species specifically selected for these wet areas.  This planting work will be completed at the same time as the planting of the rain gardens for the 2010 sections in the Fall of 2010.

 

A weekly update on the anticipated construction will be provided on this website below.  Please keep in mind that the schedule of work may be affected by weather or other scheduling conflicts, so the work may be shifted ahead or behind as needed.

For the Week of Agust 30:  The Work continues on Crest Drive between Blanton Road and the north intersection with Crest (near Morse Family Farm).  Some roadside work continues on Storey Blvd and Friendly Street.

 

Delta is scheduled to complete paving the south section of Crest between Blanton and Storey Blvd this week.  Upon completion of the paving, Delta will be installing the concrete speed tables and the median island in this section.  While the concrete cures for the speed tables, there may be restrictions on traffic crossing the speed tables.  Please follow directions from signs and flaggers to ensure that the concrete is not damaged. 

 

Delta is also scheduled to work on the "middle" segment of Crest between Storey Blvd and the north intersection of Crest (near Morse Family Farm).  In this section, Delta will be finishing the storm system and placing cement treated base.  There is a period of time that the cement treated base cannot be driven on, but the cement treated base should be open for traffic within a few hours of its placement.  The cement treated base needs to cure for at least 7 days before it can be paved, so paving is tentatively scheduled for this section of Crest towards the end of next week.

 

The work on Crest will continue to close the street to all traffic, except to those whose only access to their homes is on this road.  All people who can take alternate routes around the work will be directed to do so by flaggers due to the conditions that result from construction activity.  Until paved, these roads continue to be very rough with drop-offs from the excavation work, people who must travel through the project site should exercise caution and carefully follow directions from the flaggers.

 

There may continue to be delays to drivers on Storey Blvd and Friendly Street while Delta completes roadside work.  Storey Blvd and Friendly Street are open, although drivers should use caution as there may be roadside drop-offs and construction workers and equipment along the roadway.  The southerly intersection of Storey and Crest will continue to be gravel and very rough and closures on Crest may impact use of the intersection.  Due to the steep slope of the road at this location, the intersection may be difficult for some vehicles to navigate until it is paved.

 

For the Week of Agust 23:  The Work continues on Crest Drive between Blanton Road and the north intersection with Crest (near Morse Family Farm).  Some roadside work continues on Storey Blvd and Friendly Street.

 

Delta plans to place curbs on the "middle" segment of Crest between Storey Blvd and the north intersection of Crest (near Morse Family Farm).  Once the curbs are placed, the roadway will be very narrow until the paving work is complete.  It is tentatively planned to begin paving the south segment of Crest between Blanton and Storey Blvd by the end of the week.

 

The work on Crest will continue to close the street to all traffic, except to those whose only access to their homes is on this road.  All people who can take alternate routes around the work will be directed to do so by flaggers due to the conditions that result from construction activity.  These roads are very rough with drop-offs from the excavation work, people who must travel through the project site should exercise caution and carefully follow directions from the flaggers.

The Delta pipe crew is expected to continue installation of the underground storm system on along Crest from Blanton to the north intersection with Crest (near Morse Family Farm).  Delta also anticipates placing curbs on the south section of Crest (between Blanton and Storey) this week as well.  Once the curbs are placed, the roadway will be very narrow until the paving work is complete.

 

The work on Crest will close the street to all traffic, except those whose only access to their homes is on this road.  All people who can take alternate routes around the work will be directed to do so by flaggers due to the conditions that result from construction activity.  These roads are very rough with drop-offs from the excavation work, people who must travel through the project site should exercise caution and carefully follow directions from the flaggers.

Update August 10, 2010:  Delta is planning to work Saturday, August 14, 2010.  They plan to start work at 7:00am.  The work planned is to complete the installation of the underground storm pipe on "upper" Crest between Blanton Rd and Storey Blvd.  Traffic delays and road closures will continue as described below.

 

For the Week of August 9:  The Work continues on Crest Drive between Blanton Road and the north intersection with Crest (Near Morse Family Farm).  Some roadside work continues on Storey Blvd and Friendly Street.

 

Reconstruction of Crest Drive will continue down the hill towards the lower (north) intersection with Crest, near Morse Family Farm.  The road reconstruction work is anticipated to be in the area from Horizon to the lower (north) intersection with Crest this week.  The Delta pipe crew is expected to begin installation of the underground storm system just north of the Blanton Road intersection at the south end of the project this week as well.

 

The work on Crest will close the street to all traffic, except those whose only access to their homes is on this road.  All people who can take alternate routes around the work will be directed to do so by flaggers due to the conditions that result from construction activity.  These roads are very rough with drop-offs from the excavation work, people who must travel through the project site should exercise caution and carefully follow directions from the flaggers.

 

Dust from the gravel road has been a problem the last several weeks.  Delta is trying to treat the roadway with water a couple times a day to prevent it from being overly dusty.  Drivers can help by avoiding the construction zone and using alternate routes.  When there is no alternative to traveling through the construction zone, driving at slower speeds will help minimize stirring up the dust.

Update August 6, 2010:  Delta is planning to work Saturday, August 7, 2010.  They plan to start work at 7:00am.  The work planned is to continue excavation of the existing roadbed and construct the new road base in the area of Horizon to Fulvue and then continue with removal of the existing pavement surface to the lower (north) intersection with Crest.  Traffic delays and road closures will continue as described below.
