Library Card Information
A Eugene Public Library card is required to borrow materials from any location. The card is free to all residents, and to those owning property within the Eugene city limits. For those under age 16, a parent or guardian's signature is also required. Non-city residents may purchase a library card to obtain borrowing privileges. See left sidebar for link to more information on non-resident cards. Facilities may apply for an Institutional Card to borrow Library materials. A patron's library record contains confidential information which is accessible at catalog computers, at the Library website, by telephone, or in person with presentation of the library card. A lost or stolen library card should be reported to the Library immediately. Each patron is responsible for all materials borrowed on the card, and for any fines, fees, or misuse that occurs before the card is reported to the Library as lost or stolen. The fee to replace a card is $5.00.
To keep all accounts updated over time, cards must be renewed periodically, in person. Resident cards are renewed every two years. Non-resident, Access Services, and Institutional cards are renewed each year. As part of card renewal, the patron must clear all charges from the account, and show current photo identification and proof of current home address. A current Oregon driver's license meets both of these requirements.
Other accepted documents are listed below. You must show one item from each list:
Current Photo Identification From any state or country.
- Driver’s license.
- Government-issued ID card.
- Official student ID.
- Military ID.
- Passport.

Proof of Current Home Address Must show home address, not PO Box or business.
- Current Oregon driver’s license.
- Current Oregon ID card.
- Current voter registration card.
- Signed lease or rental agreement with current rental receipt.
- Current utility bill sent to you in your name: electric, gas, phone, cable, or Internet. (No online prints.)
- Current bank or credit card statement sent to you in your name. (No online prints.)
- Personal mail or parcel addressed to your name only, with postmark date within last 2 weeks.
- City of Eugene overnight parking permit.
- Address verification by an agency providing services to the homeless and others in transition, dated within last 2 weeks. (Provider: contact Eugene Public Library for requirements.)

I’m under 16. How do I register for a card?
To register for a Eugene Public Library card when you’re under the age of 16, visit the Library with your parent or legal guardian. He or she will need to show current photo identification and proof of current home address (see above).
Can I get a card without bringing my parent or legal guardian to the Library?
You can take an application to your parent to sign. Then return to the Library with:
- The signed application form
and
- Any one of the items from the Proof of Current Home Address list, in your parent’s name.
However, if you have a legal guardian, he or she must come to the Library in person to show court-approved documents of guardianship as well.
