OS Goals and Objectives
Opportunity Siting Goal and Objectives
Goal: Create a planning process for finding specific sites that can feasibly accommodate high density residential development that is compatible with and has the support of nearby residents. Facilitate development on those sites.
Objectives:
Further the implementation of the City’s Growth Management Policies, in particular 1, 2, 3, 6, 7, 8, 9, and 10.
Facilitate a greater variety of housing options within the city.
Demonstrate that dense infill projects can be compatible with their surroundings and garner neighborhood support.
Provide an attractive alternative avenue for developers to work with the city to build high density residential projects.
Coordinate with infill compatibility standards, mixed use center planning, and other growth management efforts to assure the issues are addressed in a holistic way.

Opportunity Siting will:
1.
Help preserve and enhance existing neighborhoods.
6.
Support existing neighborhood schools by providing sufficient family homes nearby.
2.
Proactively direct the pressure of development to appropriate sites.
7.
Capitalize on city investment by building within existing infrastructure.
3.
Identify process mechanisms for compatible urban growth.
8.
Allow people to stay in their neighborhoods as their housing needs change throughout their lives.
4.
Support the urban growth boundary, limit urban sprawl and preserve farmland and rural parkland.
9.
Encourage the creation of housing in proximity to neighborhood amenities including open space.
5.
Promote sustainable growth and conserve energy by- a. creating walkable neighborhoods near transit corridors b. reducing dependency on automobiles
10.
Provide housing choice to a broader spectrum of the community by siting housing near jobs.
