Are you looking for subsidized housing?

The City of Eugene is keenly interested in low-income housing but we do not actually own or operate any housing units ourselves. If you are looking for rental housing please contact the Lane County Housing and Community Services Agency (541-682-3755 or http://www.hacsa.org/ ) or look at the table of publicly assisted housing. Many housing units are available by contacting each development directly.

The City provides policy direction for the affordable housing effort. Our central role is to allocate funds (federal, local and private) toward housing solutions. Allocations for new construction and acquisitions take place through a public "request for proposal" process. Eugene does not own, operate, build, or manage housing. For the past 15 years Council has adopted an annual goal related to low-income housing. Since 1979 Eugene has "landbanked" sites for future low income housing. These sites are critical to the success of local housing efforts because site control is vital for obtaining other subsidies. The City also has a history of granting property tax exemptions and assistance with permit fees for public purpose housing. If you are interested in home ownership the City of Eugene does offer the Housing Assistance Program (HAP) which provides down payment assistance for those who qualify. We also offer housing rehabilitation loans.

City of Eugene  Affordable Housing Energy Improvements Request for Proposal

The City of Eugene, in partnership with the Housing and Community Services Agency (HACSA) of Lane County, invites proposals from owners of affordable housing properties for use of Federal Energy Efficiency and Conservation Block Grant (EECBG) and Federal Weatherization funds for energy efficiency improvements to existing multi-family housing that serves persons with low incomes.  RFP is open to non-profit and for-profit owners of affordable housing.  Funds must be used to improve energy efficiency of existing affordable housing in a cost effective manner.  Properties must have at least 8 units.  Funds can be used for energy efficiency improvements such as, but not limited to, insulation, Energy Star replacement windows, HVAC, solar hot water heaters, photovoltaic panels, and energy efficient lighting.  Systems that have greater energy efficiency and solar, hydro, wind, biomass, bio-fuel, geothermal and other renewable energy powered systems will be considered.  Up to a total of $410,000 (up to $160,000 in City EECBG funds and up to $250,000 in HACSA Weatherization funds) may be awarded through this RFP.   Project funding requests must be $20,000 or greater.

2010 Affordable Housing RFP Responses

The City of Eugene recently sought proposals to build affordable housing at the Westmoreland Landbank site in West Eugene.  The three acre site is located on City View Drive, just north of 18th. Proposals were due to the City of Eugene by May 14th.  Applicants were encouraged to show how they could efficiently use the site and include units and services that would meet the high needs of families with children in our area.  The City of Eugene received 2 proposals. Each proposal will be reviewed by staff and evaluated by the intergovernmental Housing Policy Board.  The selection process is expected to be completed by September 2010.
