Administrative Orders Administrative orders are used to implement provisions of Eugene Code or ordinances passed by the City Council, or they may revise or update existing orders. They also delegate responsibilities, adopt or amend rules, or set fees for city services. Administrative Rules may address topics such as park and parking rules, financial policy, snow routes, and System Development Charge Fee methodology. Administrative orders and rules are adopted and signed by the City Manager or the manager's designee.
City Charter Cities in Oregon have been granted authority for home rule through municipal charters. The charter establishes a municipal corporation and specifies the powers and responsibilities of the council, manager, and employees in general.

Elections The City Recorder is the city's Elections Filing Officer. The City Recorder's Office coordinates and administers municipal election activities including receiving filings from candidates for the positions of mayor, councilor and Eugene Water and Electric Board; monitoring candidate and political action committee financial reports; processing initiative, referendum and recall petitions; and publishing a voter's pamphlet for elections with city measures on the ballot. Effective with the 2004 General Election, all elections filing documents are being posted to this website.
Eugene Code The City Recorder's Office/City Attorney's Office updates and maintains the Eugene Code and Eugene Charter. City Council actions may result in frequent changes to the code; therefore, the code chapters provided here may not reflect the most current code provisions.
Ordinances Ordinances are permanent rules of action, laws or statutes adopted by the City Council for the proper conduct of municipal affairs or governance of the city's inhabitants. They apply to all residents within the city. Ordinances typically govern things like zoning, building, safety, traffic, and they may involve penalties. Not all ordinances change Eugene Code, but changes to the code may only be done by ordinance. An ordinance may be repealed by council action, referendum, or initiative.
Resolutions Resolutions are also passed by the City Council and may cover a broad range of topics. They are a formal document that reflects a decision, opinion, policy, or directive of the council. Resolutions often are used to adopt budgets and to place measures on the ballot. Resolutions are not subject to repeal through the electoral process.
