Directs, manages, and coordinates the City’s human resources functions; assumes direct responsibility for the management of the employee relations program; coordinates division activities with other divisions and departments; and provides highly complex staff assistance to the Human Resources and Risk Services Executive Manager, the City Manager and other Executive Managers.

Manages, directs, and organizes compensation, recruitment and selection, personnel services, labor and employee relations, human resource information systems, and City-wide performance and development activities.

Develops organizational goals, objectives, policies, and procedures for effective human resources management; evaluates the effectiveness of programs and practices, and modifies strategies to achieve goals.

Manages, directs, and organizes all activities of the employee relations section; manages complex employee relations cases; investigates or directs the investigation of complaints, grievances and allegations, and formulates or oversees the City’s responses; works with the City Attorney’s office to coordinate and provide staff support on litigation; oversees the development of short and long-range labor relations strategies; serves as the chief negotiator for the City in contract bargaining and oversees the administration of all labor agreements.

Directs, oversees, and participates in the development of the division work plan; assigns work activities, programs, and projects; reviews and evaluates work products, methods, and procedures; participates in the development of the department budget and administers the approved division budget.
Provides legal, technical, and management advice and consultation to other City managers and supervisors on human resources management issues and other related organizational issues and strategies; participates in planning, service improvement, organizational design, and other committees and task force for other departments and City-wide.

Analyzes laws, regulations, and rulings impacting program areas; modifies practices to achieve goals and/or legal compliance; and informs and trains City management on the changes; assesses training needs in labor and employee relations and other human resources management areas; provides or coordinates appropriate trainings.

Oversees the development and administration of recruitment and selection processes to ensure they are effective and in compliance with legal requirements and best practice, Oversees the development of related policies and procedures. Oversees organization-wide outreach recruitment strategy development.

Oversees the development and maintenance of the City’s classification and compensation structure to ensure the City’s pay and related employment policies are fair and equitable, and in compliance with applicable laws and City policy.

Oversees the development of a central training program and other support activities aimed at enhancing individual, team, and organization performance.

Oversees the development, implementation, and maintenance of all human resources information systems, records maintenance, tracking systems, and reporting; oversees the coordination of human resources information and processes with payroll, budget, information systems, and other administrative support functions.

Reviews legislative bills and analyzes their impact on the City; participates in interagency groups and committees managing public sector human resources issues; represents the City at community, regional, and state-wide meetings.

Responsible for the selection and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.

Ensures implementation of and adherence to the City’s Affirmative Action and Diversity Work Plans; participates in the development of division and department wide diversity initiatives. Facilitates diversity related staff development.

May act in the capacity of the HRRS Executive Manager in his/her absence.

Performs related duties as assigned.

 QUALIFICATIONS:
Knowledge of:

Principles, practices, and techniques of effective human resources management including labor and employee relations, compensation, recruitment and selection, affirmative action and diversity, and employee services.

Federal, State, and local laws, codes, and regulations related to employment and the principles of the legal system and legal theory.

Organizational and management theories and practices.

Research and reporting methods, techniques and procedures.

Municipal operating budget development and administration.

Computer operations and applications.

City organizational structure, programs, and goals.

Principles and practices of supervision, training, and personnel management.


Ability to:

Effectively administer a variety of human resources services and activities.

Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

Effectively represent the City in a variety of forums, including collective bargaining, administrative and legal proceedings, interagency and community meetings, and employee gatherings.

Interpret and apply Federal, State, and local laws, codes, and regulations.

Research, analyze, interpret, apply, and present complex statistical, technical, legal, and other management information and data effectively.

Establish and maintain effective working relationships with a variety of people contacted in the course of work including managers and supervisors, union representatives, employees, representatives of other agencies and community groups, media representatives, and citizens.

Select, train, and evaluate assigned staff.

Communicate clearly and concisely, both orally and in writing.

Exercise discretion in confidential and sensitive employee relations matters; act with courtesy and tact during stressful or confrontational situations.

Prepare and administer division budget.


Experience and Training Guidelines

A typical way to obtain the required knowledge and abilities would be:

Experience:

Five years of responsible experience in human resources management including experience in employee relations, recruitment and selection, performance and development, human resources information systems, and compensation; and including two years of increasingly responsible supervisory experience.

Training:

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in human resources, business or public administration, or a related field; a Master’s degree is desirable.
