DEFINITION:
Plans, directs, coordinates, and supervises the activities of the Facility Management Division's Operations and Maintenance Section including the maintenance, operation, and security of City buildings; coordinates section activities with other divisions, departments, agencies and public groups; and provides highly complex staff assistant to the Facilities Division Manager.
EXAMPLES OF DUTIES - DUTIES MAY INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING:
Plans, directs, and oversees City-wide facilities maintenance activities including, custodial services, preventive maintenance, energy management, building-related landscaping, renovation, repair, and minor construction in City-owned buildings.
Assists in performing the facility condition audit on all City-owned buildings; evaluates data received and prepares recommendations for facility maintenance and capital project activities. Assists in the planning and implementation of security and access control systems in City buildings; manages operation and maintenance of security and access control systems. Develops and maintains an operating and preventive maintenance plan for all buildings; maintains service records and schedules needed repairs. Recommends and assists in the implementation of division goals and objectives; establishes schedules and methods for the section; implements policies and procedures. Oversees and participates in the development of the section work plan; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures. Prepares and administers section budget; forecasts funds needed for staffing, equipment, materials, and supplies. Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees. Ensures implementation of and adherence to the City’s Affirmative Action and Diversity Work Plans. Coordinates the implementation of effective processes and models to produce division wide diversity initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment. Ensure implementation of and adherence to the City’s environmental and sustainability policies. Coordinate the implementation of effective processes and models to ensure compliance with environmental standards and policies on sustainability of City practices and oversee Facilitates staff development on sustainability. Evaluates City facilities operations and maintenance capability in terms of manpower and materials; determines need for contracted services; prepares bid specifications for minor facility repairs and remodeling; evaluates and selects vendors; negotiates and administers on-call contracts; coordinates activities with building contractors, architects, and engineers. Prepares and administers the City wide HVAC, electrical, plumbing, carpentry, fire alarm/fire sprinkler, security, access control, building-related landscaping, custodial and elevator maintenance service contracts for vendor compliance with specifications. Reviews plans and specifications for proposed facility capital improvement projects; estimates related maintenance expenses and make recommendations. Coordinates section activities with other divisions and departments; schedules maintenance services to meet user needs. Represents the Facility Management Division on the Fleet Board, and acts as the division’s representative in working with other groups, such as Downtown Eugene Incorporated, Saturday Public Market, and Eugene Farmers’ Coop, on use and maintenance of public space. Reviews maintenance records, existing work procedures, current literature and trends in building operations and takes action to correct and improve facility and equipment performance. Attends and provides staff support for a variety of City committees and task teams. Perform related duties as assigned. QUALIFICATIONS:
Knowledge of:
Principles and practices of general building maintenance including, carpentry, painting, landscaping, plumbing, electrical installation and repair, HVAC, and steam fitting. Principles and practices of preventive maintenance and building custodial services. Principles and practices of architectural engineering, energy conservation and environmental sustainability as applied to comprehensive facilities maintenance. Pertinent Federal, State, and local laws, codes and regulations. Modern developments, current literature, and sources of information regarding design, construction and maintenance of public structures. Operation and maintenance of computer controlled energy conservation programs for public buildings. Development and maintenance of computerized facilities inventories, maintenance management systems, and facility auditing programs, practices and procedures. Budgeting procedures and techniques. Principles of supervision, training and performance evaluation. Occupational hazards and standard safety precautions necessary in the work. Ability to: Plan and supervise the activities of a facilities maintenance section. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Identify and remedy deficiencies in building structures and plant systems. Understand and apply Federal, State, and local rules, codes, laws and regulations to ensure program compliance. Administer, manage, and coordinate computerized access control and security/fire alarm systems. Use microcomputer server and network equipment and applications. Supervise, train and evaluate assigned staff. Communicate clearly and concisely, both orally and in writing. Establish and maintain cooperative working relationships with those contacted in the course of work. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Five years of responsible facility management or facility construction experience including two years of administrative or supervisory responsibility. Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in civil engineering, architecture, or physical plant management or a related field. License or Certificate Possession of, or ability to obtain, and maintain an appropriate, valid Oregon driver's license. Possession of, or ability to attain, an IFMA Certified Facility Manager designation or equivalent preferred. |
