DEFINITION:
Manages, directs, and supervises the Corporate Team activities in the Information Services Division, including the analysis, design, purchase, development, installation, operation, maintenance, and database management of the City’s core financial and application systems. Ensures that the City’s core financial applications meet legal and policy requirements; and provides highly complex staff assistance to the Information Services Director. Manages and supervises the Central Services Department Applications Team (DAT) including the analysis, design, development or purchase, implementation, maintenance and database management for City Manager’s Office, City Prosecutor’s Office, Finance, Facilities, Human Resources, Information Services, Municipal Court, and Risk Services.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Information Services Director.

Supervises professional and technical information systems staff; provides oversight and guidance to project teams.

EXAMPLES OF DUTIES - DUTIES MAY INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING:
Directs, oversees and participates in the development of the Corporate Team’s work plan, work activities, projects and programs.

Directs, oversees and participates in the development of the Central Services DAT work plan, work activities, and projects.

Responsible for the City’s core financial applications, human resource management system and integrated systems. This includes General Ledger, purchasing, accounts payable, budget, payroll, human resources, accounts receivables and payables, and asset management systems. Serves as project manager for the analysis, upgrade and replacement of the City’s core financial systems and ensures that systems meet customer, legal, and auditing requirements.

Responsible for coordinating and directing projects that impact the City’s core hardware and software; plans and coordinates analysis and design activities; oversees, directs, and participates on multiple teams.

Monitors work flow, reviews and evaluates work projects, reviews and evaluates the effectiveness of operations, modifies strategies to achieve goals; makes recommendations to the Information Services Director and executive directors.

Functions as project leader for the Corporate Team; identifies goals, objectives and resources; develops workplans and timelines for corporate system upgrades and changes; directs, and coordinates the activities of professional and technical staff on the Corporate Team; monitors quality of work products.

Responsible for developing cost forecasts and managing the budget allocated for upgrades or replacement of the City’s core financial systems.

Represents the City to other agencies and coordinates activities with outside service providers; directs and monitors the work of contractors; develops RFP’s and bids.

Participates in setting goals and objectives for the direction of the City’s financial applications with inter-departmental teams; works with teams and city departments to analyze needs and develop recommendations; participates on information services teams and other task teams.

Participates in overall goal setting and short and long range information services planning.

Pro-actively works with customers to develop automation plans, feasibility studies, proposals, policies, and strategies to meet critical business problems.

Meets with Corporate Team customers to maintain knowledge of business needs and expectations. Consults with customers on software application needs; works closely with Finance, Budget, and Human Resources on changes and system requirements that impact city-wide processes.

Ensures that security measures for systems are developed and functioning.

Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees. Provides coaching to employees and encourages employee development.

Ensures implementation of and adherence to the City’s Affirmative Action and Diversity Work Plans. Coordinates the implementation of effective processes and models to produce division wide diversity initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment.

Oversees and/or participates in the analysis, diagnosis and resolutions of complex core program and Central Services applications and databases problems and issues.

Performs analyses and develops designs for specific technology, including developing business process models, data models and writing up business specifications; researches technical questions using a variety of methods.

Analyzes market trends; researches new technology and tools; prepares and monitors tactical and strategic plans; prepares complex reports.

Manages contracts with hardware and software vendors; troubleshoots system problems and issues with vendors or project teams.

Oversees and participates in the evaluation, selection, installation, configuration, testing, upgrades and maintenance of the City’s core systems.

Directs and participates with development teams to plan, test and implement core system applications; leads load testing of new and existing applications.

Performs related duties as assigned.

QUALIFICATIONS:
Knowledge of:

Experience and Training Guidelines

Experience:

Five years of increasingly responsible experience in data processing software development, operations, and management, including at least two years of supervisory responsibility in an information systems environment.

Training:

Bachelor's degree from an accredited college or university with course work in computer science or related field.

License or Certificate

Possession of or ability to obtain, and maintain an appropriate, valid Oregon driver's license.

WORKING CONDITIONS:
WORKING CONDITIONS
Work performed primarily in an office environment. Eye/hand coordination needed to operate personal computer. Sitting or standing may be required for prolonged periods. Driving a motor vehicle on public roads as needed to attend business meetings.
