DEFINITION:
DEFINITION
Plans, organizes, monitors, and directs the use, maintenance and security of the City Airport; promotes the development of airport facilities; promotes air service development; coor¬dinates airport activities with other City departments, and with other outside agencies and organizations. SUPERVISION RECEIVED AND EXERCISED Receives administrative direction from Executive Director - Public Works. Exercises direct supervision over maintenance, technical and clerical staff. EXAMPLES OF DUTIES - DUTIES MAY INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING:
Develops, plans and implements the Airport Division’s goals and objectives.
Directs, oversees and participates in the development of the Airport's work plan; assigns work activities, projects and programs; monitors work flow; implements policies and procedures; reviews and evaluates work products, methods and procedures. Monitors airport operations for compliance with Federal, State, and local laws, codes, and regulations. Establishes and insure the carrying out of a proper preventative maintenance program; coordinates maintenance activities with the airlines and other air¬port tenants. Supervises the development, implementation and administration of the airport budget; forecasts additional funds needed for staffing, equipment, materials, and supplies; coordinates capital improvement projects; administers the ap¬proved budget. Develops, plans and implements division goals and objectives; assists in the development of departmental policies and procedures; evaluates the need for and develops long-range plans for Airport programs; conducts studies for im¬proving airport facilities and services. Plans and implements an air service development program. Responsible for the selection, supervision and evaluation of assigned staff; assigns work; ensures appropriate training is provided to staff that is current and relevant and prepares them to provide services to a diverse population; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees. Ensures division implementation of and adherence to the City’s Affirmative Action and Diversity Work Plans. Coordinates the implementation of effective processes and models to produce division-wide diversity initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment. Ensures the safety and security of aircraft and property on the airport's premises; develops, plans and implements security procedures and emergency plans. Negotiates and administers leases with commercial airline companies and other tenants; develops specifications for airport concessions, including restau¬rants, rental cars, and parking lots. Acts as Airport's disaster control officer in the occurrence of a crash, fire, natural disaster, or civil disorder; assists in maintaining City-wide disaster operation plan. Promotes air service development to support local needs. Promotes the airport through public relations; meets with and participate in various advisory commissions, committees and public organizations; meets with representatives from government agencies. Attends and participates in profes¬sional groups and committees. Provides information to the news media regarding status of the airport and represents the airport management at news conferences. Provides technical assistance to other City departments and agencies. Prepares applications and proposals for Federal and State grants; administers grants. Maintains records of airport operations; prepares reports of activities and operations. Performs related duties as assigned. QUALIFICATIONS:
Knowledge of:
Principles and practices of public-use airport management. Pertinent Federal, State, and local laws, codes and regulations. Preparation and negotiation of airport leases, contracts, and charges. Development, practices, and terminology of aviation. Equipment and supplies used in airport operations. Proper maintenance of airport facilities. Air Service Analysis techniques and methodology. Airport security and emergency plans. Budgeting procedures and techniques. Principles and practices of supervision, training and personnel man¬agement. Ability to: Plan, organize, and direct airport maintenance, security, and opera¬tions. Analyze technical information regarding airport usage and maintenance. Conduct business negotiations and promote and represent the airport programs. Interpret and apply Federal, State and local policies, procedures, laws and regulations. Compile and present proposals for air service improvements. Prepare and administer a budget. Establish and maintain airport security and emergency programs. Monitor airport usage. Supervise, train and evaluate assigned staff. Communicate with a variety of cross-cultural audiences clearly, concisely and effectively, orally, including public speaking, and in writing. Establish and maintain highly effective working relationships with diverse individuals and groups. Demonstrate flexibility to adapt to diverse environments. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Five years of increasingly responsible experience in airport management or operations, including 2 years of supervisory experience required. Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in Business Administra¬tion, Public Administration or a related field. License or Certificate Possession of, or ability to obtain, and maintain an appropriate, valid Oregon driver's license. Possession of, or ability to obtain, certification as an Accredited Airport Executive by the American Association of Airport Executives desirable. WORKING CONDITIONS:

Work performed primarily in an office environment with correctable conditions such as lighting and room temperature. Regular focus on a computer screen. Daily standing and sitting for prolonged periods. Occasional attendance at meetings or activities outside of normal working hours. Frequent operation of a motor vehicle on public roads. Physical exposures when responding to airport operations situations and emergencies. |
