Community input sought on police oversight model: Final public forum opportunity
June 28, 2005

Topic: Police Commission's draft recommendations on civilian police oversight

What: Last public forum — open to community members and media

When: Thursday, June 30, 7:00–8:30 p.m.

Where: Hilyard Community Center, 2580 Hilyard Street

The final public forum before the Police Commission's recommended police oversight model is finalized and presented to the City Council will be held Thursday, June 30, 7:00 p.m.–8:30 p.m. at the Hilyard Community Center, 2580 Hilyard Street. Members of the public are invited and encouraged to attend the forum and share their thoughts on the draft recommendations.

For the past nine months, the Eugene Police Commission has conducted an extensive review of current practices for handling complaints against police, including a re-examination of different models of civilian oversight. Multiple community forums were held to seek public input on concerns with the current police complaint system and to compile suggestions for improvements, and committees were formed to develop specific recommendations.

In May, the committees presented a draft police oversight model to the Police Commission that combines a full-time, professional auditor and a civilian review board. The hybrid oversight system proposed seeks to improve the accessibility, accountability, transparency, thoroughness, fairness, and credibility of the police complaint system.

Before being presented to the City Council on July 25, the oversight model will be refined following final discussion with stakeholders and community input. The Police Commission has set up this final opportunity for interested community members to learn about and comment on the role and responsibilities of the oversight system, the selection process for establishing the system, and how the oversight bodies interact with and report to city decision-makers. Community input will be considered before the oversight proposal is finalized for presentation to the City Council. Community members are invited to attend Thursday's public forum and provide feedback.
