NPDES Municipal Stormwater Permit
The City of Eugene holds a permit under the federal Clean Water Act for the municipal stormwater it discharges directly into the Willamette River and indirectly into the Willamette River through other local waterways, including Amazon Creek. The permit, formally called the Phase I National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit, requires that the city reduce the discharge of pollutants from the municipal stormwater system to the maximum extent practicable, and includes monitoring and reporting requirements, as well as a set of best management practices that define the city's Stormwater Management Plan (SWMP). The Oregon Department of Environmental Quality (DEQ) administers federal NPDES permits for municipalities and other local agencies in the state. 

Annual Reporting
Each year, the City of Eugene prepares a Stormwater Annual Report in accordance with the requirements of its NPDES permit. The Annual Report provides information on the progress of stormwater program activities during the reporting period including: program management, implementation of best management practices, and water quality monitoring.

Public Review and Comment - Annual Report
The City of Eugene invites the public to comment on the current Draft Year 2015 Stormwater Annual Report (see links right). Comments received by 5:00 p.m., November 27, 2015 will be summarized in the final report to DEQ. Comments received after November 27 will be considered for potential future modifications to the City's stormwater program.
Public Review and Comment - Permit Renewal

City's MS4 permit expires in December 2015. To prepare for renewal, the City evaluated its SWMP to ensure that it continues to meet the objectives of the Clean Water Act, and has proposed some modifications. The City has also updated the pollutant load reduction estimate for certain Total Maximum Daily Load (TMDL) pollutants for the upcoming permit term. The City invites public comment on the updated SWMP and updated TMDL pollutant load reduction estimates. Comments received by 5:00 p.m., December 11, 2015 will be summarized in the permit renewal application package to DEQ.
