Housing in the City of Eugene
The City’s primary role is to allocate funds (federal, local and private) toward housing solutions in Eugene. Allocations for new construction and acquisitions most often take place through a public request for proposal (RFP) process. Eugene does not own, operate, build or manage housing.
Since 1979, Eugene has acquired sites for future low-income housing. These sites are critical to the success of local housing efforts because site control is vital for obtaining other subsidies. The City also has a history of granting property tax exemptions and assistance with permit fees for public purpose housing.
In addition, the City of Eugene offers several Housing Assistance Programs:
Emergency Minor Home Repair Program (EmHR)
provides assistance to homeowners to correct conditions that create an immediate threat to the health and safety of the occupants or could cause rapid deterioration of the structure.
Homebuyer Assistance Program (HAP)
provides home buyers with down payment assistance.
Homeowner Rehabilitation (OOR)
program provides low-interest loans for the rehabilitation of an owner-occupied property.
Homeowner Single Purpose Rehabilitation (OOSPR)
Program provides low-interest loans for the purpose of installing new roof systems or the installation of new efficient energy star rated HVAC systems.
Rental Rehabilitation (RR)
program offers owners of rental properties low-interest loans for the rehabilitation of multi-unit properties.
