UO Basketball Arena
University of Oregon Basketball Arena

The University of Oregon plans to build a new sports arena to replace MacArthur Court which was built in 1927. The capacity of the new arena is expected to be 12,500 seats for sporting events and approximately 9,500 seats for concerts and non-sporting events.  The proposal also includes an underground parking garage, with reliance on a significant amount of existing parking on campus and within the surrounding area. A Transportation Demand Management (TDM) program is also proposed to support use of alternate modes of travel to major events.

The proposed arena site is on a C-2 Community Commercial zoned area of land at the southwest intersection of Franklin Boulevard and Villard Street on the east side of the existing campus. The proposed site includes the former Williams Bakery and parcels to the east to Villard Street. Villard Alley, which the University is proposing to vacate, currently bisects the subject site. The University of Oregon, Fairmount Neighbors and City of Eugene staff have held a number of meetings to address the impacts from the proposed arena. An agreement between the three parties has been reached that includes mitigation measures agreed to by the three parties that includes infrastructure improvements, an event parking district, traffic control measures, shuttle services and other strategies. An important aspect of the agreement is the yearly monitoring, review and evaluation that will occur so that revisions can be made to the agreement as needed.

Conditional Use Permit Information

A public hearing on the Conditional Use Permit was held by the City of Eugene Hearings official on October 7, 2008. On November 6, 2008 the City of Eugene Hearings Official approved, with conditions the University of Oregon ’s application for a Conditional Use Permit (CUP), (City File # CU 08-4) to construct a new basketball arena on the former William’s Bakery site. There is a link on the left side of this page to the Hearings Official’s decision.

No appeal was received on the Hearings Official decision so the Conditional Use Permit became effective on November 20, 2008, which allows the University of Oregon to submit building and development permits for the project. Arena Related Land Use Applications and Status

Code Interpretation (CI 08-3) – Hearings Official determined on appeal that proposed arena will be required to apply for a conditional use permit. The University of Oregon has filed an intent to appeal with the State Land Use Board of Appeals but is putting the appeal on hold until the Conditional Use Permit process has ended.

Conditional Use Permit (CU 08-4) – Eugene Hearings Official approved with conditions on November 6, 2008. Decision became effective November 20, 2008

Traffic Impact Analysis (TIA 08-4) - Application on hold. This application was incorporated into the Conditional Use permit. 

Major Adjustment Review (ARB 08-2) - Application on hold. This application was incorporated into the Conditional Use permit.

Right-of-Way Vacation - Alley (VRI 08-1) -  On August 13, 2008, the Eugene City Council adopted an ordinance vacating a portion of Villard Alley right-of-way between East 13 th Avenue and East 15 th Avenue. The City Council decision has been appealed to the State Land Use Board of Appeals.
