The Proposed Water Quality Protected Waterways page graphically displays City waterways and their relationship to a City goal of protecting the waterways for water quality purposes.
Information on the page includes both:
Waterways that the City recommends (in early 2008) be added to the City protection program.
Waterways previously protected.
The map display allows you to see a high-level view of the City waterways
and a detailed view of adjacent areas and properties. (How

View the Protected Waterways page
1 On the City Home page, in the City Quick Links section, click Stormwater Permits & Regulations.

2 On the Stormwater Permits & Regulations page, in the Navigation - Current Level section, click Proposed Water Quality Protected Waterways Map Application.
Display All Map Layers
When you display the page, the program selects the available water quality-related
map layers:

However, until you zoom in to a close view of a map area, some of those selected layers do not display.
The Water Quality Waterways layer always displays when the check box is selected.
The Proposed
Water Quality Management Area layer only displays once the map
and taxlot lines are visible:

To view the Aerial
Photos and Measurement Point
layers, you must zoom in even further:

How do I zoom in far enough to view all of the layers?
Alternately, to remove a layer's data from the map, clear that layer's check box.

As part of Eugene’s Comprehensive Stormwater Management Plan to reduce stormwater pollution, and in response to federal Clean Water Act regulations, including the Upper Willamette Basin Total Maximum Daily Load requirements, in June, 2006, Eugene initiated a proposal for protecting waterways for water quality purposes.
The current (Nov., 2007) proposal applies water quality protections to waterways that have no existing protections, including Goal 5 wildlife habitat regulations.
The proposal includes 15.6 miles of waterways recommended for protection, including:
Forty-foot setbacks on each side of headwater streams (measured from the centerline of the waterway).
Twenty-five-foot setbacks on each side of all other waterways (measured from the top of high bank).

Headwater streams
Headwater streams are located in the steep slopes of Eugene's south hills. The proposed Water Quality Management Area includes two 40-foot setbacks on each side of the waterway, measured from the centerline of the waterway.
This means headwater streams have
a consistent total Water Quality Management Area of 80 feet, from one
side of the setback area to the other side.
Other waterways
The Management Area for non-headwater streams includes a 25-foot setback on each side of the stream, measured from the channel's "top of high bank" (with this measurement point varying by location).
This means the total Management
Area consists of the width of the channel, out to the top of high bank,
plus 50 feet (the two 25-foot setbacks on each side of the channel as
measured from top of high bank).
Search for a Specific Property
1 On the Search tab, do one of the following and click Submit:
Type all or part of an Address.
Important The more complete the address you enter, the more the program narrows your search and the more likely it will list the address. More?

Type both the Map and Lot numbers.
Important The last five digits of a map and tax lot are the lot identifier. Type the lot number in the second box. View example

Search Results tab displays with one or more addresses, or with a message indicating the search could not match your entry.
If the program
matches a specific address you typed, or you typed a valid Map
and Lot number, the program locates
the property on the map, zooms in if necessary, and indicates the selected
property with diagonal lines:

2 If the Search Results tab displays multiple addresses, click Select at the end of an address line.

Zoom In
Important You must use the Zoom In tool before the Aerial Photos, Proposed Water Quality Management Area and Measurement Point layers display. (View more information in "Display All Map Layers" above.)

With the Zoom In tool selected, do one of the following to get a closer view:
Click the center of the area on the map where you want to look closer.
Drag to create a rectangle around the area you want to zoom to. View example
When you drag to create the rectangle below . . .

. . . the program zooms in to a view similar to this picture . . .

Note Repeat the action (drag, or click the map) to zoom in closer.

When necessary, click a tool to use it. The red outline indicates which tool is selected. In the picture of the tools below, Zoom In is selected. In that case, there's no need to click the Zoom In tool to use it with the map.

Print the Map
Once you or the program select a property, you can print a page with a map that shows the selected property and the property's address, map and taxlot number, and neighborhood group.
Click the Print
picture next to the Tools section.

Notes
The printed view defaults to a preset zoom, regardless of how near or distant the map on the Web page displays the property.
If the colors displayed in the legends do not print with your color printer, you can change your browser setting. View details
Microsoft example:
1 On the Tools menu, click Internet Options.
2 On the Advance tab, in the Printing section, select the Print background colors and images check box.
3 Click OK.
