When you display the Downtown Eugene map page the map shows the Downtown Plan boundary, with the Downtown Plan Boundary check box selected. Read more about the Plan
The Downtown Plan recognizes that the area within Eugene's Downtown Plan boundary is the "civic center and the economic, cultural and governmental focus of the region." The plan "presents ideas and policies regarding current conditions and desired changes" aimed at transitioning the downtown area into a vibrant city on the Willamette River.
Two central themes from the plan declare that the City of Eugene will:
Reinforce downtown Eugene as a strong regional center by working closely with property owners, developers and community members to bring about a diverse, dense and economically strong urban center.
Strengthen downtown as a cultural center and the center of community life, coordinate with public and private developers to create special places downtown, and establish a network of great streets that link parks and plazas, cultural and commercial activity areas.
The Eugene City Council adopted the plan in 2004 following several years of visioning and design processes that involved community members, numerous organizations, government agencies and elected and appointed City officials. The plan builds on previous plans and studies.

Map Tools
When you select a location or address the program generally adjusts the map display. Often, for example, the program automatically "zooms in" to display a location close-up and centered on the map.
However, you can also use the map tools described below to adjust the map display yourself.
When necessary, click a tool to use it. The red outline indicates which tool is selected. In the picture of the tools below, Zoom In is selected. In that case, there's no need to click the Zoom In symbol to use it with the map.
